Project Description

The boiler house design is in full compliance with the State Codes, Rules and Standards in force during the design period.

The technical solutions adopted in the project comply with the requirements of environmental, sanitary and hygienic fire protection and other standards applicable in the territory of the Russian Federation, and ensure safe operation of the facility for the needs and health of people, subject to the measures provided for in the working drawings.

Introduction

This section "Dismantling Organization Project" has been developed for the approved part of the working design for the dismantling of the electric filters of the TP38 boiler unit of art. No. 4, located at the address: St. Petersburg, etc. Obukhov defense, house 120, lit. And.

The project documentation for the facility is developed in accordance with the requirements (including the composition and content of the documentation sections) established by the legislation of the Russian Federation.

When developing the section, the main issues of the organization of construction production were considered, in the amount necessary to solve fundamental issues of construction, the order and methods of construction and installation work were determined.

This AML has been completed in order to prepare construction production and justify the need for material resources. If necessary, the decisions taken in the AML are specified and supplemented .

Basis for the development of a project for the organization of work on the demolition or dismantling of buildings, buildings and structures of capital construction facilities

The basis for the development of the project are:

Technical assignment for performance of design works for dismantling;

List of measures for decommissioning of buildings, structures and structures of capital construction facilities

Before dismantling works start, organizational and preparatory measures must be performed in accordance with SP 48.13330.2011 and SanPiN 2.2.3.138403, as well as the following works:

to obtain the agreement of all interested organizations;

determine the exact location and coordinate the disconnection of utilities with the organizations operating them.

If unknown cables and pipelines are detected, all works shall be stopped and representatives of the operating organization shall be called.

List of measures to ensure the protection of liquidated buildings, buildings and structures of the capital construction facility from the penetration of people and animals into the danger zone and inside the facility, as well as the protection of green spaces

Prior to the commencement of work, the preparatory works stipulated by the project must be performed, the completion of which must be adopted according to the act on the implementation of labor safety measures.

Prior to dismantling, the fencing of the work area shall be checked for non-fenced areas and openings, the gates to the construction site shall be closed. Fencing of hazardous areas is installed outside the hazardous area of construction mechanisms and collapse zone according to SNiP 12032001.

It is allowed to start disassembly work only after checking the people leave for a safe place, cleaning the mechanisms and tools from the dangerous area of ​ ​ placing signalers that do not allow people into the disassembly zone.

The passage of people to the premises during disassembly must be safely closed. To prevent the entry of unauthorized people and animals into the building, inside which dismantling work is carried out, it is necessary to seal (lock) the door and window openings of the building, organize round-the-clock protection of the construction site, regularly bypass the territory and inspect the building.

The construction site, work areas and workplaces, driveways and approaches to them in the dark should be illuminated in accordance with the requirements of GOST 12.1.0462014. Lighting of closed rooms shall comply with the requirements of SP 52.13330.2011.

The illumination shall be uniform, without the blinding effect of the lighting fixtures on the workers. Work in unlit places is not allowed.

To warn people about the danger, install warning signs and signs. The hazardous area shall be marked with a signal railing and "Hazardous Area" signs.

There are no trees or shrubs that might require protective fencing.

Control is carried out by the person responsible for safe work.

Description and justification of the adopted method of demolition (dismantling)

Dismantling of the building shall be carried out according to the PWP developed in accordance with the inspection certificate.

The structure of the construction organization is a pro-slave site.

The mode of operation during construction and installation works is single-shift, the duration of the working shift is 8 hours with a break for eating (1 hour). Start of work at 9 o'clock, finish at 18 o'clock.

Taking into account design solutions, as well as in connection with high requirements for environmental protection, dismantling work should be carried out using element-by-element disassembly using small mechanization tools. Method of element-by-element disassembly provides for disassembly of structures from top to bottom .

Removal of external structures is carried out from the bus tower using a crane. The project provides for the use of construction equipment (bus tower and crane) for the entire time of dismantling the structures (33 working days).

