1. Basis for Project Development

This documentation "External Telephony, Radio and Warning Networks for HF and Emergency Signals" is developed on the basis of:

• Contract No. 1420/1106P;

• Technical specification for the design provided by the customer;

• VSN 6089 "Communication, signaling and dispatching devices of engineering equipment";

• SNiP 2.08.0289 * "Public Buildings";

• PUE Electrical Installation Rules ";

• GOST 21.101.97 "Basic Requirements for Design and Working Documentation";

• RD 45.1202000 "Process Design Standards";

• GOST 21.40688 "Wired communication means. Schematic symbols on diagrams and plans ";

• PO450092003 SWEAT "Rules on labor protection during the works on linear constructions of cable lines of transfers".

2. General Data

This project provides for measures to connect to the telephony, wired broadcasting and warning networks on the signals of GO and emergency situations in Vsevolozhsk, the multifunctional sports complex "Toksovo," located at the address: Leningrad Region, Vsevolozhsk District, the village of Toksovo. Connection to the telephone network, radio network and centralized warning system for GO and emergency signals is carried out from the telephone exchange located at the address: Leningrad Region, Vsevolozhsky District, pos. Toksovo, st. Sovetov, 19a.

Telephoning:

• Laying DPS048T WOK from the telecommunication case which is in the building of automatic telephone exchange of the item Toksovo (Sovetov St. 19a) to the existing telephone well No. 663 in the existing cable sewerage of communication;

• Laying of VOC DPO048 from the existing well No. 663 to the telecommunication cabinet located in the administrative building of the sports complex "Toksovo" in the polyethylene tube d = 40mm in the ground;

• installation of optical coupling in existing well No. 663;

• installation of a 19 "telecommunication cabinet in the security room of ABK.

Centralized alerting system:

• This section contains a description of the equipment and principles for the construction of the warning system for GO and emergency signals, designed for the multifunctional sports complex "Toksovo" and the adjacent territory.

3. Main Design Solutions

Telephoning:

The communication channel between the PBX and the existing facility is organized using a newly laid fiber optic cable. The communication link uses the 10/100 Base Ethernet data protocol. IP gateways are used to convert analog telephony signals to 10/100 BaseT Ethernet signals.

Total length of the designed cable route of 4122 m, from it - 950 m in the existing cable sewerage the WOK cable of traffic police 048T, and 3172 m DPO048 WOK cable in 40 mm to a polyethylene tube. Depth of fibre-optic cable in polyethylene tube is 1.2 m relative to ground level. In the places of cable passage under the roadway and at the intersection of underground structures it is carried out in asbestos cement pipe D = 100 mm .

Centralized alerting system:

The following equipment is used for the implementation of public warning tasks on HF and emergency signals:

• Audio signal amplifier of broadcasting and warning "RTS2000 OK";

• 250 W power amplifier "RTS2000 UM-250";

• horn loudspeakers installed on the territory of the sports complex;

• equipment of the P160 complex of the civil defense headquarters, installed in the premises of the radio node of the Leningrad regional branch of SZT OJSC;

• Data network equipment.

As the basic device of the warning system, which can receive and relay messages of the central warning station (CSO), an amplifier of broadcast, warning and control signals "PTS2000 OK" is used. "RTS2000 OK" amplifier is installed in the closed telecommunication cabinet.

Warning and radio equipment is installed in the wall telecommunication cabinet in the administrative building of the complex.

In accordance with the initial data of the PG and Emergency Management, the warning system should provide:

- automatic connection to the territorial automated centralized warning system of the Leningrad Region (TASZO LO);

- transmission of "Attention to all" signal (sirens) and TASTSC voice signals.

In the event of an emergency of a city, district, regional or federal level, automatic switching on of equipment and relay of centralized warning signals to street loudspeakers should be provided.

To implement these tasks, the RTS2000 OK alert signal amplifier, power amplifier, horn speakers, equipment of the P160 complex of the Civil Defense headquarters, installed in the premises of the radio node of the Leningrad regional branch of SZT OJSC and equipment of the newly organized data transmission channel, are used.

Upon reception of "Start" command from DSS via modem communication channel from radio node room via newly organized channel, "PTS2000 OK" amplifier decodes this command, indicates command receipt on front panel of "PTS2000" amplifier and turns on warning. Upon completion of centralized warning, "PTS2000" amplifier switches the system to initial state.

ATTENTION! VOICE WARNING EQUIPMENT SHALL BE ON.

Power supply equipment from uninterruptible power supply sources in I category.

In accordance with paragraph 3.2 of the Regulations on the St. Petersburg Territorial Notification Subsystem (CCA), the project provides for the installation of GR 10.03 (17 pcs) loudspeakers with a capacity of 10 watts on concrete pillars or lighting pillars on the territory of the Toksovo multifunctional sports complex. Connection of ruporny loudspeakers is carried out by the KSPZP 1h4h1.2 cables to the wall telecommunication case which is in the office building of a sports complex with laying of cables in the cable sewerage of the communication provided by project 1420/1106PNSS. Orientation of street loudspeakers and their digram are presented to orientation on the drawing (see 1420/1106PSO.7). To receive centralized alarm signals, loudspeakers must ensure that the signal level exceeds the noise level by 15Db. At this noise level, loudspeakers will receive signals up to 130150 meters from the loudspeaker installation point. Connection of loudspeakers, to the general system of the centralized notification on civil defense and emergency is carried out via the amplifier (see 1420/1106PSO.2)
