1. Brief description of construction conditions.
This project of crane work (hereinafter referred to as PPRK) was developed for the construction of the above-ground part of an apartment building on ul. Radishcheva in Irkutsk.
The PPRK was developed on the basis of materials from the visual inspection of the construction site, as well as the general plan, drawings of the building developed by LLC TPO Irkutsk Arkhproekt (code 40107), and the report on engineering and geological surveys carried out by FSUE VostSibAGP in 2007 No. 48.
The PPRK provides measures to ensure safe methods of construction and installation works performed using lifting mechanisms.
This PPRK is designed for installation of the building framework. Supply of plumbing fixtures and units, materials for roofing arrangement, as well as supply of equipment of elevator shafts by this PPRK is not considered. The above mentioned works shall be performed according to the organizational and technological documentation developed by the specialized organization.
Prior to commencement of construction and installation works, this PPRK shall be:
approved by the chief engineer of the contracting organization;
agreed with the owner of the lifting machine;
agreed with the safety engineer, chief mechanic and power engineer of the contracting organization.
The person responsible for the safe execution of construction and installation works by crane, slingers and crane operators shall be familiarized with the PPRK, with the record of the numbers of their certificates on the knowledge check "Rules for arrangement and safe operation of lifting cranes" before the start of work.
Approval, approval and familiarization with this PPRK shall be performed for painting on page 1 and cover sheet.
Land for the construction of a residential building on the street. Radishcheva in the city of Irkutsk is located in the Kuibyshevsky administrative district of Irkutsk. The allotted area is bounded from the west by Severnaya Street, from the east and north by residential buildings, from the south by a dormitory building. The relief of the section decreases westward. Absolute elevations range from 506510m.
On the territory of the construction site there are no underground and air communications.
According to the materials of the working project, it is planned to build a residential building on this site, which is two 9-story block sections with dimensions of 26.7 × 16, 4 m. The height of the building is 35m. Floor height 3m. The building is designed in the following structures:
foundations - bored piles-struts;
internal walls - reinforced concrete monolithic;
external walls - brick, well masonry with insulation;
slabs - prefabricated reinforced concrete round-empty slabs;
partitions - brick;
stairs - reinforced concrete monolithic;
the roof is pitched, of galvanized profoil.

2. Degree of fire resistance - 2.
3. Estimated seismicity - 8 points.
4. Standard wind pressure - 38 kg/m.kw.
5. Design snow load - 120.0 kg/m2.
6. The estimated winter outside air temperature is 36So.
7. The normative depth of seasonal freezing is 2.8 m.
According to the report of FSUE VostSibAGP, technogenic, deluvial deposits, eluvial formations and rocks take part in the geological structure of the site to a studied depth of up to 15 meters. Man-made soils are represented by bulk loams of semi-solid, medium-sized sands, asphalt concrete and a soil and vegetation layer with inclusions of construction debris. Deluvial deposits are represented by loam heavy sandy solids. Eluvial deposits are represented by clays of light dusty solid and heavy hard faintly swelling, medium-sized sands loose. Rocky soil is presented by sandstones of average, the low and lowered durability, low-strong, soapstones strong and low durability and dresvyany soil.
Groundwater within the site to the investigated depth is not opened.
The present PPRK considers the performance of work using a tower crane with a horizontal boom of 30 m and a lower counterweight of KB403 on the construction of the above-ground part of a residential building on ul. Radishcheva in the city of Irkutsk.
2. Organization of the construction site.
In accordance with the diagram of the construction plan of the preparatory period (see sheet R-2), perform the following works:
• fence the territory of the construction site with a fence 2.0 meters high from a metal profiled sheet, according to the construction plan and in accordance with the requirements of GOST 2340778 "Fencing inventory of construction sites and construction and installation work areas";
• in the fence for the arrival of construction equipment, fire engines and vehicles delivering construction structures and materials, on the east and west sides there is an open gate 5 m wide;
• organize temporary power supply of the construction site from the transformer substation according to technical conditions and install the power cabinet in the place indicated on the construction plan.
