Object Description

The object considered by this project is the children's polyclinic No. 21 of St. Petersburg GBUZ "City Polyclinic No. 23" at the address: St. Petersburg, pr. Strike, d.34, lit. G is a separate four-story building of II degree of fire resistance .

The functional fire hazard class of the object as a whole is F 3.4.

Structural fire hazard class of the building - C0.

The total area of ​ ​ the building is 2230.9 sq.m.

In terms of explosion and fire hazard, the building as a whole belongs to category B.

All rooms are non-explosive.

Combustible materials are: furniture, paper, fabric, rubber, acrylic, PVC products, electrical equipment, insulation of cable wires.

Class of possible fire "A."

Maximum air temperature in rooms is not more than 25C. Relative humidity - not more than 80%. On-site ventilation is partially forced. Air flow rate - up to 1 m/s.

This project envisages equipment of the facility with the system of warning and evacuation control (EPSS).

Evacuation Warning and Management System

3.1. MAIN DESIGN SOLUTIONS

EMSS equipment shall provide:

automatic actuation of EMSS at reception of "fire" signal;

monitoring of warning lines and automation for break and short circuit;

control of smoke removal valves position and condition of fire water pipeline gate valve.

The facility's ESDS system is built on ISO Orion equipment manufactured by ZAO NVP Bolid:

control and starting S2000KPB block.

The control and starting S2000KPB block exercises control of actuation mechanisms, control serviceability of chains of connection of actuation mechanisms.

Device S2000KPB is installed on the first floor, at the security station.

The device "S2000KPB" is installed according to the plans on the wall with a non-combustible base and is placed so that the high-rise from the floor level to the operational controls and indication of the specified equipment meets the requirements of ergonomics.

Instruments are combined into a single system using the RS485 interface (see APS project).

The device does not issue false notifications when exposed to external electromagnetic interference of the 2nd degree of stiffness as per GOST R500992.

Radio interference generated by instruments during operation does not exceed the values specified in GOST 2351179 .

The system configuration and the equipment used provide the possibility of system expansion by expanding the hardware and software parts without disrupting the operability of the installed system as part of the maximum expansion capabilities specified in the technical documentation for the used equipment.

3.2. WARNING AND EVACUATION MANAGEMENT SYSTEM

The evacuation warning and control system is a set of measures and technical means designed to timely inform people about the occurrence of a fire and escape routes.

In accordance with SP 3.13130.2009 "Warning and Evacuation Systems for People in Case of Fires in Buildings and Structures," the facility provides for notification of people about a fire.

In accordance with Table N2 of SP 3.13130.2009, the object is subject to type 3 EMSS equipment, which provides for an audible method of warning .

ECSS provides:

reception of "Fire" signals from fire alarm;

control of voice (audio) and light warning;

check of serviceability of warning lines for break and short circuit.

The following are provided as light warning actuators:

Lightning light annunciators "Exit."

In accordance with SP.4.1 SP 3.13130.2009 sound signals of EPSS provide the sound pressure level at a distance of 3 m from the alert not less than 75 dB and not more than 120 dB at any point of the protected room. To ensure clear audibility, the EMSS sound signals provide a sound level of at least 15 dB above the permissible sound level of constant noise in the protected room of the unit. item 4.2 of SP 3.13130.2009.

"Exit" annunciators are installed along escape routes and near evacuation exits.

The warning is activated when 2 fire detectors are activated, at that the annunciators are activated; a voice alert is triggered at the same time.

Annunciators are combined with fire-resistant cable KPSEngFRLS and connected to S2000KPB.

The voice warning and evacuation control system was built on the basis of equipment manufactured by the Meta NPP (Russia):

central unit META 17821;

META 185808 microphone console;

voice META annunciator ASP03.1.6 is.3.

