1. General provisions

Working documentation "Warning and Evacuation Management System" (hereinafter referred to as EPSS) for a new medical center located at ul. K. Marx, d.38. The detailed design documentation is based on the engineering specification.

Customer drawings are used as input for the design.

The project is developed in accordance with the existing norms, rules and standards, as well as territorial norms and meets the requirements for environmental protection.

The technical requirements comply with the requirements of sanitary, environmental, fire and other regulations applicable in the territory of the Russian Federation, and ensure safe operation of the facility for life and health of people, subject to the measures provided for in the working drawings.

The project takes into account requirements for functional connections, convenience of equipment operation and preventive repairs, compliance with safety, fire safety and industrial sanitation requirements.

2. purpose and scope of the system

2.1 Purpose of the system

2.1.1 Evacuation Warning and Control System (hereinafter referred to as EPSS) is a set of organizational measures and technical means designed to inform people in a timely manner about the occurrence of a fire and escape routes. The system is based on the principle of centralized management, has a distributed structure and is designed for 24-hour work.

Warning and management of evacuation of people in case of fire shall be carried out by one of the following methods or their combination:

- sound signals to all rooms of the building with permanent or temporary stay of people;

- translation of texts on the need for evacuation, escape routes, direction of movement and other actions aimed at ensuring the safety of people;

- translation of specially developed texts aimed at preventing panic and other phenomena that complicate evacuation;

- broadcasting of background music to different zones;

- transmission of voice messages by means of intercom.

2.2 Brief description of the object

The new medical center houses outpatient departments and an emergency, emergency and ambulance department. The medical center is a five-story separate building.

The main task of the new center is to provide a wide range of highly qualified medical care, including cancer patients. Oncology clinic includes a complex of instrumental and pathomorphological diagnostics (CT, MRI, ultrasound, CT-controlled biopsies, endoscopic studies, morphological studies of operational and biopsy material, histology and fluid cytology, immunohistochemistry). Chemotherapeutic treatment of cancer patients is carried out according to international protocols. Surgical treatment is carried out by surgeons specializing in the field of oncology. The clinic practices a multidisciplinary approach, in which a team of doctors provides medical assistance to the patient: oncologist, surgeon, radiologist, chemotherapist, psychotherapist, rehabilitologist, beautician, plastic surgeon.

3.2 Design Solutions

3.2.1. All rooms with permanent or temporary stay of people are to be equipped with EMSS loudspeakers, with the exception of the basement in which the light-and-sound annunciators provided for by the APS design are installed.

The number of sound alerts, their arrangement and power, provide the necessary audibility in all places of possible stay of people. Annunciators do not have volume controls and are connected to the network without detachable devices.

Lines of the notification are executed by KPSEngFRLS cable 1х2х1.5 in pipes PVC. In compliance with regulatory documentation, this warning system is of type 3. The signal of the notification can be transmitted as automatically, at operation of emergency relays of the fire alarm system, and manually, having chosen zones on the front panel of the control panel as the notification of SPO0212 (12) C.

The SOUE system allows to manage the notification from the SPO0212 control panel (12) C and to carry out speech announcements on zones. EPSS system allows monitoring of warning lines (short circuit, line break, loudspeaker failure). All equipment of the warning system is intended for professional work and is installed in the standard 19 "cabinet.

The alerting system consists of the following components :

• loudspeakers located in all rooms with the need to be able to make voice announcements;

• power amplifiers providing sound amplification in the system ;

• signal control unit providing combining several sources of linear signal to output with level of 0 dB, as well as adjustment of each channel by level and general adjustment of output signal temperature, transmission of digital messages to ECSS system;

• SPO0212 (12) C control panel for voice announcements;

• power supply unit supplying the necessary voltages to the system units ;

• 19 "cabinet for central equipment.

The number and power of output amplifiers is determined taking into account the provision of maximum flexibility and comfort during operation of the system.

3.3. Operating algorithm

The alarm signal can be transmitted both automatically, when the relay units of the fire alarm system are activated, and manually, when the warning area is selected on the microphone console. The signal is automatically applied to a digital message unit having an automatic on function.

