The projected house of culture has two floors, and  presents a mixed scheme of a three-dimensional planning solution. On the ground floor there is an auditorium, a conference hall, a library with access to the second floor. On the second floor there is a sports hall, club rooms.
The layout of the premises in the building is symmetrical. 
The structural system is combined, with a longitudinal and transverse arrangement of load-bearing walls. The adopted structural system ensures the strength, rigidity and stability of the building at the stage of construction and during the period of operation, it is economically feasible  and makes it possible to make any space-planning decisions. For load-bearing walls, a ribbon-type foundation of FL pillow blocks and foundation blocks of FBS walls is accepted.
The exterior walls are made of reinforced concrete. 
The floors  have the following designs: 
1) For the gym: crumb rubber, putty, polyurethane primer, concrete.
2) For the second floor: Parquet, cement-sand screed, waterproofing, floor slab
3) For the first floor: ceramic tiles, cement-sand mortar, waterproofing, concrete.
