General Data
This working project for the reconstruction of water supply to ul. Ozernaya at the address: p. Sosnovo Priozersky district of the Leningrad region was executed on the basis of the municipal contract agreement No. P09140 dated October 20, 2009,
concluded between TVELTEPLOROSS CJSC (license No. GS-2-781-02-26-0-7802390380-024080-1 dated February 20, 2008) and the Administration of the municipality Sosnovsky rural settlement MO Priozersky district of the Leningrad region.

1.2. INPUT DATA
The climate of the region is temperate, humid, determined by the Baltic Sea basin. Prevail
winds of the west and south-west directions.
The average temperature of the coldest five-day period is -26 ° C.
The average temperature of the coldest days is -30 ° С.
The absolute maximum temperature reaches + 34 ° C.
The standard freezing depth is 1.5 m.
In accordance with SNiP 2.01.0785 * design value of snow load at
horizontal projection of the coating for the III snow area - 180 kGs/m2;
The standard value of wind pressure for the II wind area is 30 kGs/m2;
Underground utilities are available in the work area (see 091100GP, Sheet 2-Summary Plan
utilities).
Groundwater is marked at depth - 0.5 - 1.7 m (see hydrogeological conclusion)
The project provides for the installation of equipment that has passed sanitary
epidemiological examination. Sanitary and epidemiological (hygienic) conclusion
is presented at the stage of acceptance of the facility for operation.
Environmental protection
2.1. REGULATORY DOCUMENTATION
- The project is executed in accordance with the applicable norms and rules:
- Russian Environmental Protection Act No. 50761 of 02.06.93;
- Russian Environmental Assessment Act No. 174FZ of 1995;
- Manual to SNiP 110195 on development of section of design documentation "Assessment
environmental impact, "M., 2000;
- SanPiN 2.1.6.103201 "Hygienic requirements for ensuring the quality of atmospheric air in populated areas";
- GN 2.1.6.232608 "Maximum permissible concentrations (MPC) of pollutants in
atmospheric air of populated areas ";
- GN 2.1.6.230907 "Estimated safe levels of exposure (OBV) of pollutants in the atmospheric air of populated areas";
- SanPiN 469088 "Sanitary rules for the maintenance of territories of populated areas (terms
waste storage and disposal) ";

The section assessed the natural conditions of the area where the project is located
object, existing state of the environment, loads on environmental systems,
comprehensive assessment of the environmental impact of the facility and activities
for its protection for the period of construction and operation.
2.2. ATMOSPHERIC AIR IMPACT ASSESSMENT
The designed facility is located in the Leningrad region of the Priozersky district in
Sosnovsky rural settlement, the main role in the formation of the climate of which plays
the origin of the air masses flowing here. The climate of the city is reflected in the presence in the east, southeast and south of a powerful continental massif, the proximity of the Ladoga and Onega lakes, the Gulf of Finland, as well as the Baltic Sea, the Atlantic Ocean and the Arctic basin.
In winter, the cold of the emerging continent comes from the east and southeast to the territory, and
from the west, heat accumulated by the seas. In summer, on the contrary, from the east and southeast
heat comes, and cool air masses are brought from the sea.
All this defines the climate as close to the sea, where there is less difference between
the warmest and coldest months, where long but
not severe winters, mainly warm summers, significant clouds, high
humidity, high rainfall, high repeatability of unstable weather. In
for the most part of the year there is an active cyclonic activity,
bearing windy and cloudy weather. Relatively long spring and autumn and the gradual transition from summer to winter and from winter to summer are characteristic.
At the beginning of spring, a steady transition of the average daily air temperature through 00C is taken. It usually occurs in early April. Spring is characterized by frequent cold returns, and sometimes short-term snow cover settings. At the end of April - the beginning of May transition of average daily air temperature via 5 OS is carried out and only in the second half of May there comes the summer to which beginning the transition of average daily air temperature via 10 OS is accepted. The average summer duration is 3.5-4 months. At the beginning of summer, frosts are still possible.
In September, autumn comes with frequent rains and fogs. Average air temperature
in autumn is only 4-5 ° C. In the first half of November, the reverse transition occurs
air temperatures via 0 OS - the winter begins.
The first half of winter, the so-called pre-winter, is characterized by a predominance of rain and sleet. Steady snow cover is established at the end of November and holds 4- 4.5
of the month. The snow cover reaches its maximum capacity in the third decade of February - the first decade of March.
The warmest month of the year is July with an average monthly air temperature of 22.1 ° C, the coldest - January and February, their average monthly temperature
makes 7.8 wasps. In the same months, the absolute maximum and
minimum air temperature.
2.4. PLANT AND ANIMAL PROTECTION
In the design area within the construction site wood tier
is missing. The plant community of the site is represented mainly by the following
families of the herbaceous tier and consists of ruderal species resistant to
absorption. Herbaceous phytocenosis is represented by the following families: cereals (ragrais, tall, one-year-old mint), complex (medicinal dandelion, field sedge, clove, buckwheat), nettle (dioecious nettle), plantain (large plantain).
The main species composition of animals is represented by ornithofauna, mainly
a family of wren and passerine - a gray raven, a house sparrow, a magpie, a pigeon, etc.
All these birds have adapted to urban life.
Mammals are represented by typically synanthropic species of mouse-like rodents -
mouse house and rat gray.
The survey of the territory did not reveal the presence of rare and endangered species on the site
plant and animal life.
Since construction work is short-term and local, in addition
will be performed on technologically disturbed lands, impact on the environment
the animal world will not be essential. Immediately upon completion of construction of the facility in
the project provides for a set of remediation measures
disturbed land.
Technical reclamation is the cleaning of the territory from construction
debris, planning of the territory, restoration of a fertile layer of soil.
Biological reclamation is the introduction of mineral and organic
fertilizer, restoration of herbaceous vegetation and shrubbery
plantations.
To prevent degradation and destruction of animal and plant objects
as a result of the construction, a set of main measures is proposed:
- carrying out works strictly within the limits of the territory allocated for construction in order to avoid excessive seizure of land plots;
- use of construction machines and mechanisms having the minimum possible specific pressure of the undercarriage on the underlying soils;
- Prohibition of burning of vegetation;
- storage of building materials and waste only on sites having
solid coating;