Advantages of using a crane when dismantling structures:

mobility, the ability to work on any remote objects;

large range of crane operations allows to accelerate and simplify the process of dismantling structures;

small rental cost compared to other types of cranes.

Removal of gas ducts located in the building is carried out manually using gas cutting from scaffolding.

The use of inventory scaffolding for dismantling allows you to:

Ensure the best possible safety conditions;

In the course of scaffolding, remove elements of external gas duct arrangement without additional measures;

reduce the cost of work to the minimum possible.

At this method of dismantling, waste from dismantling works in the building is not re-used, but is taken to the dump at the nearest landfill.

Finally, the method of disassembly of individual sections and structural elements is determined taking into account the results of the survey and technical and economic calculation in the design of the work.

During removal works it is necessary to observe the development of cracks in existing structures. In case of change of crack opening width it is necessary to invite representatives of the design organization to make a decision on further performance of works.

Justification of accepted duration of construction of capital construction facility and its separate stages

On the basis of MDS 1246.2008 "Methodological Recommendations for the Development and Design of the Construction Organization Project, Demolition (Dismantling) Organization Project, Work Execution Project," item 4.17. - duration of construction may be specified by the customer by directive.

Given these conditions, we accept the total construction duration of 1.5 months (33 working days). Including the duration of the preparatory period - 0.5 months.

During the work, it is envisaged to use the flow method with parallel flows, combine the work, as well as provide all necessary resources.

The labor intensity of the work is 330 people/day .

The schedule is presented in Annex 5.

Assessment of probability of damage during demolition (dismantling) of engineering infrastructure, including existing underground utility networks

The existing engineering infrastructure is outside the area of work for dismantling (demolition) of the object, therefore the probability of its damage is excluded.

The roof of the existing building shall be protected by multilayer wooden shields prior to the commencement of work on the dismantling of electric filters and gas ducts.

Protect gas ducts with wooden boxes.

Description and justification of protection methods and protective devices of utility networks agreed with owners of these networks

In order to avoid the possibility of damage to underground utility networks, it is necessary to lay floorings at the intersection of communications with the transport routes of construction machines that reduce the specific load from construction machines.

Description and substantiation of decisions on safe methods of demolition (dismantling)

Methods of performance of works shall be substantiated in the project of performance of works based on the possibilities of construction organization and the peculiarities of the construction site.

Prior to dismantling works in the building located in St. Petersburg on Ave. Obukhov defense, and in the adjacent territory, brigadiers and workers must be instructed on safety, familiarized with the most dangerous moments of disassembly:

spontaneous collapse of structural elements and fall of higher loose structures, materials;

moving parts of construction machines, objects moved by them;

sharp edges, angles, protruding pins; increased content of dust and harmful substances in the air of the working zone;

location of the workplace near the difference in height of 1.3m or more.

Employees must be provided with helmets, workwear, equipment and tools.

Installation (laying) of goods on vehicles shall ensure stable position of cargo during transportation and unloading. During loading and unloading operations, it is not allowed to sling the cargo in an unstable position, as well as correct the position of the elements of the slinging devices on the raised load, pull the cargo when the load ropes are oblique.

To ensure safety during loading and unloading operations using a lifting crane, its owner and the organization producing the work are obliged to perform the following measures:

At the place of works execution it is not allowed to find persons not related to works performance;

It is not allowed to lower the load on the car, or to lift the load when people are in the body or in the cab of the car.

Loading and unloading operations with bulk, dust-like and hazardous materials shall be carried out using mechanization means and using personal protective equipment corresponding to the nature of the work.

If cars are installed for loading or unloading near the building, an interval of not less than 0.5 m shall be observed between the building and the rear side of the vehicle (or the rear point of the cargo to be hung). The distance between the vehicle and the load stack shall not be less than 1 m.

