Characteristics of construction conditions

The project provides for:

- replacement with PS330 kV "Prikumsk," storage batteries SK8, with storage batteries Vb 2307 +, (company "Varta"), capacity, respectively 350 Ah each;

Batteries are installed on new racks manufactured by Alfa-Passoni

- replacement of existing rectifier devices (VU) with rectifier charging charging devices with microprocessor control type (VHP), modern sample;

- replacement of existing cables and installation of new ones.

Production of main construction and installation works

Reconstruction of 330 kV Prikumsk PS does not have volumes with complex and undeveloped work technology and does not require special equipment and devices

All operations at the facility are performed according to the permit certificate. prior to the opening of the work front it is necessary to perform design of the work station, prepare the workplace, shield the workplace and display safety posters.

Work areas prior to work execution shall be prepared in accordance with PTE, PES, PTB and PPS regulations.

The numbering of connections and their elements indicated on the construction plan is conditionally accepted.

The work is carried out by a team of 6-8 people. The team is equipped with appropriate mechanisms, machines, equipment, tools and necessary documentation.

For safe performance of works on replacement of 2 rectifier-chargers with 330 kV Prikumsk PS, operations must be performed in strict sequence, according to the procedure of works performance.

Procedure of works execution

I. Installation and replacement of PSA

1. Assemble a replacement battery to replace the existing battery

The place of replacement battery installation shall be agreed with the operating organization;

2. Remove the old AKB (approximately 30 cans);

3. The swing battery is switched on;

4. The existing battery is dismantled;

5. Repair and construction works are carried out

6. Racks of the design BCS are installed, installation, formation is carried out;

7. Cables are laid and the battery is switched on as a permanent circuit;

II. Installation and replacement of VAZP

Disconnection and removal of VAZP1;

Dismantling of old power cable ShchPTVAZP1 and ShchSNVZAP1 line;

Installation of new VAZP380/26040/80;

New power cable lines are laid;

Secondary communication of control and monitoring circuits, cable connection is performed;

The necessary commissioning works are performed;

Activation of the installed MPU is performed according to the customer's program;

Disconnection and removal of VAZP2;

Dismantling of old power cable ShchPTVAZP2 and ShchSNVZAP2 line;

Installation of new VAZP380/26040/80;

New power cable lines are laid;

Secondary communication of control and monitoring circuits, cable connection is performed;

The necessary commissioning works are performed;

Actuation of the installed MPU is performed according to the customer's program.

Temporary buildings and structures

The need for temporary buildings and structures of production purpose is determined on the basis that all work on the repair of construction machines and mechanisms (except for minor repairs) and the picking of equipment (sanitary, electrical, etc.) is carried out at the enterprises of the production base of the general contractor and subcontractors.

Minor repairs are carried out on the spot by means of mobile technical assistance.

All temporary buildings are accepted of a mobile type in accordance with the "Table of temporary buildings and structures for energy construction of the USSR Ministry of Energy."

water requirements

Power supply and water supply (potable and domestic-fire) is carried out respectively from the auxiliary feeder and the existing water supply. Fire extinguishing for the period of construction (reconstruction) is provided by the forces and means of builders and substation personnel.

Maximum electrical load for construction needs 16 kV∙A.

The demand for energy resources and water is accepted according to the tables of "Design standards."

Expected water flow: 20 l/day.

Organization of works

8.1. In order to perform the works on the territory of the existing substation, the installation organization (MO) is obliged to obtain written permission from the operating enterprise. To do this, the MoD sends a written request to the enterprise 7 days before the scheduled start of work, in which it indicates the required time of work (date, hours), place of work, reports the list of persons: issuing work permit, responsible work manager, responsible work contractor (position, surname, first name, patronymic, electrical safety group). At the same time, the Work Execution Project (WP) is provided to coordinate the activities of the "Owner" and "Contractor" on electrical safety.

8.2. The Company shall, not later than 3 days prior to the commencement of the works, give the MoD a written permit specifying the place of work, the conditions of safe execution of the works, the dates of commencement and completion of the works, the F.I.O. of the admissible one.

8.3. When performing works on a specially allocated section of the substation territory (component preparation area), issue the work area with an act of completion drawn up in accordance with RD 15334.0-03.150002001. Akt- admission is signed by the management of the operating enterprise and MO.

8.4. Upon arrival at the substation, MO personnel should undergo an electrical safety training, taking into account the peculiarities of the sections of electrical installations where they are to work, and persons who are granted the rights of awardees, managers and manufacturers of works observing and according to their schemes. Information on instructing workers is reflected in the work manual, and on responsible persons of the Ministry of Defense in the log of instructions of the substation.

8.5. Technical measures ensuring the safety of works in the existing power plants of the substation (disconnection, voltage absence check, application of portable earthing, etc.) should be carried out by the substation personnel.

8.6. The operating organization (substation) is responsible for preventing the supply of operating voltage to the dedicated areas, areas where MO personnel are allowed to work.

8.7. The observer, along with the responsible executors of the work, is responsible for the safety of temporary fences, warning posters and for the team members observing a safe distance to live live parts, including the distance to the used machines, mechanisms, slings and cargoes.

8.8. Responsibility for safety precautions in the performance of works in a dedicated area (zone) directly related to the nature of the MoD's activities is the responsibility of its head.

