6. Construction Organization Issues

The designed line, as a construction object, does not have complex and untapped technology and according to the classification adopted by the "Instructions for the development of construction projects (electric power)" VSN 3382, they belong to simple objects.

Estimated construction cost, requirements for construction structures, basic materials and equipment for the entire construction period are given in the project certificate.

All necessary data for construction and installation works are given in the detailed drawings.

The drawing "VL Route Plan" is a building plan for designed VL.

Construction and installation works on the VL construction are planned to be performed by a specialized construction and installation enterprise equipped with the necessary construction mechanisms for the work.

In accordance with the design assignment, the standard construction duration is 1/2 months.

Delivery of materials, structures and equipment from the central base of the construction organization is carried out by road, the distance from which to the construction site is 50 km.

The VL construction project is being developed by the contractor. Before the start of construction, work should be carried out to prepare the territory for construction: trees were removed from the route, interfering branches were cut off, premises interfering with construction were rebuilt, existing lines unsuitable for further operation were dismantled.

4. Environmental protection

Technical characteristics of VL10kV to be built are given in the project certificate. The designed facilities are designed to transmit and distribute electricity to 380/220V. The specified process is waste-free and is not accompanied by harmful emissions into the environment (both air and water).

Production noise and vibrations are absent. In this regard, air, water protection measures and measures to reduce production noise and vibration are not provided for by this project. The cutting of green spaces during the construction of the VL is not required, with the exception of individual trees growing directly at the station of the support installation. In some cases, the trees are trimmed.

The size of separate land plots used for the installation of VLI supports is determined in accordance with the Decree of the Government of the Russian Federation No. 486 of 11.08.2003, and can be taken into account in the state cadastre of one real estate object (unified land use) when surrendering the object. Land area occupied under VL supports shall be subject to alienation.

When choosing the optimal option of the VL route, the estimated losses of the land user associated with the withdrawal of land for support for permanent use and a strip of land along the VL for the period of its construction for temporary use were taken into account.

The route is selected taking into account the provision and rational use of land. The cost of covering losses related to the seizure of land from the land user is provided for by the estimate for the construction of the VL.

1.5. Occupational safety and safety.

Fire-fighting measures and fire protection.

Labor protection and safety during construction and operation of the designed facilities are ensured by making all design decisions in strict accordance with PUE 7 ed., the requirements of which take into account the conditions of labor safety, prevention of industrial injuries, occupational diseases, fires and explosions.

In order to ensure health and safety, it is necessary that construction, installation and commissioning works and operation of electrical installations are carried out in accordance with the PEEP of electrical equipment and POTRM01601.

The project provides for:

- use of technically advanced products;

- arrangement of equipment providing its free maintenance;

- installation of grounding devices of electrical units elements with standardised PUE 7 Resistance value;

- application of typical structures of power transmission line supports;

- use of machines and mechanisms in the construction and installation works, the design of which is based on the principles of labor protection;

- high CIW in accordance with standard Job Instructions.

Explanatory Note

1. Source Data

The design of overhead power transmission lines with a voltage of 10 kV was carried out on the basis of technical specifications No. 1238332, TA No. 1014 of the ODA issued by IDGC Center Lipetskenergo OJSC, materials from surveys of routes and consumer surveys.

2. Electrical solutions

Overhead power transmission lines (VL10kV) are made with uninsulated wires.

On VL10kV all reinforced concrete supports are grounded. Resistance of grounding devices of supports in populated area is not more than 10 Ohm at soil resistance (r) up to 100 Ohm x m, including for supports with disconnectors.

Earthing devices of supports are performed as per standard documentation of 3.407150 series "Earthing devices of overhead power transmission lines with voltage of 0.38,610,2035 kV.

The design includes calculation of electrical loads determined by the energy survey of the consumer.

The following calculations were performed in the VL design:

- selection of the wire section, determination of the number of phase strands providing the required network capacity and the required electric energy quality.
