2.1 General Instructions

This technical design is in full compliance with the following regulatory documents:

- rules of heat energy and coolant accounting;

- Rules for the use of thermal and electrical energy;

- heat meters for water heat supply systems. GOST R 516492000;

- safety rules for operation of heat-consuming plants and thermal networks of PTB consumers;

- PES thermal installation rules;

- rules of operation of electric installations of PEEP consumers;

- rules for arrangement and safety of pipelines, steam and hot water operation;

- instruction on the procedure of calculations for thermal and electrical energy;

2.2 Technical characteristics and brief description of the object

The metering unit is mounted in a residential building having a closed-type central heating system.

The project was carried out for the purpose of equipment at the thermal point of the thermal energy metering unit.

The metering unit is designed for commercial settlements for heat supply services.

Compliance with the "Rules for accounting of thermal energy and coolant" and technical characteristics of the heat-consuming object with the diagram of the metering unit provides for the accounting and display of the following parameters:

- operating time of the device, hour;

- amount of thermal energy, Gcal;

- coolant weight by supply, return pipeline per hour, day, month;

- average hourly and average daily temperature of coolant in supply circulation pipelines;

2.3 Selection of measuring instruments and justification of selection

2.3.1 Calculation of thermal energy metering unit operation parameters

Maximum heating coolant consumption:

where: QTsOmax is design thermal load on heating (Gcal/hour);

Cp - specific heat capacity (kcal/kg deg) is taken equal to 1;

- specific density of water (t/m3) is taken equal to 1;

t1 t2 - design temperatures in supply and return pipelines (С);

GTsOmax is a design flowrate of water (tons/h);

2.3.2 Having calculated the heating and WAN temperature parameters, according to the specifications and temperature schedule of the heat networks, select a heat meter .

To implement the requirements of the Rules, the technical design provides for the use of a heat meter.

The set of heat meter includes:

- Thermal calculator VKT 7 - 03 - 1 pcs.;

Heating system

- the expense converter electromagnetic PREM20 class C1 - 2 pieces;

- KTPTR temperature sensor (1 = 60mm) -1 set.

2.3.2 TKT7 is designed to measure and record the parameters of the coolant flow (hot and cold water) and the amount of heat (thermal energy), as well as the number of other measured media.

Calculators are designed to operate with transmitters of coolant flow parameters in one or two open and/or closed systems

heat supply:

- flowmeters or meters with pulse output (passive

frequency up to 16 Hz and active frequency up to 1000 Hz) with pulse weight from 0.0001 to

10,000 dm3 (l);

- temperatures - similar thermal resistance transducers with nominal static characteristic 100M (Cu100), 100P (Pt100), Pt100, 500P (Pt500)

or Pt500 as per GOST 6651;

- temperature differences - sets of resistance thermal transducers with nominal static characteristic 100M (Cu100), 100P (Pt100), Pt100, 500P (Pt500) or Pt500 as per GOST 6651.

2.3.3 The electromagnetic flow converter PREM20 class C1 has the following technical characteristics:

- volume flow measurement limits: max 12.0 m3/h; min. 0.2 m3/h;

- length of rectilinear sections before and after flow converter - not less than 2 Du and 2 Du, respectively;

- limits of main relative error of conversion of liquid volume into number of output pulses with rated price in the range of flow rates:

- from minimum to maximum ± 1.0.

- additional error arising when the measured medium temperature changes for every 10 ° C,%, not more than ± 0.05.

- temperature range of the medium to be measured, 0... 150 ° С;

- operating pressure 1.6 MPa;

2.3.4 KTPTR resistance temperature transducer sets provide measurement of temperature from 0 to 180 ° С and temperature difference from 0 to 180 ° С. The limit of the permissible relative error of measuring the temperature difference, expressed in percent, does not exceed.

2.4 Instrument Installation Requirements

2.4.1 Flow sensors shall be installed on the forward and reverse piping in accordance with the wiring diagrams and operating manual.

2.4.2 Places of installation of metering unit components are given in the corresponding installation drawings, plans and diagrams of this technical design.

2.4.3 Connection of the computer with the flow sensor, thermal transducers is carried out using cables.

2.5 Arrangement of metering unit devices relative to the boundary of the balance sheet

The CCB metering unit, relative to the boundary of the balance sheet, is assigned at a distance of 0.6 m, and is as close as possible to the head valves of the heat station. The rectilinear section of the supply, return pipeline, where the transducers will be located, is located at a height of 1.1 m. In these sections there are no devices or elements that cause distortion of the flow of liquid. Alignment of the straight section before and after the converter with the flow converter itself is observed. Gate valve from metering unit is located at distance more than 2Du.