During dismantling the following safety measures are implemented:

sites for excavators and cranes are created to ensure normal operation of the mechanisms;

decisions on means of cargo slinging are made;

in the presence of a large amount of dust, individual protective equipment is used, and dust suppression by irrigation is also carried out;

disassembly work is carried out under the guidance of engineers, craftsmen or specialists with experience in disassembly work who have certificates of training in health and labor protection;

dismantling work can be carried out only by workers who have reached the age of 18, and manual work can be carried out only by male workers;

Persons not younger than 21 years of age are allowed to work with pneumatic tools;

in areas where there is a risk of collapse, special measures are provided to protect workers from falling debris;

work sites and roads are constantly cleared of debris and interfering objects;

Persons working in the dismantling area shall be notified of upcoming activities in a timely manner and, if necessary, shall be documented with special rules of conduct.

Construction plot plan developed at 1:500 scale for the main dismantling period

The following are indicated on the Stroygenplan:

existing buildings and structures;

permanent roads;

locations of temporary buildings and structures;

traffic diagrams, working and hazardous areas of the main construction machines;

car wheel washing post;

site for collection of construction scrap;

domestic waste collection area.

The construction site should be equipped with a complex of primary fire extinguishing equipment - sand, shovels, crimps, fire extinguishers.

The work area for the entire dismantling period is protected by the existing fence as per GOST 2340778 .

To warn about the boundaries of the territory, signal fences are arranged.

To warn the public about the construction work, inscriptions and signs are installed, as well as an information shield (at the gate of entry to the construction site). Places of installation of the fence and other elements of the construction site are shown on the Construction Plan.

In the dark, areas of work and approaches to them shall be illuminated in accordance with the requirements of GOST 12.1.0462014.

To wash the wheels of vehicles, the existing installation is used. Generation of sludge wastes from the wheel washing station are subject to removal and disposal at the solid domestic waste landfill.

Temporary buildings and structures accepted inventory mobile. The residential town provides the needs of all construction for household needs. Biotualets are installed in the area of ​ ​ the household town. To organize the normal operation of toilets, the general contractor to conclude a service contract with the relevant organizations.

The facility is provided with electricity for the period of construction by connecting to the existing internal power supply network. Water supply is provided by connecting to the existing internal water supply network.

For lighting of the construction site, air temporary power supply is mainly used, the distance between the supports 25... 30 m, in the areas of operation of the excavator and lifting mechanisms only cable power supply is used. Lighting of the construction site is carried out by spotlights. During all construction works inside the building, the general lighting 36 (42) V is carried out using additional temporary lighting.

A hydrant on the existing water supply network is used for fire protection purposes.

The drinking regime of workers is ensured by delivering drinking-quality water in 19 liter bottles and providing drinking water directly at the workplace. Drinking water supplied to the construction site shall have a quality certificate.

For the collection of household waste from the life of builders - a container with a volume of 0.75m3. Containers are regularly removed from the territory of the construction site by road to places agreed with environmental authorities. The construction site is equipped with sets of primary fire extinguishing equipment - sand, shovels, crimps, fire extinguishers. Fire departments are located in a domestic town. Fire safety at construction site, work areas and workplaces shall be ensured in accordance with fire safety regulations.

The construction site is equipped with the necessary safety signs, visual agitation and information board. The information board is installed in a residential camp on the temporary building of the office of the work manufacturer.

The responsible work manager is responsible for the completeness and accurate execution of the safety measures specified in the work order, the qualification of the responsible work contractor and members of the team (link) included in the work order, as well as for admission of the performers to the work place.

The design provides for the following procedure of dismantling works:

carrying out organizational and technical measures - issuing an act-permit for the performance of work, determining the places of connection to the engineering infrastructure (electricity, water supply, etc.), protecting the places of work from the penetration of unauthorized persons and hanging warning signs; (performance of works in the area of underground utilities is allowed only with written permission of organizations responsible for their operation) and preparatory works - arrangement of temporary sites for storage of building wastes from dismantling;

sorting and removal of construction waste from dismantling of structures .

It is forbidden to carry out works without a work execution project.

Disassembly of buildings and structures shall be carried out in the following sequence with the breakdown of works into two periods:

preparatory period

main period.