- equipment of stationary mechanisms with pallets preventing contamination of soils with fuel and lubricants; use only the corrected technique
- collect construction waste upon completion of construction with subsequent
land disposal and improvement.
During the operation of the facility, all factors of potential impact on the animal and
plant world is within acceptable limits and will not have
negative impact.
2.5. PROTECTION OF SURFACE AND GROUNDWATER FROM POLLUTION
2.5.1. ACTIVITIES FOR THE CONSTRUCTION PERIOD
Measures for the protection of surface waters are determined on the basis of an analysis of possible
impacts on the water area during works according to the accepted technology
performance of works.
The project involves the following surface water protection activities:
- fencing of the construction work area;
- temporary storage of construction materials in specially equipped places on the construction site;
- temporary storage and subsequent disposal of generated building waste;
- improvement of water protection zone of watercourses within the project scope;
- provision of drainage from trenches and pits, compliance with production technology and prevention of ingress of construction debris and fuel and lubricants into trenches.
During construction works it is recommended to:
- keeping the construction site clean;
- use of container-type toilets for builders, which will prevent
water pollution by sewage;
- only temporary storage is provided within the construction site
construction materials used directly during the working day;
- the use of only serviceable construction equipment, which has undergone mandatory preventive inspection, repair and washing at the special base of the construction organization, which will prevent contamination of the aquatic environment with fuel and lubricants.
To prevent negative impact on surface and ground water design
provides for the organization of wheel washing posts for construction equipment and vehicles (see 110901POS, TOM2). Wheel washing posts are located at the exit from the construction site to the asphalt road and are equipped with a circulating water supply system and treatment plants.
Sanitary and epidemiological conclusion and certificate of conformity "MoidodyrK" with
return water supply system is presented in Appendix 3 and 4.
During the construction period, during the cleaning of the bottom of the trench, pits,
pipe testing and water drain is provided before backfilling. Water Drain Issue Details

2.5.2. WATER SUPPLY ACTIVITIES
In accordance with the specifications for the provision of household and drinking goods,
fire-fighting needs on the street. The design provides for the construction of the following networks:
- two water supply lines on the street. Lake;
- entry into buildings.
Conclusions
Environmental measures developed show that the project for the period
construction and subsequent operation of the facility will not have a significant negative impact on the surrounding area.
To reduce the impact of construction work on the environment and human health in
The period of work shall be:
- perform temporary storage of construction materials and wastes on
territory of the construction site in specially equipped places and containers;
- perform regular collection of construction garbage to landfills for its subsequent
disposal;
- prohibit construction works characterized by high noise level from 23 to 7 o'clock in the morning;
- After completion of construction it is necessary to carry out reclamation and improvement
all temporarily occupied land.
