The present document represents the explanatory note to the working draft of the Control and management system for access 17404049.4560243.077CC1.RD. The document includes information about the designed system, a description of the activity process, an overview of the main technical solutions and measures for preparing the automation object for system commissioning.

1.2.1 MCDS working design development works are performed in accordance with Contract No. D0714907 dated January 11, 2008.

Purpose of the system
2.1 The Access Control and Control System (ACMS) is a set of technical means designed to ensure authorized passage to the designated premises of the building, restricting access of various categories of employees and visitors to individual areas and/or premises of the building.
Key Technical Solutions
3.1 General System Solutions
3.1.1 Parsec (Russia) equipment with Russian Certificates of Conformity shall be used to build the access control and control system.
3.1.2 The following rooms shall be protected by the access control and monitoring system:
DPC room;
technical room.
3.1.3 MCDS allows to maintain up to 240 points of passage. Each system controller is focused on protecting one area of an object (room, floor, building).
3.1.4 The Parsec system is a combination of hardware and software.
3.1.5 NC1000 controllers are the main hardware part of ParsecNet network systems. These controllers provide one pass point.
3.1.6 The following equipment is connected to each controller:
readers;
exit buttons;
security sensors (hercones);
electromagnetic locks;
relays that allow to unlock all doors when a "fire" signal is received from the fire alarm system.
3.1.7 All controllers shall be combined into a single network having a star topology using the CNC8 central network controller.
3.1.8 "PNWin08" and "PNWinPI" software is installed on MCDS server (HP dc7800CMT computer located in the security room) to control the system and collect information during the system operation.
3.3 PNWin Software
3.3.1 . PNWin software runs Windows 95,
Windows 98, Windows NT version 4.x, Windows 2000 or Windows XP and supports in addition to the main, additional features:
a database of staff photographs;
graphical plans of alarm zones;
video verification;
Time and attendance accounting.
3.3.3 Active graphics plans provide direct control with the PC, both access functions and the security subsystem;
3.3.4 Central network controller (CNC8), allows connection of up to 240 controllers to one COM port of the PC;
3.3.5 Direct control of turnstiles is possible. Directly from the PC you can open the turnstile, both at the entrance and at the exit;
3.3.6 It is possible to extend the functionality of the system by connecting additional modules.
3.4 NC-1000 Access Controller
3.4.1 The NC1000 access controller (Figure 2) of the ParsecNET system is the main hardware part of the Parsec network system, supports the equipment of one pass point, as well as the room security alarm system associated with this pass point.
3.4.3 The controllers are supplied in a metal housing with a built-in power supply, which provides both power to the controller electronics and power to the locks.
General Instructions
1.1 The basis for the development of this project is Contract No. D0714907 dated January 11, 2008.
1.2 The project is developed taking into account the requirements of the SPDS.
1.3 Equipment provided in this project does not serve as sources of noise and vibration, which are dangerous to human health and life, and does not pollute the environment.
1.4 During operation of power supply equipment it is necessary to strictly observe the safety rules specified in the "Rules for operation of electrical installations of consumers" and "Rules for installation of electrical installations."
Power supply and grounding of equipment
2.1 Access control and monitoring system for reliability of power supply belongs to electric receivers of the first category.
2.2 MCDS power supply shall be performed from AC mains with frequency of 50 Hz with nominal voltage of 220 V, with TNCS grounding system in accordance with the assignment for power supply and grounding of MCDS equipment.
Installation Instructions
3.1 When installing the designed MCDS, use the Operating Manual and technical certificates for equipment.
Installation of wiring is carried out in accordance with this design taking into account the requirements of PUE, SNiP 3.05.0685.
Cable routes of the access control and monitoring system are performed:
RS485 data buses - FTP 4x2x0.53 twisted pair cable;
access point control lines - unshielded 4x0.5 KSPV cable;
power supply line of 12V lock - by 2x0.75 PVC cable;
the line of an emergency unblocking of doors at the fire - the J-Y (St) U1h2h0.8 cable.
Embedded devices for laying of cable routes shall be made as follows:
horizontal wiring of low-current cable routes shall be performed behind suspended ceilings in PVC pipe with corrugated diameter of 20 mm;
release to readers and buttons in the 10x22 box along the wall inside the protected rooms;
cables shall be lowered between floors in cable low-current risers in PVC pipe;
During installation of wiring it is not allowed:
Use non-insulated electrical wires
use cables and wires with damaged insulation;
combine low-current and high-current wiring in one pipe protection;
twist, tie the wires; glue sections of wires and cables with paper (wallpaper); use plinths, window and door wooden frames.
Location of equipment and cable routes may be changed by agreement with the Customer.
Construction and installation of cables and installation of equipment shall be carried out in compliance with safety and health measures.
The working project was developed in accordance with the current construction, technological and sanitary standards and regulations, provides for measures to ensure the constructive reliability, explosion and fire safety of the facility, protection of the population and sustainable operation of the facility in emergency situations, protection of the environment during its operation and meets the requirements of the law "On the basics of urban planning in the Russian Federation."