Preparatory period

In the preparatory period, the following works and activities are carried out:

development of work execution projects and binding at the place of standard routings for certain types of works;

preparation of construction machines and machinery;

By order of the organization leading the work, appoint a person responsible for the safe conduct of work on the dismantling of electric filters and bypass gas ducts, which must be trained and have the appropriate certificate ;

instruct all workers according to safety rules during removal of structures;

Prior to the commencement of work it is necessary to issue the certificate-of-admission in the form specified in Appendix "B" SP 49.13330 "Labor Safety in Construction";

since dismantling works are particularly hazardous works, it is necessary to issue a work permit in the form specified in Appendix "D" SP 49.13330 "Safety of work in construction";

protect trees entering the work area;

prior to commencement of work, install a crushed stone platform for a residential town (see Stroygen Plan);

Make the installation of the site from railway plates for the parking place of the equipment (see Construction plan).

install warning and indication signs, garlands, signal lamps clearly visible at any time of the day;

protect the roof of the existing building with multilayer wooden shields;

protect the remaining gas ducts with wooden boxes;

make the device of fencing of open storage for storage of materials and structures;

disconnect all existing communications included in the dismantled buildings and structures from the city supply networks in the presence of representatives of city services; disconnection shall be executed by acts;

provide lighting of the construction site with spotlights CCD - 25;

familiarize workers and ITR with the technology and organization of work;

organize the supply of water to the construction site for the organization of dust suppression;

Implementation of labour and environmental protection measures;

protect the hazardous area of work with timber (signal fencing) and signs "Hazardous area";

install address boards, posters and inscriptions for TB and fire safety;

equip places for arrangement of primary fire extinguishing equipment.

The completion of preparatory work on the construction site should be adopted according to the Act on the Implementation of Labor Safety Measures, SP 49.13330 "Labor Safety in Construction."

All works shall be carried out in accordance with the requirements of Part 3 of SNiP, including SP 48.13330.2011 "Construction Organization," SanPiN 2.2.3.138403. "Hygienic requirements for the organization of construction and construction works," SP 70.13330.2012 "Load-bearing and enclosing structures."

Main period

In the base period:

Disassembly of the roof;

Disassembly of wall panels and panels with removal of window blocks;

Removal of steel structures;

Removal of precipitators (2 pcs);

Removal of gas ducts (4 pcs.);

Dismantling the brick wall from the + 7.0 to + 20.8.

Disassembly can be performed with combined works according to the schedule (Appendix 5).

Roof disassembly

Roofing is disassembled in two stages:

removal of roofing;

dismantling roof structural members.

All wiring shall be removed prior to the start of roofing removal.

Disassembly of the roof from asbestos cement sheets should be started by cutting nails and screws and removing roof elements from the skate, and then ordinary sheets, trays and corners.

Installers perform cleaning of seams between sheets from mortar and punching of holes in plates. To clear the seams and punch the holes, use electric perforators, hammer, teeth, brushes.

Pipes, overhangs and other elements are removed after asbestos cement sheets. Metal beams are cut by gas cutting into parts convenient for loading and unloading.

Removed roofing elements and roof bearing elements are loaded into buckets and lowered down by means of autocrane for further movement to temporary storage place. When moving structures to the storage area, make sure that the slinging is reliable in accordance with paragraph 8.3.4 of SNiP 1204.

Removal of construction waste shall be performed to the place specified by the Customer.

Disassembly of wall panels with removal of window units

Panels, boards and window blocks are removed from the bus tower.

Removal of panels is performed manually by means of gas cutting to convenient parts for loading/unloading. You must first clear the mortar seams between all wall panels. Perform clearance from the bus tower using an electric converter. Then workers cut fasteners and lower dismantled element by means of electric winch to ground.

Window frames with glazing are removed from the boxes. Window unit remaining in window opening is pressed out by means of scrap from fasteners. The dismantled window elements are loaded into buckets by means of a crane and lowered down for further movement to a temporary storage place. When moving structures to the storage area, make sure that the slinging is reliable in accordance with paragraph 8.3.4 of SNiP 1204 .