The power amplifiers are connected to the paging line switch.

The alerting line switch sends a signal to the alerting areas. The switch of warning lines allows you to monitor lines for a break, short circuit, ground fault, change in line resistance. Testing is performed in automatic mode.

4. installation instructions

4.1. When installing the warning system, use the Operating Manual and technical certificates for equipment.

Cable communication lines shall be laid in accordance with the layouts agreed upon by the parties. Cable communication lines shall be laid taking into account the following requirements:

• VSN60081 - Installation instructions for communication, broadcasting and television facilities and devices;

• SNiP 3.05. 06 85 - Electrical devices;

• PUE - Electrical Installation Rules.

When laying the system cables, follow the following procedure:

• lay pipes and cables, for one cable - one pipe;

• Make the cables wiring and marking;

• cut the cable strands and connect them to the equipment in accordance with the installation and electrical diagrams.

External insulation shall not be damaged when laying cables. When laying the cable to the equipment components, reserve at least 800 mm for the installation board and at least 200 mm for the rest of the equipment. At parallel laying of low-current and power networks the distance between them is not less than 300 mm.

External insulation shall not be damaged when laying cables.

All electrical connections are made using terminal blocks, junction boxes, or soldering.

Warning lines must be made with 1x2x1.5 KPSEngFRLS cable.

The warning line is branched by means of junction boxes.

Laying of wires in rooms and corridors is performed: on steel trays of SS systems behind the false ceiling (in corridors), in corrugated PVC pipes behind the false ceiling (in rooms), in accordance with floor plans. The descent of wires to wall-type loudspeakers is carried out openly in decorative boxes.

Gaps in places where pipes pass through building structures shall be sealed with non-combustible materials.

5. system power supply

5.1. Power supply to EPSS, which is a consumer of the 1st category, from two independent power sources: from the 220V network, 50Hz electrical distribution board with the installation of circuit breakers, in case of voltage loss with automatic switching - from the uninterruptible power supply.

Uninterruptible power supplies provided by this project ensure operation of the ECSS unit during 24 hours in standby mode and at least 1 hour in "Alarm" mode.

Power consumed by the plant shall be taken into account by the design meters of the facility.

To execute food of SOUE power cable VVGNG (A) FRLS 3x1.5. Power cables are considered by this design.

To protect maintenance personnel from electric shock in case of insulation damage, the use of electrical equipment housings is provided. The electrical equipment is occupied by metal connection of their housings to the neutral of the power supply circuit, for which the working zero cores of the supply cables are used. The equipment is grounded by mechanically connecting the corresponding equipment terminal to the "Earth" terminal of the electrical panel using a loose cable core.

All metal parts of electrical equipment that are not normally energized, but which may be under it, due to insulation violation, are subject to grounding - fire automation devices and panels, modules, terminal boxes, pipes for wiring, electrical equipment cabinets.

Grounding and connection of the plant instruments and equipment shall be performed in accordance with PUE and comply with the requirements of the technical documentation for the equipment .

6. requirements for installation works organization

6.1. Installation of system hardware shall be carried out in accordance with the approved working documentation, SNiP, PUE, RD 78.14593, manuals to RD

78.14593, existing state and industry standards and other regulatory documents.

6.2. Architectural supervision of production of installation works is exercised by the design organization according to requirements of the joint venture 1111099. Instructions on deviations in the process of installation works are entered in the author's supervision log.

6.3. When performing installation works, observe the norms, rules and measures for labor protection and fire safety.

6.4. Products and materials used in the performance of works shall comply with the project specifications, state standards, technical specifications and shall have appropriate certificates, technical passports and other documents certifying their quality.

6.5. Storage conditions for products and materials shall meet the requirements of the relevant standards and/or specifications.

6.6. The system hardware shall be approved for installation after incoming inspection by the installation organization.

6.7. Installation of warning equipment is carried out in three stages:

at the first stage lay protective pipes and electric cable.

at the second stage perform work on installation of loudspeakers, receiving and control devices .

at the third stage perform works on electrical check, adjustment of installed technical facilities of the system.
