Introduction

The project "Television Surveillance System" was developed on the basis of contract No. 34SL/2009 of May 26, 2009.

The project was developed in accordance with the current state norms and rules for the design of construction facilities:

• Decree of the Government of the Russian Federation of February 16, 2008 No. 87 "On the composition of sections of design documentation and requirements to their content";

• P 78.36.00299 "Selection and use of television video monitoring systems";

• RD 78.36.00299 "Technical means of facilities safety systems. Symbols and schematic graphic elements of systems ";

• SNiP 3.05.0685 "Electrical devices";

• GOST R 515582000 "Television security systems. General technical requirements and test methods ";

• PUE Edition 7 "Electrical Installation Rules."

The following were used as input data:

• site plans;

• engineering survey materials;

• technical documentation for the used STN equipment.

Purpose of the system

The television surveillance system (STN) is designed for round-the-clock remote surveillance using video cameras on the monitor screen and recording the situation on the site, ensuring that the security service is able to assess the situation in real time at the site, reduce the response time to an extreme situation and ensure that appropriate measures are taken as soon as possible to protect against encroachments.

STN also provides:

• archiving of video information for further analysis of events;

• programming of operation modes;

• switching of image from cameras to monitor in manual mode;

• viewing of previously recorded sequence of images in automatic mode;

• notification of video signal loss using iconographic information;

• digital recording of images on hard magnetic disks in long-term recording mode and in real time;

• simultaneous recording of the current image and reproduction of previously recorded images;

• intelligent motion detection;

• filtering of natural interference;

• storage of established parameters in non-volatile memory in case of power supply voltage loss;

• delimiting the operator's authority according to their authority through the password system; display of the current time monitor, date, TV camera number.

Key Solutions

The television surveillance system (STN) is implemented on the basis of the Intellect hardware and software complex (AIC). The system is designed to protect any scale of complexity of the object: large, medium and small.

The system has a powerful functionally distributed architecture:

• Unlimited number of video servers and surveillance cameras;

• Remote monitoring and administration

• The ability to install any number of workplaces;

• Building a complete centralized video surveillance system.

The system allows to monitor several zones of motion detection on each camera with individual settings of detection parameters and mask, allows to control the system by events from individual zones.

The most important parameter of the video surveillance system is the quality of the displayed and stored video information. Achieving the maximum result in the system is ensured by using the following solutions:

• the use of a unique video compression algorithm MotionWavelet, the main advantage of which is precisely the high quality of the compressed image with a significantly smaller frame size compared to other algorithms;

• use of a unique deinterlaying algorithm (elimination of the "comb" effect) for the maximum resolution frame, which does not introduce distortion at the boundaries of objects and does not reduce the real resolution of the frame;

• application of software image enhancement.

The main requirement for a video surveillance system is the reliability, stability and uninterrupted operation of the system 7 days a week, 24 hours a day, 365 days a year. To meet these requirements, special solutions are implemented in both the hardware and software parts of all subsystems of the complex:

• system serviceability check;

• Prevent possible errors or failures

• correct recovery of all subsystems in case of failure.

• The system has unique network capabilities:

• Video archives of any video server can be transferred permanently or on schedule in real time to dedicated servers - archivers for long-term storage.

• Each client can access both the archive of the video server and the archives of the dedicated servers - archivers.

• Video streams can be distributed in the system using the Video Gateway module, that is, each next client receiving a video stream from a particular server will not increase the load on the communication channel with this server. The client can receive a video stream from a server in another network segment via a video gateway.

The following are selected for operation as part of STN:

• Smartec STC3080/3 ULTIMATE body video cameras with day/night mode with variofocal lenses that allow you to observe in color mode with good lighting and black and white mode in low light conditions. For all external surveillance cameras, thermocouples STH1230DPSU1 designed for operation in a wide temperature range are provided;

• color video cameras in the MDC7220V hemisphere housing equipped with a variofocal lens;

• CCTV IR sensor housing color cameras.

STS consists of central, line equipment, cable network and switching products (refer to structural diagram of STS Fig.1).

• a cable telephone TPPEPZ 50х2х0.5 (transfer of the transformed video signal);

• a cable telephone TPPEPZ 10х2х0.5 (transfer of the transformed video signal);

• 4x0.2x0.5 FTP cable (transmission of converted video signal from video cameras to switching products);

• cable RK75332 (switching of equipment in the central equipment rack and transmission of video signal from TK10).

Operating Principles

STN is implemented on the basis of the "Intelligence" hardware and software complex (AIC) and is its subsystem. Functionally, it consists of two video servers for collecting and processing information over 20 channels. The images are output using four 19 "monitors, two for each video server, and the servers are controlled using the keyboard and mouse manipulator put on the operator's desktop with the help of ALSO extensions. On the first and second of the four installed 19-inch monitors, an image is displayed from all street video cameras of the object, and on the third and fourth from all internal cameras.

The signal from the video cameras to the receiving equipment is transmitted using symmetrical amplifiers located in the immediate vicinity of the video cameras (in thermowells or in switching boxes) via a twisted-pair cable (CCI cable, FTP), which allows transmitting the video signal over a longer distance than through a coaxial cable and provides increased noise immunity. The signal from the video camera on the gearbox (TK10) is transmitted via coaxial cable RK75332 directly to the input of the video server.

