3.1 Layout solutions.
The layout solutions are designed to meet the following requirements:
- provision of process diagrams of transshipment operations, internal and external transport links;
- location on separate sites of the territory of buildings and structures to ensure logically completed technological operations;
- rational layout and location of FP services;
- compliance with regulatory fire safety breaks;
- location of designed, reconstructed and existing buildings and structures on the minimum permissible normative breaks with provision of natural ventilation of the territory;
- maximum blocking of buildings and structures taking into account their technological purpose;
- creation of an orderly surface runoff of rainwater by means of a closed storm sewage system;
- organization of transport and technological communication of sites of the facility with external existing roads and railways, as well as among themselves.
3.2 Horizontal layout.
3.2.1 The horizontal layout of the terminal territory is made on the basis of the requirements listed in paragraph 3.1.1 above, as well as taking into account technological requirements, requirements of sanitary standards, requirements for ensuring the possibility of entry, passage, maneuvering of vehicles, ensuring the possibility of laying railway tracks and engineering communications.
3.3 Vertical layout.
The vertical layout of the terminal sites is provided by the area, with the device of local embankments and excavations, at the same time:
- at site No. 1, considering the use of existing and previously designed buildings and structures - topography solutions are provided in existing planning elevations - plus 2.70 - plus 3.60;
- at site No. 2, it is envisaged to level the territory with the elimination of existing terraces. Design elevations for the territory are plus 4.50 plus 6.50 .
3.3.1 The arrangement of local embankments in the territory is planned to be made from imported soil and non-ground soil developed in excavation in layers with leveling and compaction of each layer until the required coefficient of compaction is obtained. The thickness of the process layers should be set according to the data of the test compaction depending on the type of soils used and the type of compacting machines.
The volumes of earthworks amounted to:
- site No. 1:
fill - 2940 m3
extraction - 20979 m3
- site No. 2:
fill - 631 m3
extraction - 15816 m3
3.4 Drainage.
The drainage is adopted of the combined type:
microplaning of the territory with collection of surface water by designed trays from coatings from prefabricated reinforced concrete slabs, as well as rainfall wells of storm sewage from further to the designed treatment facilities of the complex sites;
The arrangement of rainwater wells is provided based on the vertical layout, at the same time the distances between the wells are not more than 50 m.
Minimum longitudinal slope along drainage concrete trays is adopted at least 0.003.
3.5 Landscaping and landscaping of the territory.
Improvement and landscaping activities include:
- landscaping and landscaping of the urban area adjacent to the sites of MMC Norilsk Nickel OJSC by reconstruction of the pavements of access roads, construction of sidewalks and parking lots for road transport, reconstruction of the above-ground pedestrian crossing, restoration of lawns, as well as planting green spaces.
- improvement and landscaping of the terminal territory by means of pavements with pavement of asphalt concrete, lawns, planting of trees and shrubs, arrangement of recreation areas with installation of small architectural forms, as well as arrangement of open parking areas for cars for employees of the complex and guest car parks of short-term use.
3.5.1 The project also provides for the installation of BR side stones 100.30.15 in the places of separation of the roadway of entrances from sidewalks and lawns, and BR side stones 100.20.8 in the places of separation of sidewalks from lawns.
3.5.2 Work on landscaping of the territory should be carried out after covering of driveways, entrances, platforms and sidewalks. Arrange a lawn with a layer of vegetation of 15 cm. Mayun shrubs planting time, September - October.
3.5.3 The project provides for the installation of small architectural forms - benches and urns at the administrative and household structures of the complex (according to the standard project 320.072.90 "Small architectural forms and elements of improvement of residential microdistricts, schools, sections of preschool and medical institutions."
3.6 External and on-site road transport.
3.6.1 The on-site transport scheme provides for the creation of a network of roads with the arrangement of entrances, driveways, platforms for the turning and maneuvering of paved vehicles, by the arrangement of new coatings, as well as the reconstruction of existing ones.
The design solutions in accordance with the Customer's requirement provide for the use of road surfaces:
- for process sites, on the passages of heavy port equipment - from prefabricated reinforced concrete slabs (type I), as well as road surfaces of PAG18 slabs with the allocation of monolithic sections in places of profile fracture, placement of wells and chambers of engineering communications (type II).
- in places of road traffic - with a coating of two-layer asphalt concrete, on the base of lean concrete.