The system provides the following basic functions:

reception of "Fire" signals from instruments of receiving and control firefighters (PPKP);

control of voice annunciators;

storage and reproduction of special text (phonograms);

transmission of microphone signals and external sound program sources to warning devices;

Periodic and manual start of the line fault and break monitoring system;

manual and automatic operation.

The " fire" signal is activated by closing the terminals of the corresponding relay of the fire alarm device. The Central Bank provides translation of the warning signal in case of fire recorded in the amplifier voice processor by command from the PSK.

The Central Bank provides display by LEDs of PDU, GO, FIRE signal source, NETWORK LEDs, RIP power supply state. The ALARM LED lights up in the absence of a network or BRT, as well as in the event of an accident on the sound warning lines.

Light emitting diodes BREAK or CLOSE come ON in case of line break or close after periodic or manual start of Central Bank provides display of warning lines by LEDs.

The equipment is installed on the ground floor in the security room.

Annunciators are combined with fire-resistant cable KPSEngFRLS and connected to the central unit.

Location of alert devices on object plans is given on sheets 4-7 of volume 2 of this project.

System power supply

According to PUE, according to the degree of reliability of power supply, electrical receivers of the automatic fire alarm unit belong to the first category.

Provision of the first category of power supply is achieved from two sources: 220 V network (provided by the Customer) and battery in accordance with PUE and item 15 of SP 5.13130.2009.

The main power source of the AUPS and ECSS unit is the power network 220V 50 Hz of the building from the internal control unit, through the single-pole automatic switch GE Automatic 1P 6 A.

Power supply lines shall be laid in corrugated plastic pipes according to PUE.

Since there is no backup power supply input in the building, backup the sources from the batteries installed in the backup power sources.

Calculation of required battery capacity

According to the requirements of SP 5.13130.2009, SP 6.13130.2013 AKB tank shall ensure the operation of alarm equipment for at least 24 hours in standby mode and for at least 3 hours in alarm mode .

Calculation of currents consumed by instruments in standby and alarm modes and selection of redundant power supply sources is given in Section of automatic control system.

As the standby power supply source of "META" equipment it is accepted BOX AKB META 17901, equipped with 2 AKB with capacity of 40 Ah each. According to the calculations provided by the manufacturer, this battery capacity is sufficient for the operation of the voice warning system according to paragraph 4.3 of SP 6.13130.2009.

Redundant power supplies are supplied from 220V, 50 Hz single-phase mains with maximum permissible voltage deviations from the nominal value of + 10% as per GOST 1310997. The operation of the network and the connection point to this network shall be ensured by the Customer.

Equipment grounding is performed by connection to the bus of the inlet switchgear of the facility (provided by the Customer).

Installation Requirements

1. Erection works shall be carried out in three stages:

The first stage is punching of holes in walls and passages and installation of embedded devices in them, laying of cable penetrations.

The second stage is work on installation of electrical wiring of annunciators and receiving and control devices and connection of electrical wiring to them.

The third stage is work on electrical inspection, adjustment of installed alarm equipment.

2. The equipment to be installed on site shall be in accordance with the project specification. Their installation shall be carried out in the places defined by the design, requirements of technical documentation of the manufacturers, PUE, RD 78.14593.

3. Installation of wiring shall be carried out in accordance with the design taking into account PUE, SNiP 3.05.06-85

4. Erection works shall be carried out in accordance with RD 78.14593 "Guidance document. Security and fire alarm systems and complexes. Rules for production and acceptance of works. "

5. Before starting installation works, cables and wires shall be checked by the installation and installation organization for breakage, wire communication and for compliance of insulation with the requirements of state standards or technical specifications.

6. Connections, branches and terminations of wires and cables shall be made by means of pressure testing, welding, soldering or compression.

7. Wire (cable) margin shall be provided at the connection, branch and connection points of the wires or cables, providing the possibility of reconnection, branch or connection.

8. Power cables, grounding conductors shall be laid in accordance with PUE requirements.

9. The cables shall be marked in accordance with the drawings of equipment placement on the object plans. The marking shall be wear resistant and easy to read.