Then the glass is removed from the window bindings using a special portable layout. The removed glass is stored in a vertical position in specially prepared boxes that protect the glass from damage.

Dismantling a brick wall

Dismantling of brick walls is performed from elev. + 7.0 to elev. 20,08.

Before commencing disassembly of brick walls, it is necessary to evaluate the state of masonry and blocks, to conduct an examination of the building with the identification of structural elements that threaten to collapse or have lost load-bearing capacity.

Dismantling of brickwork from elevation 7.0 to elev. 12.0 is made from mobile inventory scaffolding (ProTec XS Folding tower (aluminum) working height up to 12 m) manually with bump milk.

From the volume. 12.0 to elev. 20.08 dismantling of brickwork is carried out from the car tower manually with the help of bump hammers, and with weak masonry - with the help of a sledgehammer and scrap.

No more than three rows of masonry are disassembled from top to bottom. Brick, brick battle and crushed stone obtained during disassembly are folded into container and lowered down to temporary storage place by means of crane.

Removal of metal structures

Removal of steel structures is carried out manually by gas cutters or electric cutters from the bus tower. Removal is performed from top to bottom. Steel structures are cut into parts convenient for loading and unloading and with the help of a crane are lowered to the ground for further movement to the place of storage. When moving structures to the storage area, make sure that the slinging is reliable in accordance with paragraph 8.3.4 of SNiP 1204.

During cutting of structural elements, measures should be taken against accidental collapse of cut elements.

Removal of construction waste shall be performed to the place specified by the Customer.

Removal of precipitators and external gas ducts

Disassembly of electric filters and external gas ducts is carried out using GROVE GMK 6300L autocrane and autoroute element by element. Mass of the removed electrostatic filter is 108.09t, height is 21.7m. The weight of the dismantled element is 4.9t, the length is not more than 1m. Disassembly is done from top to bottom. Disassembly of electrofilters is performed up to elev. + 7.08.

Before the start of dismantling work, install a timber signal fence and Danger Zone signs, set up signalmen to warn about the work.

Removal works are performed in accordance with the PPR.

The works shall be performed provided that:

- disconnection of dismantled structures from the existing electrical equipment and gas pipelines in accordance with the requirements of RD 34.03.20197;

- installation of blankings on the disconnecting flange valves of the specified communications;

- their ventilation from harmful gases and air check for gas content;

- compliance with RD 34.03.20197 requirements;

- removal from electric motors of traction units of voltage in accordance with the requirements of safety rules during operation of electric installations.

Prior to removal of electrostatic filters it is necessary to clean them from accumulated dust and slag through the hole in the bottom. It is forbidden to allow repair personnel to gas ducts until the walls and pipe elements are cleaned from slag, ash and focal residues.

The worker on the motor tower rises and slings the element to the crane hook. Then, using a disc saw, it cuts metal fasteners. Then the worker takes the basket of the car tower to a safe distance. The driver of the crane smoothly lowers the dismantled element to the place of storage, where it is cut by gas cutting into parts convenient for loading and removal.

When moving structures to the storage area, make sure that the slinging is reliable in accordance with paragraph 8.3.4 of SNiP 1204.

Prior to dismantling, it is recommended to re-inspect the process and special equipment and clarify the decisions made.

Process and special equipment to be dismantled and located in the installation area shall be disconnected from all engineering systems.

First of all, works are performed that do not require fire cutting according to GOST 12.3.036. Work with fire cutting (gas cutting) should be started after inspection by the technical customer of the equipment preparation for dismantling. Lifting of dismantled equipment of electrofilters is carried out only after removal of all fasteners.

Dismantling of internal equipment of electrofilters is carried out in the same sequence using a crane.

In the process of dismantling, it is necessary to constantly monitor the stability of the remaining elements.

The location of the main construction machines and mechanisms is shown on the construction master plan.

The designed hazardous area of the crane operation that goes beyond the temporary fence for the period of installation works shall be marked with signal tape and warning signs.

Removal of construction waste shall be performed to the place specified by the Customer.

