The project was developed on the basis of the letter of OJSC "XXXXXXXXXXX" No. 168 dated 15.04.2009. and the Specifications for accession to the distribution network given to JSC HKHKHKHKHKHKHKHKHKHGORGAZ No. 03026719 of 05.03.2009.

The initial data for the execution of the project and the detailed documentation are the data obtained as a result of the pre-design inspection of the gas consumption object.

Customer: OJSC "XXXXXXXXXXXXXXXX."

Location of the facility: 352905, Krasnodar Territory, XXXXXXXXXXXXXXXXXXXXXX, boiler house.

The project provides for the selection of the plant and type of SGD with gas reduction to low pressure.

Boiler house of OJSC "XXXXXXXXXXX" is supplied with gas from the main gas pipeline located 500 m from the boiler house. The disconnecting gate valve is at the border of responsibility of the gas supply organization and the consumer. The project 104/082007 performed by CJSC "XXXXXXXXX" in 2007 (registration of the conclusion of the industrial safety examination by Rostekhnadzor No. 30PD024332008 from 29.04.2008) provides for the installation of a disconnecting gate valve and a cabinet gas metering point at a distance of 15 m from the boiler room. According to the present project, SGR installation is carried out with connection to the medium pressure gas pipeline after the cabinet gas metering point. Technical re-equipment of the boiler house internal gas equipment and liquidation of the existing GRU is carried out according to the 07177 project performed by LLC XXXXXXXXXXXX in 2008. (Permission to works of JSC HHHHHHHHgorgaz of 06.06.2008 ).

Special conditions: Technical re-equipment in the territory of the current production .

Technical solutions adopted in the design documentation comply with the applicable codes, rules and standards.

1.1 Characteristics of the object

Seismicity of the region - 7 points (SNKK 223012000 OSR-97 card "A").

Explosion hazard class of zones according to Electrical Installations Regulations (PUE):

- inside the WSD cabinet - B1a.

Climatic area of gas metering unit IIIB location (as per SNiP 230199)

is characterized by the following parameters:

- air temperature of the coldest day, with security 0.98 - minus 28 wasps;

- air temperature of the coldest five-day week, with security 0.98 - minus 24 wasps;

- air temperature with security 0.94 - minus 8 wasps;

- absolute minimum air temperature - minus of 32 wasps;

- average maximum air temperature of the warmest month - plus 30 wasps;

- absolute maximum air temperature - plus of 42 wasps.

2 gas supply.

2.1 Used regulatory documentation.

The gas supply section was developed in accordance with the requirements of the standard and technical documents:

2.3 Main design solutions.

Taking into account the obtained values, the gas control station of the cabinet with the pressure regulator RDBK150N with one low pressure output is accepted for installation. The nominal diameter of the pressure control seat is 35 mm. Setting of output pressure 4.0 kPa (400 mm water). Capacity at inlet pressure of 0.1 MPa is not less than 900 m3/h.

In addition to pressure regulator RDBK150N SHRP is equipped with:

- gas filter with degree of purification from mechanical impurities of size up to 50 mcm;

- safety shut-off valve;

- relief relief valve;

- bypass line;

- devices for monitoring of gas state parameters.

Discharge pipelines shall be attached to an existing 3 m high fence and shall be placed at a height of 4 m.

To protect against static electricity, a SGD connection is provided with the existing 4x40 mm steel strip grounding loop. The SCR is located in the area of lightning protection from the boiler room chimney.

2.4 Measures to ensure industrial safety, to prevent accidents and localize their consequences at a hazardous production facility.

The project was implemented in compliance with the requirements of regulatory documents ensuring industrial safety, including the requirements of the Federal Law "On Industrial Safety of Hazardous Production Facilities" No. 116FZ dated 21.07.97. (as amended by 18.12.06), as amended by Federal Laws No. 122FZ of 21.07.97 (as amended by 23.12.07), No. 232FZ of 18.12.06 (as amended on 08.11.07) and the "General Rules of Industrial Safety for Organizations Operating in the Field of Industrial Safety of Hazardous Production Facilities" PB 03 517 02, which is a guarantee of operation safety, prevention of accidents, injuries, ensuring localization of the consequences of the accident.

