Economic part

General position

When developing design estimates, investor estimates are compiled at the request of the investor. They are intended for preliminary assessment by the customer of the cost of construction during the stages of capital investment planning, bidding and negotiations with the contractor

At the stage of preparation for the conclusion of the contract for capital construction by the contractor (or at his request by the project organization), contractor estimates are developed. They are intended to justify the contractor's proposal for the construction price.

The provisions of SNiP 1.02.01 - 85 are currently used in determining the composition and content of the estimate documentation, taking into account additional requirements that satisfy market relations .

The cost of construction as part of the estimated documentation is determined in two price levels: in the base and current. The base level of the estimated cost is used as a basis for determining the value at current prices. The current level is used to generate the contract price.

The estimated cost at the base level is determined using the 1984 estimated rates and prices. In the current level investor estimates, the construction cost is determined on the basis of the base level using a system of price indices established by price regulators. Price indices can be used as a whole for the cost of contract work, for individual types of work, for consumed resources. These indices are differentiated by region and zone.

Compilation of object estimates

Object estimates are drawn up for the object as a whole and determine the estimated cost of construction of individual buildings and structures.

Object estimates are drawn up on the basis of local estimates in form No. 3 of Annex 11 of SNiP 1.02.0185.

The cost estimate provides for construction and installation works, equipment, appliances, furniture, equipment and other costs.

Object document, on the basis of which calculations are made for construction and installation works performed between the customer and the contractor. One price level, i.e. basic or current, must be observed in the estimate.

Preparation of local estimates

Local estimates determine the estimated cost of certain types of work, structural elements of buildings and structures. The estimated cost when compiling local estimates for civil and special works consists of direct costs, overhead costs and planned savings.

Direct costs in local estimates are determined by multiplying the quantities of work accepted according to the working drawings by the corresponding price .

Overhead costs take into account the costs of construction and installation organizations related to the creation of general production conditions, its maintenance, organization and management .

Planned accumulations represent the normative profit of construction and installation organizations taken into account in the estimated cost of construction and installation works.
