3. General part

This project provides for the equipment of the building of the Russian Customs Academy with the following systems:

automatic fire alarm (AFS);

security alarm (OS);

warning and management of people evacuation in case of fire (EPSS);

access control and monitoring (MCDS);

security television (COT);

structured cable system (SCS);

local area network (LAN);

communication system (SS);

Radiofactions (RF);

clockings (HS);

terrestrial television (TV);

system of audio and video support of the complex.

3.1. Basic technical solutions.

For the construction of APS, OS and MCDS, a spatially distributed information-control integrated security system "ORION" with the use of PC is adopted for displaying in graphic form, with object plans, information on the current state of systems and ensuring the possibility of effective control of the security system as a whole.

The technical implementation of each system is separately based on the use of its own (master, control) network controller of the system - the C2000M monitoring and control panel, which interrogates the devices of the Orion system connected to it through the RS485 interface line.

To exchange information between the devices of the Orion integrated system, an interface line made by a twisted-pair cable is used. The maximum length of the communication line is up to 4 km. All devices of each of systems are connected via RS485 interface to the C2000M control panel. Devices keep working capacity at violation of the interface with the subsequent transfer of the saved-up events on the C2000M remote controller, at the same time on the C2000M remote controller and on an automated workplace "Orion the Missile defense" gives the message about loss and resumption of communication with the indication of the concrete device.

For integration of APS, OS and MCDS systems, display of information about their co-standing and alarms in graphic form, setting and control, an automated Orion Pro system based on personal computers is used.

Such a construction has the following advantages:

high reliability - failure of devices in one of the systems (APS, OS or MCDS) does not affect neighboring ones, and in the event of a computer failure, all systems continue to operate autonomously and perform all their functions. At the same time all current information on each system is saved in non-volatile memory of the C2000M remote controller and at resumption of work of the computer is transferred to an automated workplace.

Flexible organization of additional workstations with different management rights for each system.

The notification system according to item 8 of Table 2 of NPB 10403 should be of type 4, speech with division into warning areas and two-way communication with the dispatcher. At the same time, the premises of classrooms, assembly halls and other hall rooms with a number of seats more than 300, as well as located above the 6th floor with a number of seats less than 300, are considered as independent warning areas.

The system of automatic control system, OS and MCDS provides output of alarm signal to the central panel of UCL No. 1.

3.2. Security alarm system

3.2.1. Purpose of the system

The security alarm system (OS) is designed to detect unauthorized entry into the premises and alarm. OS provides detection and recording of opening of doors and windows, breaking of windows, movement of violators in the designated areas and premises placed under protection.

Protection and removal from protection is possible both in individual rooms and in groups of rooms (depending on category and functional purpose).

3.2.2. Building a System

The alarm system, similar to the fire alarm, is built on the controllers of the two-wire line S2000KDL. The use of an address scheme in security alarm provides the following advantages:

the operator is able to monitor the condition (including the operability and opening of the housing) of each publisher separately, and not in groups combined into loops, thus achieving high accuracy of localizing the penetration place for rapid response to alarms;

failure of the communication line in the threshold system causes the same alarm as the detector. In address - it is diagnosed as a fault, with the ability to localize the place of damage and maximum preservation of the rest of the line;

it is not necessary to lay a separate loop to each detector group, which with a large number of rooms gives a significant reduction in the number of alarm loop postings.

The following technical means are used to implement the OS construction:

- C2000M monitoring and control panel;

- controllers of two-wire communication line S2000KDL;

- S2000IK volumetric optical-electronic address detector;

- security acoustic address detector C2000ST;

- announcer security magnetocontact address C2000CMK;

- uninterruptible power supply sources RIP24;

According to item 6.2.1. RD 78.36.0032002, all rooms with permanent or temporary storage of material assets, as well as all vulnerable places of the building (windows, doors, hatches, ventilation shafts, boxes, etc.) through which non-authorized penetration into the premises of the object is possible, shall be equipped with technical alarm equipment.

The facility is equipped with a multi-bay security alarm system.

The first border of the security alarm is blocked:

entrance doors of rooms for "opening";

glazed structures - for "opening" and "destruction" ("breaking") of glass;

Opening of doors and windows is detected by magnetic contact detectors S2000-SMK. Announcers of C2000CMK are established on all entrance doors of the protected placements and on the opened transoms of windows.

Acoustic detectors C2000ST are used to detect the destruction of glazed structures.

The second border of the security alarm protects the volume of premises for "penetration" using volumetric detectors. In large rooms with a complex configuration, requiring the use of a large number of detectors to protect the entire volume, it is allowed to block only local areas (vestibules between doors, corridors, approaches to values ​ ​ and other vulnerable places).

Optoelectronic C2000IK detectors with a volumetric detection area are used to detect movements of people in the guarded space of the premises.

The third border of the security alarm in the premises is blocked from individual objects, safes, metal cabinets in which values ​ ​ are concentrated.

Alarm alarm. In order to quickly transmit messages to the security post about illegal actions against personnel or visitors (for example, robberies, hooligan actions, threats), the object must be equipped with alarm devices (TS).

The alarm is usually set to:

in warehouses, storerooms, safe rooms;

weapons and ammunition storage facilities;

at cashiers' workplaces;

in the offices of the organization's management and the chief accountant ;

at the central entrance and spare exits to the building ;

in other places at the request of the head (owner) of the facility or on the recommendation of a private security officer

The button disturbing address C2000-KT is intended for the organization of the disturbing alarm system.

In general, the design of the security alarm system is similar to the APS system.

The maximum number of security detectors connected to one C2000-KDL controller due to the large consumption current of C2000ST detectors is usually less than the maximum 127 and should be calculated on a case-by-case basis according to the formula:

I = NC2000IK0.5 + NC2000CMK0.5 + NC2000KT0.5 + NC2000CT2 < 100 mA,

where NC2000IK, NC2000CMK, NC2000KT, NC2000CT is the number of corresponding detectors.

3.3. Installation of wiring.

Installation of systems wiring networks is performed in corrugated PVC pipes and cable channels. In case of parallel open laying, the distance from the wires and cables of the systems to the power and lighting cables shall be not less than 0.5 m.

During network laying - method, routing routes and lengths of wire and cable sections shall be specified during designing and laying in place.