10. The equipment and lines of AUPS and EMSS should be placed in accordance with the working drawings.

Install devices on the wall made of incombustible material at a height of 1.5 m from the floor level; distance between instruments - not less than 50 mm.

Point detectors shall be installed on the floor in such a way that their indicators are directed towards the door leading from the room.

Smoke fire detectors shall be placed in accordance with Table 13.3 of SP 5.13130.2009. In rooms with beams from 0.08 to 0.4 m, place point detectors taking into account the reduction of the protected standard area by 25%.

Manual fire detectors shall be installed at a distance of 1.5 m from the floor.

The distance between the fire detectors and the surrounding objects shall not be less than 0.5 m.

Set voice annunciators at altitude 2.3 m.

Lay cables and wires of AUPS in corrugated plastic pipe and electrical duct.

Distance of AUPS cables and wires to power lines or lighting lines - not less than 0.5 m (to single lighting wires - not less than 0.25 m)

11. During installation of wiring it is not allowed:

- use non-insulated electrical wires;

- use cables and wires with damaged insulation;

- combine low-current and high-current wiring in one protective pipe;

- twist, tie the wires; glue sections of wires and cables with paper (wallpaper);

- use plinths, window and door frames.

12. Ground the equipment to the existing ground network of the facility in accordance with the requirements of regulatory documents and technical specifications. equipment documentation. Do not ground the "0V" circuit of the devices, or do it at one point.

6. ensuring efficient operation of the plant

To ensure the required efficiency of the SCS and ECSS operation, it is not allowed to perform without coordination with the project development organization;

- change of location of PCCOP, detectors, annunciators;

- changing the purpose of protected premises and their redevelopment;

- change of space-planning solutions.

It is strictly forbidden to:

- misuse of detectors;

- repair works in the premises, at which the detectors may fail without their dismantling.

Specifying safety measures

Persons are allowed to install and set up the hardware of the SCS and ECSS, Having studied this project, operational documentation for equipment included in the fire alarm and fire warning system, and trained in safety during works with electrical installations up to 1000V in accordance with "Rules for technical operation of electrical installations of consumers" and "Rules for safety during operation of consumer installations."

Connection of connecting cables, hardware, their disconnection and replacement of individual system products shall be carried out with power supplies turned off and 220V mains cables disconnected from AC mains. Failure to comply with these requirements can lead to injuries and failure of elements of the fire alarm and warning system for people about a fire.

All electrical installation works, maintenance of electrical installations, periodicity and methods of testing of protective equipment must be carried out in compliance with the "Rules for technical operation of electrical installations of consumers."

Installation and commissioning works shall be performed in accordance with RD 78.14593 of the Ministry of Internal Affairs of Russia "Rules for the production and acceptance of works. Systems and complexes of security, fire and fire alarm. "

Before applying voltage to the equipment included in the fire alarm and fire warning system, it must be reliably grounded by connecting the grounding terminal to the grounding circuit or grounding line.

Do not leave energized equipment with removed covers and housings without supervision.

Work at height shall be carried out by personnel who have undergone special safety training. When working at an altitude of more than 1.5 m, it is necessary to use forests and stairs. The flooring of forests, ladders located above 1.1 m from the ground level shall be protected by railings with a height of at least 1 m.

Professional and qualified personnel working at the facility for maintenance and operation of the automatic fire alarm system

The personnel number standards take into account the performance of maintenance, and scheduled maintenance of the automatic fire alarm plant by the enterprise, the organization operating these plants.

The number of electromechanics for maintenance and maintenance of the automatic fire alarm unit takes into account the necessary time for all the components of the units.

Performance of the specified maintenance and repair works of the designed automatic fire alarm unit and ECSS in order to ensure their reliable and trouble-free operation at the facility:

Electromechanic of the 5th category - 1 person.

Electrician of the 3rd category - 1 person.
