Arrangement of technical means of electric power metering system
3.1 Primary metering devices, according to the existing metering scheme, are installed in the room of ZRU10 kV, OMP (places of meters installation can be specified in place).
3.2 DRC is installed in newly installed hinged cabinet in room ZRU10kV.
3.3 RS485 Interface lines are made by shielded cables laid along existing routes, steel structures in cable channels ZRU10kV, OMP. Laying is carried out in accordance with the current norms and rules.
General Technical Requirements
5.1 Each element of the accounting system shall be certified.
5.2 The electric power metering system shall perform the specified functions at normal, emergency and post-accident modes of the electric network operation. At the same time, the operation of the elements included in it with errors not exceeding the limit values set by the factory specifications (TS) for the specified elements should be ensured.
5.3 The electric power metering system shall be protected against electromagnetic fields, mechanical damages and unauthorized access (in excess of the specified specifications for components).
5.4 Voltage circuits of electric power metering devices shall be connected to electromagnetic type voltage measuring transformers.
5.5 Connection of current windings of the counter to secondary windings of current transformers should be made separately from relay protection circuits, joint connection with electrical measuring devices is possible (circuits of current circuits are provided by the customer).
5.6 Connection of voltage windings of meters to secondary circuits of voltage transformers should be made with a separate cable.
5.7 Load of secondary windings of current and voltage measuring transformers to which counters are connected shall not exceed nominal values. They shall comply with the current and voltage transformer values specified in the specification. According to TA, the accuracy class of current and voltage transformers for connection of design power meters should be no more than 0.5.
5.8 Limit of permissible value of relative error of measuring system must correspond to the value determined by formula (9.1.) RD 34.09.10194 "Typical instruction for accounting for electricity in its production, transmission and distribution."
Protection against unauthorized access
6.1 According to the requirements of PUE para. 1.5.131.5.26:
6.1.1 Each installed calculation counter shall have seals with the state-monitor stamp on screws that attach the counter casing, and a power supply organization seal on the clamping cover.
6.1.2 On the newly installed 3-phase counters there should be seals of state verification with a duration of not more than 12 months.
6.1.3 Design of clamp boxes of design counters shall ensure their sealing.

6.1.5 Terminal connections in metering circuits not protected from unauthorized interference shall be marked with special marks in accordance with the established requirements.
6.1.6 The design of the DRC provides for the possibility of sealing, preventing access to the inside of the housing.
6.1.7 All measuring circuit terminals shall have sealed covers.
6.1.8 Measuring transformers shall be sealed in accordance with PUE.
6.2 Program protection of DRC Sikon C1.
6.2.1 To protect data from unauthorized access, the program provides a password system. The password system consists of the user name and password. Any user who is authorized to work with the program must be included in the list of users of the program. Access rights must be set for each user.
6.2.2 DRC software protection consists of two password levels:
- the first - serves for common access to the communication device and is used together with the "Identification Number" of the DRC.
- second - allows to organize the following access levels:
1) read DRC parameters only;
2) recording (correction) of DRC parameters;
3) reading the load profile;
4) changing the load profile.
Different combinations of these levels are possible.
Check of current transformers
By secondary load
For 10 kV connections.
According to the data provided by the Customer, in cells No. 1 Enter 10 kV 1AT, No. 6 (Och. Fid. 10kV F312), No. 7 (Och. Fid. 10kV F313), No. 8 (Och. Fid. 10kV F314), No. 9 (Och. Fid. 10 kV F315) and No. 10 (Och. Fid. 10kV F316) current transformers of TPL10 type are installed. Nominal load of these current transformers in accuracy class 0.5 is Sn = 10 VA at nominal load resistance Rn = 0.4 Ohm.
In cells No. No. 1;6;7;8;9;10 counters SET3r0108A and SA3UI670M own consumption of which on chains of current are installed makes Sc = 0.4 BA on a phase. Provided that existing meters are replaced by counters AV05RLP14B4, power consumption of current circuits of which Sa = 0.2VA/0.12Vt per phase, the actual load of current transformers will change by this value.
Actual load of cell current transformers No. 1; 6; 7; 8; 9; 10 shall satisfy the conditions of operation in the accuracy class not worse than 1.