3.6.2 Road surface plan, Structures of road garments are given on 51.02.3.51805GT.1 sheet 4 and 51.02.3.51805GT.1 sheet 7.
The design solutions for external road transport provide for:
- reconstruction of the Portovoy Ave section, at the intersection with access roads to the terminal sites;
- reconstruction of access road to site No. 1;
- access device to site No. 2 with provision of defined technological solutions of traffic intensity.
3.6.3 Design solutions, adopted the following parameters of roads and trains:
A) for on-site driveways - in accordance with SNiP 2.05.07-91 for category III-c:
the width of the carriageway is 6.0 m;
Number of lanes 2;
B) for projected, reconstructed entrances to the sites from Portovoy Ave. - in accordance with SNiP 2.07.0189 * for the main streets in residential development, providing communication inside residential areas with the main street in directions with heavy traffic:
the width of the carriageway is 6.0 m;
Number of lanes 2;
width of pedestrian part of sidewalk........ 1.5 m
C) on the reconstructed sections of Portovoy Ave. - in accordance with SNiP 2.07.0189 * for the main streets providing the connection of residential areas with the public center:
the width of the carriageway is 7.0 m;
Number of lanes 2;
width of the pedestrian part of the sidewalk........ 2.25m
3.6.4 Road crossings and junctions are resolved at the same level with the implementation of standard radii at the junctions and cross-sections of roads, due to the requirements of the governing documents, as well as technological need.
The construction of layers of road clothing should be carried out only on a finished undisturbed and undeformed soil base, adopted in accordance with the established procedure.
Sand base is arranged with layer-by-layer compaction by vibration rolls at humidity close to optimal, compaction coefficient
Purchase = 0.98.
Work on the installation of crushed stone base by the method of wedging should be carried out in 2 stages:
- distribution of the main fraction of crushed stone 4070 mm and its preliminary compaction (compression, mutual annealing);
- distribution of proppant crushed stone (splitting two-three-fold) of fractions 5-10 mm and 1020 mm with compaction of each fraction.
In order to reduce friction between the crushed stones and accelerate the interconnection, the rolling should be carried out by watering the crushed stone with water (approximately 15-25 l/m3). At the first and second stages, crushed stone should be compacted with rollers. Compaction should be carried out from the edges to the middle, each trace from the previous pass of the roller should overlap with a subsequent pass of at least 1/3. Compaction with rollers on pneumatic run with weight not less than 16t. The total number of rink passes should be at least 30 (10 at the first stage and 20 at the second). All works on the coating arrangement and its care shall be performed in accordance with SNiP 3.06.0385. Structures, materials and methods of work are environmentally neutral to the environment .
Taking into account the work on the territory of the existing enterprise, the construction works should be guided by the schemes in force in the port.
Removal of construction debris during construction should be provided for landfill, agreed with interested organizations.
3.8 Engineering communications.
3.8.1 The following types of utility network laying are accepted at the container terminal:
above-ground (on the rack on low supports);
underground (in impassable channels);
underground (in a trench).
At intersections with roads and railways, engineering networks are laid underground in protected structures.
3.8.2 The consolidated plan of utilities is given on 51.02.3.51805GT.1 sheet 8.
3.9 Fire prevention measures.
3.9.1 Ensure compliance with standard fire safety breaks between designed, reconstructed and existing buildings, ensuring the possibility of passage of fire engines, arrangement in certain sections of fire water supply with installation of hydrants and automatic fire extinguishing system, presence of two entrances to the facility.
To ensure fire extinguishing of the site, a port-wide fire station will be used, as well as special networks and fire extinguishing systems.
3.10 Security of the facility.
Protection of the facility is provided by construction along the perimeter of the designed site with a signal mesh fence made of metal-plastic mesh, with TCO and the device of control points at road and railway entrances to the facility where entry and exit transport is inspected.
More detailed decisions on the protection of the facility are set out in Volume 3.2 of the project.
3.11 Environmental protection.
Environmental protection shall be ensured by:
- minimum necessary removal of soil-plant layer and minimum cutting of trees and shrubs
- landscaping of the territory with the arrangement of entrances, sidewalks and footpaths, as well as sites for parking of cars, utility and recreation areas with the installation of small architectural forms;
- landscaping of the territory with planting of trees, shrubs and lawns;
- ventilation of the territory;
- collection of surface wastewater into the designed storm sewage wells, as well as catchment trays with the subsequent supply of effluents to the treatment facilities of the transshipment terminal.