• for the tower crane install the crane chopper in the place indicated on the construction plan ;
• make temporary roads on the territory of the construction site;
• prepare the necessary equipment, accessories and mechanisms, as well as temporary material storage sites;
• perform lighting of the construction site by installing spotlights of CCD-35 type on supports according to the construction plan. Lighting shall be switched on by a separate chopper;
• near domestic premises to equip a place with primary fire extinguishing equipment;
• At the entrances to the construction site, install road signs, the number, places and types of which should be agreed with the traffic police;
• Install a 2.0 m3 water tank on the construction site for temporary water supply;
• when entering the construction site, install an information board, as well as construction safety signs: "Hazardous zone. Passage is forbidden! "or" Danger zone. The crane works. "
Temporary temporary buildings are used as temporary administrative and sanitary buildings located on the free territory of the construction site, outside the hazardous area from the crane operation, taking into account their operation during the entire construction period.
The surface water runoff is formed by the slope of the construction site in the northeast direction along the terrain.
For external communication, the construction site must be equipped with a telephone from the city telephone network or provided with mobile communication.
On-site road from crushed stone provides access to the residential building under construction. The minimum rounding radius of the temporary road is determined based on the shunting properties of the vehicles and should be 12 m. At the same time, the rounding passes should be widened to 5.0 m.
At the entrances to the construction site, appropriate road signs must be installed. Places of installation of road signs should be agreed with the traffic police .
Materials shall be stored in the locations defined by PPRK on leveled sites. The slope of storage sites should not exceed 5 °. The areas shall be filled with 510 cm thick crushed stone or sand and the vegetation layer removed. In winter, storage areas should be cleared of snow and ice.
Materials and products are delivered from the site for long-term storage to the installation area using a crane.
Materials, products and structures shall be laid as follows during storage on the construction site:
• - brick in packages on pallets - not more than two tiers, in containers - one tier, without containers - not more than 1.7 m high;
• - slabs - in a stack not more than 2.5 m high on liners and with gaskets, which are located perpendicular to voids or working span;
• - lumber - in a stack, the height of which during ordinary laying is not more than half the width of the stack, and when laying in cages - not more than the width of the stack. In any case, the height of the stack shall not exceed 3 m;
• - fine-grade metal - in a rack with a height of not more than 1.5 m;
• - glass in boxes and roll materials - vertically in one row on liners;
• - ferrous rolling metals (steel sheets, channels, I-beams, steel grades) - in a stack up to 1.5 m high on liners and with gaskets;
• - heat insulation materials - in a stack up to 1.2 m high, store in a closed dry room.
Storage of materials, articles and structures on bulk uncompacted soils is not allowed.
Gaps between stacks of materials and structures in one row on the site must be at least 20 cm. The width of the passage between the rows of stacks must be at least 1 m.
When storing goods, the factory marking must be visible from the side of the passages.
Material storage diagrams are listed on sheet R-3.
3. Work with crane.
3.1. General instructions.
During construction and installation works, the main mounting mechanism is a tower crane with a horizontal boom of 30m and a lower counterweight KB403.
The crane in operation shall be provided with a plate indicating the registration number, the passport carrying capacity and the date of the next and full inspection. Installation of tower cranes is carried out by a specialized installation organization in the presence of PPRK.
The crane operation should be carried out only after receiving permission for the crane operation from the bodies of Rostekhnadzor of Russia and from the inspection of Gosarkhstroynadzor - for construction and installation work. The operation of the tower crane without permission obtained in the prescribed manner is prohibited.
The tower crane is installed on the east side of the building on the rail track, the binding of which is shown on the construction plan (sheet R-2).
The line of limitation of crane actions in the installation area is defined by the circuit of the building under construction.
Raising of workers in an assembly zone (an assembly zone - a contour of the built building) has to be carried out on staircases of each of block sections in the building.
The main materials and structures (formwork, reinforcement, concrete, brick, mortar, paving slabs) are supplied to the workplace by crane. When supplying materials, concrete and mortar with a crane from the place of their reception in the absence of visibility by the crane driver of the load to be lifted, it is necessary to set up a signalman from among the rafters or establish two-way radio communication between the tower crane driver and the rafter.
From the first construction site, the building is erected in axes 611, from the second parking lot - in axes 1-6.
Work on the construction of a residential building should be carried out under the guidance of the person responsible for the safe performance of work.
3.2. Movement of cargo by the tower crane from the place of unloading to the storage site.
General requirements for installation of the vehicle at the unloading site.
