1 General data
Thermal energy and coolant metering unit at... located in the basement of a residential building. The consumer of thermal energy is a heating system.
Based on the initial data for the design, calculated parameters of the coolant and taking into account the passport data of the devices, measuring and recording devices are selected that are part of the thermal energy consumption metering unit. The type of instruments and brief technical characteristics are given in the equipment specification.
1.1 Regulatory and technical documentation
The design of the equipment of the thermal energy and heat carrier commercial metering unit was developed in accordance with the following current regulatory and technical documentation:
- "Rules of heat energy and coolant accounting";
- SNiP 41022003 "Heat Networks";
- "Rules for technical operation of thermal power plants"; - "Safety rules for operation of heat-consuming plants and heat networks of consumers";
- Federal Law of the Russian Federation of November 23, 2009 N 261FZ "On Energy Saving and on Improving Energy Efficiency and on Amending Certain Legislative Acts of the Russian Federation"

2 Purpose of heat energy and coolant metering unit.
The metering station of amount of thermal energy and heat carrier is intended for the automated measurement, control, account, registration and storage of information on the consumed thermal energy and the heat carrier and their parameters on purpose:
- Mutual financial settlements between the power supply organization and the consumer of thermal energy;
- monitoring of thermal and hydraulic operation modes of heat supply and heat consumption systems;
- control of rational use of thermal energy and heat carrier for the purpose of their economical consumption;
- documentation of coolant parameters: mass (volume), flow rate, temperature.
3.2 Description of operation of thermal calculator
The TKT702 thermal calculator, using the flow metering devices and temperature sensors connected to it, monitors the coolant flow rate and the amount of heat consumed for heating needs. The calculation of the required parameters of the thermal calculator is carried out for thermal input of TV1 (heating system) according to scheme 3 (see operating manual). Thanks to KTSB sensors installed on heating pipelines connected to the corresponding channels of the heat calculator, the temperature required for calculating is determined.
4 Installation works. Security measures
Preparation, installation, adjustment, testing and commissioning shall be carried out by a specialized organization.
Installation and installation of functional units of the heat meter shall be carried out in accordance with this design, requirements of the certificate and operating manual of the manufacturer. It is necessary to comply with the requirements for linear dimensions of straight sections of pipelines before and after flow transducers, on which local hydraulic resistance is not allowed as branches, confusers, diffusers, shutoff and control valves, tie-ins of sensors for measuring coolant parameters, etc.
Procedure for installation works:
- Mark pipelines by size, cut required blanks. The diameter of the pipeline shall be equal to the diameter of the primary transducer. Installation of primary converter on pipelines with smaller or large diameter at a term of use is allowed conic (no more than 30 °) transitions in accordance with GOST in 173782001 St. 20 provided that pipeline diameters are equal and line dimensions of straight pipeline sections are observed before and after flow transducers.
- The connection shall be made coaxially to the pipelines by means of manual electric arc welding in accordance with the safety rules of the works corresponding to the category of this pipeline, using electrodes of type 342, grade MP3 with a diameter of 3-4 mm using a primary flow converter simulator.
- Welding and other flammable works carried out by installation contractors are carried out in accordance with the requirements of fire safety rules in the Russian Federation, taking into account the features of fire hazard at thermal power plants.
Before assembling the connectors and installing the primary converter, it is necessary to align the arrow on the primary converter housing with the direction of the measured medium movement in the pipeline and visually check the quality of the thread surface: hairlines, nicks and other defects are not allowed. Check dimensions and condition of gasket and its compliance with dimensions of welding surfaces of butt flanges. Before tightening of nuts make sure that gaskets are correctly installed.

Disassembly of connections is performed in reverse order. At that, flanges, nuts, gaskets are inspected to detect defects. Detected defects and methods of their elimination shall be registered in passports.
Hydraulic testing of equipment for strength and density at the installation site before commissioning shall be carried out in accordance with safety requirements as per GOST 12.3.01380, SNiP 2.04.0786 "Thermal Networks," passports and operating manuals. Before starting the hydraulic test, make sure:
- in correctness and reliability of connection to primary pipelines
flow transducers and resistance temperature transducers.
- in reliability of control, shut-off and safety valves operation,
- the temperature difference between the wall of the flow converters and the ambient air during the hydraulic test shall not cause condensation of moisture on the wall surface.
Persons who have studied the operating manual, as well as safety issues, are allowed to install, operate and maintain the pressure transmitter. The transmitter shall not be operated in systems where the pressure may exceed the corresponding upper measurement limits.
The transducer is mounted in any convenient position. When selecting the installation location, consider the following:
- transmitter installation location shall provide convenient condition for maintenance and dismantling;
- environment of the converter, shall not contain impurities causing corrosion of its parts.
The computer should be installed at the height of 1.8 m from the floor level in the metal box, which is closed on the key to prevent unauthorized access to the device of unprepared persons. During installation, the maintenance personnel should be provided with access to the control buttons, connectors and sockets on the terminal box and the convenience of viewing the display. Cables of communication lines shall be fixed in close proximity of the computer so that when moisture is condensed on the cable, it does not fall inside the terminal box.
External electrical circuits shall be laid only after completion of installation of flow transducers on pipelines, by construction structures in PVC pipes, in a way that prevents the occurrence of tensile forces in cables and wires and the possibility of their mechanical damage during operation. Installation of electrical connections shall be carried out in accordance with the requirements of the installation manual, "Rules for the installation of electrical installations," Safety rules for the operation of electrical installations. " When checking the electrical strength of electrical insulation of cables, observe the safety requirements as per GOST 2166783.
Before performing welding works on pipelines near the equipment of the thermal energy metering unit, it is necessary to disconnect external electrical circuits from the computer in order to prevent damage to them by secondary welding current.
It is forbidden to install a computer and place communication lines between the units near the places of passage of power and distribution electric cables, electrical welding operations, electrical devices of various purposes, which creates electromagnetic fields with a frequency of 50 Hz and a intensity of more than 40 A/m.
To equalize the electrical potentials of the pipelines sections of the metering unit, make their electrical connection using copper woven wire with a total cross section of at least 10 mm2 and ground with a separate conductor with a total electrical resistance of current flow of not more than 4 Ohm. The communication line between the primary flow converter and the electronic unit shall be carried out in accordance with the requirements of the operating manual of the heat meter. Power cables and signal cables shall be separate lines.
Prior to commissioning by the heat supply organization, mounted seals must be installed that prevent access to the terminal box of primary flow converters, thermal converters, and prevent unauthorized removal of components of the heat meter.