2.7 Requirements for operation of thermal energy metering unit

2.7.1 According to section 9 of the regulations:

- Consumer thermal energy metering unit shall be operated in accordance with the technical documentation attached to this project.

- Responsibility for operation and maintenance of the metering unit shall be the official appointed by the management of the organization in charge of heat energy metering.

- Maintenance of the metering unit related to dismantling, verification, installation and repair of equipment shall be carried out by personnel of specialized organizations, who have a license (permit) of the Main State Energy Supervision for the right to perform such work.

- The head of the organization, in charge of which the thermal energy metering unit is located, should provide them with unhindered access to the thermal energy metering unit at the first request of representatives of the energy supply organization and the State Energy Supervision Agency.

- Time of recording start and readings of devices of metering unit are recorded in "Certificate of admission to operation of consumer thermal energy metering unit" or in "Certificate of re-admission."

- Within the period specified by the contract, the consumer is obliged to submit to the power supply organization copies of heat energy and coolant registers, as well as records of readings of devices recording coolant parameters.

- In case of refusal to receive a copy of the record book and records of readings of devices used for calculation with the consumer for the received heat energy and heat carrier, the power supply organization shall within three days notify the consumer in writing of the reasons for the refusal with reference to the relevant paragraphs of the Rules and the Agreement.

2.7.2 Violation of the operating requirements set forth in the technical documentation for metering devices is equated to the failure of the consumer's thermal energy metering unit. The time of failure of the metering unit is recorded by the corresponding entry in the log with a non-slow (not more than during the day) notification of this to the power supply organization and is drawn up by a protocol.

2.7.3 In case of failure of metering devices, with the help of which the amount of thermal energy and mass are determined (volume) of coolant, as well as instruments recording parameters of coolant, keeping records of thermal energy and mass (volume) of the coolant and recording of its parameters (for a total period of not more than 15 days within a year from the moment of acceptance of the metering unit for commercial calculation) is performed on the basis of the readings of these devices taken for the previous failure of 3 days with correction for the actual outside air temperature for the recalculation period.

In case of untimely notification by the consumer of violation of the mode and conditions of operation of the metering unit and its failure, the metering unit is considered to have failed since its last check by the power supply organization. In this case, the amount of thermal energy, the mass (volume) of the coolant and the values ​ ​ of its parameters are determined by the power supply organization based on the calculated thermal loads specified in the contract and the readings of the devices of the heat source metering unit.

2.7.4 Thermal energy metering unit shall be considered as failed in the following cases:

- unauthorized interference in its operation;

- violation of seals on equipment of metering unit, electrical communication lines;

- mechanical damage of instruments and components of metering unit;

- operation of any of them with broken marks or state trustee marks;

- violation of the validity period of metrological verification of at least one instrument;

- tie-ins to pipelines not provided for in the design of metering unit.

At the same time, the provisions of paragraph 2.4.3 do not apply to these consumers, and calculations with consumers are carried out by the power supply organization on the basis of the calculated heat loads specified in the contract and the readings of the devices of the heat source metering unit from the moment of the last check by the power supply organization of the consumer metering unit.

After recovery of heat energy and coolant metering unit operability, its admission to operation is carried out by representatives of power supply organization and consumer, about which "Act of re-commissioning is drawn up."

2.7.5 Periodic check of consumer metering units is carried out by a representative of the power supply organization and (or) the State Energy Supervision Authority in the presence of consumer representatives.

After the expiration of the State Verification period, at least one of the devices of the thermal energy and coolant metering unit, the readings of the devices of this unit are not taken into account during mutual calculations between the power supply organization and the consumer. The metering unit is considered to fail as per item 2.4.4.

2.7.6 The consumer has the right to demand, and the power supply organization is obliged to provide him with the results of calculations of the amount of thermal energy, mass (volume) and coolant parameters made in accordance with the requirements of Clause 2.3.2, 2.4.2. Heat energy and coolant accounting rules.

2.7.7 The instruments shall be operated in accordance with the technical documentation for the instruments and the "Rules of heat energy and coolant accounting."

The safety of the devices is ensured by the consumer of thermal energy. To avoid unauthorized access, the devices shall be sealed by the parties concerned.