Gas ducts dismantling in boiler house building

Gas ducts are dismantled from metal tubular scaffolds. Around the dismantled gas flues the construction woods of LH20 - height of 20 m are established. Scaffolding is equipped with security equipment. To prevent falls from the height of people and objects, fences are arranged. Work on installation of scaffolding is carried out on working days, subject to the requirements of regulatory documents on labor protection and safety. In this case, rational and economical methods and techniques of installation work are used, given in MDS 1257. 2010 and MDS 1258.2011.

Removal is performed manually by means of gas cutting to parts convenient for loading and unloading. Dismantled elements are lowered down by means of electric winch .

The crane-free method provides for the use of a winch to supply scaffold elements during their arrangement and lowering of scaffold elements during their disassembly .

The use of inventory scaffolding for dismantling allows you to:

Ensure the best possible safety conditions;

In the course of scaffolding, remove elements of the external arrangement of the chimney without additional measures;

reduce the cost of work to the minimum possible.

Removal of construction waste shall be performed to the place specified by the Customer.

The area of ​ ​ scaffolding is calculated using the formula: S = h × l, where h = the height of the scaffolding (multiple of 2 m), l - the length of the disassembled structure (multiple of 3 m).

In total, we get: 20 × 18 = 360m2.

List of measures to ensure the safety of the population, including its warning and evacuation (if necessary)

The PD was developed taking into account the requirements of the current Federal Law of the Russian Federation "On Environmental Protection," Section 9 "Nature Protection" SP 70.13330.2012 and SanPiN 2.2.3.138403 "Hygienic Requirements for the Organization of Construction Production and Construction," including the implementation of measures to prevent losses of natural resources and prevent harmful emissions to soil, water bodies and atmosphere.

Work is carried out on the area fenced with a protective fence that prevents the penetration of people who are not involved in the technological process. Lighting floodlights are installed along the perimeter of the fencing of the construction work section to eliminate traumatic situations in case of possible movement along the section in the dark. A fire protection plan and a fire shield with a non-mechanized tool and equipment as primary fire extinguishing equipment are installed on the site. Warning signs about the hazardous area are placed on the site.

Recommendations for the provision of anti-terrorism protection at the time of construction:

- fencing of the section with installation along the top of barbed wire;

- round-the-clock security of the construction site with the location of the security post and the availability of communications with emergency services.

Dismantling works are carried out in accordance with the requirements of SP 70.13330.2012 "Load-bearing and enclosing structures," SNiP 12032001 "Labor safety in construction. Part 1. General requirements, "as well as SanPiN 2.2.3.138403 for environmental protection.

When performing dismantling works, the most important areas of environmental protection activities are prevention or reduction of harmful effects of the applied equipment, timely and safe removal of construction debris, reuse of materials from disassembly, fire safety measures.

Transportation of bulk cargoes must be performed with tarpaulin covering the vehicle body.

When performing works, it is not allowed to exceed the maximum permissible concentrations of harmful substances in the air of the working zone, and it is necessary to use devices used for sanitary and hygienic assessment of harmful production factors.

Waste is removed for further processing.

Prior to the start of dismantling work, investigate samples of construction waste that will be generated at the site. Studies of chemical and component composition of wastes for presence of harmful impurities.

Waste removal for placement shall be carried out to the places agreed by the Customer.

Fine debris and dry dust-like residues of materials are collected in dust-proof bags and taken to a garbage collector, ensuring minimal dusting of the environment.

Description of waste disposal solutions

Removal of materials from disassembly from the construction site is carried out by road transport. Materials from disassembly from the storage site are loaded manually or using an excavator to body-type garbage trucks based on KAMAZ vehicles. Construction debris is taken from the construction site to places agreed with environmental authorities.

The sequence and technology of disassembly are specified in the work execution project taking into account data from surveys of the building, its location and the capabilities of the construction organization. All operations at the facility shall be performed according to the process charts (diagrams) developed as part of the PDP, in accordance with the requirements of the relevant chapters of the SNiP (Part III) and technical specifications.

Measures for the restoration and improvement of the land plot are not provided.