The dessimetered signal from the multi-channel video signal receivers is transmitted via a twisted pair to a DVR, where it is digitized, compressed and recorded on a hard disk.

Equipment placement

7.1. Central equipment:

• BC1, BC2, PR1, PR2, UPS1 are located in 19" a telecommunication floor case according to plans of location;

• TFT 19˝ monitors are installed on the table in a convenient location for the operator to view. The accommodation shall be agreed with the customer's representatives.

• Keyboards, mouse manipulators on the operator's desk;

• UPS2 is housed in the 19 "floor cabinet in the STO server building. Accommodation shall be agreed with the customer's representatives.;

• ShchR2 and BP1 to place on a wall server according to plans of location;

• BP2...BP6, ShchR4 are placed on a wall of the shop of repair of vehicles according to plans of location;

• UPS3 and ShchR3 to arrange on an external wall of the building of a warehouse, according to plans of location.

7.2. Line equipment:

• Stationary street video cameras TK1... TK8 are installed on the external walls of the STO building, below the cornice no more than 0, 5 m within reach;

• TK9 is installed on the external wall of the warehouse building, below the cornice not more than 0.5 m within reach;

• TK10 is installed on the external wall of the checkpoint building, on the side of the entrance gate;

• VK1... VK10 are installed on the ceiling of the vehicle repair shop;

• VK11... VK14 in the workshop for repair of construction machines at a height of at least 4 m on brackets for wall attachment of domed video cameras.

7.3. Switching products:

• QC and KR are located directly near the chambers, on street chambers it is possible to place behind the cornice;

• QC for internal chambers, if possible, to be placed in the dressing space;

• ShKr1, ShKr2 to place near inputs of the main alarm cable in the building HUNDRED, Shkr3 in 19" a telecommunication floor case in the building of the checkpoint.

7.4. The cable network shall be routed:

• walls (ceiling) - in PVC box;

• behind suspended ceiling - in corrugated non-combustible pipe (PVC);

• via cable trays - in corrugated non-combustible pipe (PVC);

• on external walls - in the corrugated pipe of IPA

• in low-current cable sewage system - open.

Power supply

Power supply to the STN shall be provided from the 220V +/10V object network with a frequency of 50Hz according to a 3-wire circuit with a separate grounding wire.

Power supply of STN equipment is carried out through separate power supply circuit breakers installed in distribution boards.

Uninterruptible power supplies ensure system operability when fully loaded for at least 5 minutes.

Requirements for production and organization of works

Installation and commissioning works are carried out taking into account the requirements of PUE, passports of STN equipment and regulatory and technical documents operating at the facility, with which the Customer is obliged to familiarize the Contractor's team.

To perform installation and commissioning works, the Customer shall provide the Contractor's team with a closing room for the storage of tools and equipment required for operation at altitude not later than one day after receipt of the request from the Contractor's installation and commissioning works manager for the entire time required for high-altitude works. In case of non-fulfillment of these requirements, Owner shall be responsible for delay of works.

Cable lines of other systems shall not be connected to CTN cable lines.

By the beginning of commissioning works, the Customer's specialist connects power supply cables to the power supply source. Power supply of the system must be performed in accordance with the Instructions for designing power supply of industrial enterprises SN 17475 and SNiP 3.05.0685.

In order to avoid damage to electrical wiring and other communication lines, the Customer shall submit to the head of installation and commissioning works the plan of electrical wiring and other communication lines of the facility before the start of installation works, and ensure the presence of a responsible power engineer for the period of installation works.

In case of damage to wiring or other communication lines in case of non-fulfillment of the specified requirements, as well as in case of actual deviation of wiring from the position specified on the plan or by a specialist power engineer, damage shall be repaired by the Customer.

Environmental protection

The working project was developed in accordance with health standards.

The installed equipment does not release harmful substances into the environment.

Security measures

11.1 During works it is necessary to observe precautionary rules in accordance with PUE, PTB, PEE.

11.2 Protective grounding shall be used to ensure safety of maintenance personnel against electric shock.

A protective grounding bus shall be used as the grounding device.

11.3 Personnel with qualification group not lower than 3 per PTBPEE in power supply networks up to 1000V are allowed to perform works.

11.4 Montazhnonaladochny works should be begun only after performance of actions for safety measures according to Construction Norms and Regulations of Sh.480.

11.5. When working with manual power tools, it is necessary to comply with the requirements of GOST 12.2.01387.

11.6. Admission to perform high-risk works is made in the order of work with the assigned personnel.

11.7. When performing installation and commissioning works, it is necessary to strictly comply with the safety requirements set forth in the operational documentation for measuring instruments and equipment used during the work, as well as in instructions and other regulatory and technical documents valid at the Contractor's and Customer's enterprises.

11.8. Fire prevention measures shall be provided by the following solutions:

- installation of current distribution devices with automatic circuit breakers;

- selection of protection units (circuit breakers) for currents, less than currents allowed for sections of designed cables;

- selection of cable grades recommended for laying in designed rooms.