1. Check readiness of lifting crane platform, load-gripping devices for work execution.
2. Install safety signs along the restriction line and the border of the hazardous area.
3. Supply the car for unloading, brake with parking brake.
4. Unloading of the cargo from the vehicle after the driver leaves the dangerous area of the crane (the person responsible for the safe operation of the crane indicates the safe place).
5. Release the load intended for lifting from fasteners, make sure that it is not pinched, not littered, did not try on to the car body. Check the absence of loose objects on the load, and inside the pipes - the absence of ground, ice or other objects that may fall out during lifting. If a skew or unreliable linkage is detected, it is forbidden to start work without instructions from the person responsible for safe operation of the crane.
6. Select the process equipment, refer to sling diagrams given in PPRK (sheet R-4). The slinger must be guided by the rules: never use a load-gripping device, if there is the slightest doubt about its malfunction, do not try to independently repair the faulty device.
4. Key Health and Safety Solutions.
Prior to commencement of construction and installation works, ITR (master, foreman, mechanic, power engineer and safety engineer) shall be familiarized with the present PPRK for painting on the construction plan.
4.1. General requirements.
1. Organization and execution of works shall be carried out in compliance with the legislation of the Russian Federation on labor protection.
2. When performing construction and installation works, strictly observe the requirements of SP 121362002 "Decisions on Labor Protection and Industrial Safety in PIC and PPM," SNiP 12032001 "Labor Safety in Construction." Part 1. General Requirements, "SNiP 12042002," Occupational Safety in Construction. " Part 2. Construction Production, PB 1038200 "Rules for the Construction and Safe Operation of Lifting Cranes," RD11062007 "Methodological Recommendations on the Procedure for the Development of Production Projects for Lifting Machines and Process Instructions for Loading and Unloading Operations."
3. In cases of application of methods of work, materials, structures, machines, tools, equipment, technological equipment, equipment and vehicles, according to which the requirements for safe performance of work are not provided by these PPRK, the relevant regulatory legal acts on labor protection of the constituent entities of the Russian Federation, as well as industrial and sectoral regulatory documents of organizations (standards of enterprises on labor safety, instructions on labor safety of employees of organizations) should be applied.
4. Places of temporary or permanent presence of employees should be located outside hazardous areas.
5. On the grip where installation works are carried out using a crane, it is not allowed to perform other works and find unauthorized persons.
6. Protective fences shall be installed at the boundaries of zones of permanently operating hazardous production factors, and zones of potentially hazardous production factors - signal fences and safety signs.
4.2. Electrical safety at the construction site should be ensured by compliance with the rules for the installation of electrical installations, intersectoral labor protection rules for the operation of electrical installations of consumers, the rules for the operation of electrical installations of consumers, as well as the following:
• disconnection of all consumers by power cabinet chopper;
• laying of temporary power supply and lighting networks with insulated wires;
• connection of consumers through plug connectors with grounded neutral;
• grounding of the tower crane tracks according to the design;
• by connecting the crane from the power supply source via a separate (crane) chopper;
• wiring of temporary networks used for power supply on the construction site, insulated wires or cables on supports, at a height above ground level, flooring not less than, m:
- 3.5 - above the passageways,
- 6.0 - above the driveways,
- 2.5 - over workplaces;
• installation of 220V general lighting fixtures at a height of at least 2.5 m from the floor, ground, flooring level. If the suspension height is less than 2.5 m, it is necessary to use special-design lamps with a supply voltage of not more than 42V;
• power supply of 42V lamps from step-down transformers;
• use of switches, switches and other switching electric devices in the open air in a protected version in accordance with the requirements of GOST 14254;
• use of sockets for rated currents up to 20A, used for portable electrical equipment and manual tools, with protection disconnection devices (RCD) with actuation current of not more than 30 mA;
• Places of electric welding and gas-flame works (in the absence of non-combustible protective flooring) shall be exempt from burnt materials within a radius of at least 5 m, and from explosive materials and installations (including gas cylinders) - 10 m;
• metal parts of non-energized electric welding equipment, as well as welded articles and structures for the whole welding time must be grounded, and for the welding apparatus, in addition, it is necessary to connect the grounding bolt to the clamp of the secondary winding, to which the return wire is connected;
• electric welding works shall not be performed during rain or snowfall, if there are no hangings above the electric welding equipment and the welder's workplace.