Trained and certified personnel of the enterprise LLC PMF Energostroy are allowed to work.

8.9. The right to issue orders and orders is granted to employees from among the administrative and technical personnel of the organization who have group V. The order includes a responsible manager, a work manufacturer who allows, monitors and members of the brigade.

8.10. The person issuing the work order shall instruct the responsible manager, watchdog and manufacturer before the work place preparation.

At the same time, special attention is paid to:

the content of the forthcoming work;

working conditions;

technology and safety measures during its implementation;

procedure for application of machines, mechanisms, tools and devices;

places where work is prohibited, as well as places of increased danger;

places of installation of portable earthing, fencing of the place of work and passages to it;

procedure for personnel movement in the work area.

8.11. Admission to work is made by the permit (substation attendant). At admission, compliance of the quantitative composition of the brigade specified in the order, correctness of execution and adequacy of the safety measures specified in the order shall be checked. In addition, the admirer explains to the brigade the boundaries of the workplace and convinces the brigade of the lack of voltage by showing the superimposed portable grounding.

After admission of the team, its members are instructed by the manufacturer .

At the same time, special attention should be paid to:

- content of the forthcoming work;

- working conditions;

- technology and safety measures during its implementation;

- procedure for application of machines, mechanisms, tools and accessories;

Distribution of responsibilities among brigade members;

- workplace boundaries for each team member to prevent them from approaching live parts left energized;

- places where operation is prohibited, as well as places of increased danger;

- places of installation of portable earthing, fencing of the place of work and passages to it;

- procedure of personnel movement in the work area, inadmissibility of people staying in the crane turning area, under the load or boom.

8.12. From the moment of admission of the brigade, the responsibility for supervision of its members rests with the manufacturer of work and the observer. The responsible manager and operational personnel must periodically check compliance with the operating rules of electrical safety, if violations are detected or other circumstances are found that threaten with electric shock, the team is removed from the place of work. Re-admission in this case is carried out after eliminating the danger and instructing the team.

8.13. It is prohibited to operate excavators, boom cranes, loaders and other machines and mechanisms directly under the wires of active power transmission lines of any voltage and busbar of the PS without work permit.

Work and relocation of construction machines on the operating AR shall be carried out under the direct supervision of engineering and technical workers.

Environmental conservation measures

The existing MS, taking into account reconstruction, in everyday (normal) operating conditions, does not have emissions polluting the natural environment .

The ROP was developed in accordance with SP 121362002 "Decisions on Labor Protection and Industrial Safety in Construction Organization Projects and Work Execution Projects"

All works (construction, installation and special) shall be performed in accordance with "Safety Rules for Electrical Installation Works RD 15334.3-03.2852002, POT RM0162001" and "Fire Safety Rules for Power Plants. RD 15334.0-03.30100. "

Loading and unloading works at the railway station and construction site shall be carried out in accordance with GOST 12.3.00979 and PB 19038200 "Rules for the construction and safe operation of lifting cranes," and be guided by the "Regulations on Safety and Industrial Sanitation in Railway Loading and Unloading," approved by IPU and "Safety Rules for Road Transport Enterprises" and POT RM00798 "Intersectoral Rules for Labor Protection during Loading and Unloading Operations and Cargo Placement."

Lifting machines, load-grabbing devices, containers and packagings used in loading and unloading operations must meet the requirements of state standards and technical specifications for them.

All works performed at the facility, according to the "Instructions for the organization and performance of high-risk works in construction and installation organizations and at industrial enterprises of the USSR Ministry of Energy," M.1987, belong to the category of increased danger, and must be carried out in strict compliance with this instruction, SNiP 1203 "Occupational safety in construction," SNiP III480 "Safety in construction," POT RM0162001 RD 15334.0-03.15000 "Intersectoral rules for labor protection (safety rules) during operation of electrical installations."

On the basis of the above, all works must be drawn up by acts of permits and work permits.

Temporary structures, as well as utility rooms for the entire period of construction (reconstruction) are provided with primary fire extinguishing equipment in accordance with standard fire alarm rules.

Storage of building structures and products by height shall not exceed the standards stipulated in chapter SNiP 12032001 "Labor safety in construction."

Systematic monitoring of the state of atmospheric air pollution by emissions in the territory of IR should be carried out by the operation of the IR. The system and periodicity of monitoring of IR standards depend on the hazard class and the gross release of ingredients.

As the main method of monitoring compliance with IR standards for emissions of pollutants into the atmosphere in accordance with the standard instruction of the GCO to adopt the instrumental method. This method performs direct (instrumental) measurements directly on emission sources.

The following technological measures were taken in the design, which practically exclude the release of sulfuric acid aerosols into the atmosphere in the mode of normal daily operation of the PS:

- storage battery room is equipped with stationary forced supply ventilation system.

Requirements for SMR personnel

12.1. SMO personnel performing work in existing electrical installations must undergo training and verification of knowledge of safety rules in accordance with the "Standard Provision of the Ministry of Labor of the Russian Federation" On the Procedure for Training and Verification of Knowledge on Labor Protection of Heads and Specialists of Enterprises, Institutions and Organizations "1994.

12.2. Prior to commencement of work, the workers and ITR shall be familiarized with the present PWP in terms of the work procedure and special safety and fire safety conditions.

It is prohibited to repair the system hardware independently by maintenance personnel.
