1. common part

1.1. The working design of the fire warning and evacuation management system was developed by the organization Spetsavtomatika LLC in Ivanovo, which has a license to perform this type of work. License No. 1/01841 (registry number 0006155), valid until 03.09.2008

1.2. This project was developed for a commercial and administrative complex located at: Ivanovo, pr. F. Engels, 53.

1.3. The warning and evacuation control system serves for timely evacuation of people, in case of fires and other emergency situations, to the safe zone.

1.4. The system of warning and evacuation control is performed in accordance with the requirements of the following regulatory documents :

Construction Norms and Regulations 110195 "The instruction about an order of development, coordination, a statement and structure

design documentation for the construction of enterprises, buildings and structures ";

NPB 10403 "Warning and evacuation management systems in case of fires in buildings and structures";

SNiP 210197 * "Fire safety of buildings and structures";

SNiP 2.08.0289 "Public buildings and structures";

SNiP 31052003 "Public administrative buildings";

PUE "Rules for the device of electrical installations" Edition 7.

1.5. The technical solutions adopted in the project comply with the requirements of environmental, sanitary, fire and other standards applicable in the territory of the Russian Federation, and ensure safe operation of the facility for life and health of people, subject to the measures provided by the project.

1.6. The project used equipment that is mass-produced and has certificates of conformity in the GOST R Certification and Fire Safety System of the Russian Federation.

2. brief description of the object

2.1. The type of construction is new.

2.2. The commercial and administrative complex is a 3-story brick building with basement, attic and technical floors.

2.3. All premises of the commercial and administrative complex shall be protected by the warning and evacuation control system in case of fire.

3. main design solutions

3.1. The fire evacuation warning and control system is one of the components of the complex of technical means and organizational measures that ensure the safety of people in case of fire or other emergency.

The fire warning system is designed to inform people about the fire and control their evacuation to a safe area.

3.2.In accordance with NPB 10403, the type 3 warning system was designed at the facility. EPSS of this type ensures the transmission of a voice message to rooms where people can be exposed to a dangerous fire factor, as well as in rooms where people can remain when blocking escape routes by fire; broadcasting of voice information on the need to evacuate, on escape routes and actions aimed at ensuring safety.

To achieve the most efficient evacuation, it is necessary to:

timely notification of the system dispatcher about the occurrence of fire in the room and the presence of fire hazards on the escape routes;

Prompt decision to evacuate;

management of evacuation of people from the building or to a safe area in the building according to pre-developed schemes depending on the location of the fire;

Use instructions when an emergency occurs.

3.3. A voice warning system from InterM, Korea, was designed at the facility.

The system of warning and evacuation control includes:

translational amplifier PAM480A;

PAMVF digital message unit;

microphone console RM05A.

Loudspeakers:

WP-06T;

APT-03A.

Loudspeakers suitable for sound characteristics are installed in the premises. Loudspeakers are installed in a suspended or set ceiling, on the walls of protected rooms.

3.4. Using the PAMVF digital message unit, it is possible to automatically turn on the warning and evacuation control system when a fire alarm is triggered.

3.7. The management of the notification and evacuation process, as well as communication with all responsible persons and services providing control over the fire situation at the facility, is carried out from the security room.

3.8. Equipment of the alerting system of the desktop version and installed in the security room. The RM05 microphone console allows the dispatcher to remotely control the evacuation and/or transmission of text messages.

3.9. The main function in EMSS is performed by the dispatcher. The dispatcher has the highest priority on the influence of EPSS, therefore, a dispatcher with special training is allowed to work with the installation.

3.11. The system for warning and control of evacuation of people in case of fire according to the degree of reliability of power supply belongs to consumers of the first category according to PUE.

3.12. The voice warning system is provided with power from two independent sources:

from ~ 220V with automatic reserve input device (ATS);

4. principle of operation

4.1. The alarm can be transmitted both automatically, when the alarm relay of the fire alarm system is triggered, and manually, by selecting areas on the RM05 microphone console.

4.2. When a fire alarm is triggered, the notification of the entire complex is automatically turned on, and the dispatcher can also transmit a message by zone.

4.3. If you want to disable the system, it is sufficient to disable the "POWER" button on the PAM480 translator amplifier.

4.4. The EPSS dispatcher is operationally and informatively connected with:

the person making the evacuation decision;

the person responsible for uninterrupted and reliable operation of the hardware set;

fire department dispatcher;

by the Labour Safety Service (if any);

the police;

ambulance service.

For communication, devices of the city telephone network (GTS) are used.

4.5. In case of a false actuation of the automatic control system, the dispatcher can cancel the translation of messages in the evacuation zones and/or read the text preventing panic.

4.6. In order to ensure the functioning of the EPSS, it is recommended to create a service responsible for the evacuation of people.

4.7. The main coordinating unit of the EPSS, where information about the fire, the state of evacuation routes, the need and the procedure for evacuation is received, is the dispatcher located in the security room.

4.8. Light annunciators during the operation of the commercial and administrative building are in the ON state. Their shutdown is possible from the C2000M control panel considered in project 304/07PAPS.

5. Occupational Safety

5.1. Compliance with safety precautions is a prerequisite for safe operation during construction, installation and operation of fire extinguishing and fire alarm units. Violation of safety rules can lead to accidents.

5.2. During installation, maintenance and operation of the plants, the "Rules for operation of electrical installations of consumers," "Safety rules for operation of electrical installations of consumers" of the Software TRM0162001, RD 15334.0-03.15000 "Intersectoral rules for labor protection (safety rules) during operation of electrical installations" must be complied with.

5.3. The installation of the plant should be guided by the requirements of chapter SNiP III48, including the requirements set out in the sections:

- electrical installation works;

- electric welding and gas-flame works;

- Loading and unloading works;

- operation of technological equipment and tools;

- installation works;

- equipment test.

5.4. When performing electrical installation works, it is also necessary to comply with the requirements of SNiP 3.05.0685 and PUE.

When working with the construction and installation pistol PC 521, it is necessary to comply with the requirements "Instructions for the use of powder tools in the production of installation and special and construction works" VSN 41080.

When working with the power tool, it is necessary to comply with the requirements of GOST 12.2.00775.

5.5. During operation of fire extinguishing and fire alarm units it is necessary to follow the operating manual, technical descriptions and certificates of the equipment included in the unit, RD 25 96490 "System for maintenance and repair of automatic fire extinguishing units, smoke removal, security, fire and fire alarm, organization and procedure of works, " "Rules for technical operation of electrical installations of consumers," "Safety rules for operation of electrical installations of consumers" (PTE and PTB).

5.6. Persons who have undergone a medical examination, who have a document certifying the right to work with the installations and who have received safety training and instruction at the workplace in safe working methods are allowed to service the installations.

5.7. Perform all repair and scheduled works with electrical equipment only after power supply disconnection. The presence of working and protective grounding must be checked.