2.5 Health and safety measures.

Operation and technical supervision of gas equipment is carried out in accordance with the "Safety Rules for Gas Distribution and Gas Consumption Systems" PB 12 529 03, OST 153 39.3 051 2003 "Technical Operation of Gas Distribution Systems" and the Intersectoral Rules for Labor Protection during the Operation of Gas Facilities, registered with the Ministry of Justice of the Russian Federation on June 19, 2003. № 4726.

In accordance with the requirements of the Intersectoral Rules on Labor Protection during the operation of gas-using equipment, the operating organization should develop instructions on labor protection (labor safety) in the scope of job duties and types of work, taking into account local conditions and contain fire safety requirements.

During operation, managers must constantly monitor the serviceability of equipment, tools, accessories, protective equipment that ensure safe working conditions before and during operation, in accordance with the labor safety instructions. Prevent the operation of the gas supply system, as well as the performance of any kind of repair gas hazardous work, if the further performance of the work involves a danger to the life of the workers.

Workers involved in the maintenance and repair of gas equipment and the performance of gas hazardous works must be trained in safe working methods in the gas industry, rules for using personal protective equipment, methods of first aid, certified, and must also pass the knowledge test in the field of industrial safety and labor protection.

3. architectural and construction solutions

The scope of design materials for the architectural and construction part of the project includes:

installation of WSD cabinet;

installation of support for pipelines;

construction of a barrier wall;

penetration of the passage and installation of a door connecting the territory of the boiler room with the place of installation of the SGR.

Ground level is taken as relative elevation 0.000.

3.1 Site Improvement

After completion of construction and installation works, the construction site should be put into proper form.

After completion of work, remove all garbage to a certain place indicated by the sanitary and epidemiological station.

4. engineering and technical measures of civil defense. Emergency prevention activities.

Particularly hazardous industries include pipelines, process equipment and devices through which natural gas passes, which is a highly easily flammable substance that easily forms combustible and explosive mixtures in admixture with air.

An accident in the gas pipeline is possible due to defects in the materials used, corrosion of metal, from mechanical damage and natural disasters, operational violations, etc.

Hazardous production factors of pipelines are:

- destruction of the pipeline or its elements, accompanied by splitting of metal and soil fragments;

- gas ignition in case of pipeline destruction, open fire and thermal impact of fire;

- explosion of gas-air mixture;

- collapse and damage of structures and installations.

4.1 Decisions aimed at preventing the development of accidents and localization of emissions (discharges) of hazardous substances.

The main and priority tasks ensuring the construction quality and operational reliability of the designed gas pipeline should include the following:

During construction:

- full compliance with technical solutions of the project and requirements of regulatory documents;

- improvement of technological discipline, strengthening of requirements for post-operational control, preparation of high-quality as-built documentation;

- exclusion of unauthorized changes in structures, replacement of materials, etc.

During commissioning:

- increasing the requirements for the implementation of design solutions;

- increase of requirements for compilation and delivery of as-built documentation;

- timely detection and elimination of potentially dangerous areas and centers of possible failures;

- unconditional performance of process modes of operation and temperature mode of transported gas.

During operation:

- provision of technological supervision of gas equipment repair quality;

- ensuring safe operation of the gas pipeline, manning of emergency recovery teams;

- implementation of planned corrosion control;

- implementation of comprehensive surveys of gas pipeline security at points of intersection with other communications;

- presence of "open-closed" position indicator in shutoff valves.

- implementation, at least once every 3 months, of bypass of the above-ground section of the gas pipeline with detection of possible gas leakage, movement of the gas pipeline outside the supports, presence of vibration, self-wear, unacceptable deflection of the gas pipeline, subsidence, bending and damage of the supports.

The general principle of accident localization is provided by mechanical disconnection of the damaged section of the gas pipeline in place.
