Introduction
Public buildings and structures are designed to accommodate management, education, culture, science, communal, commercial, consumer and transport services, health care, communications. Such buildings are characterized by the temporary stay of people in them due to the implementation of various functional processes.
Public buildings and structures are classified according to several criteria: by functional characteristics, category of significance in the structure of society and settlement, capitality, universality, methods of construction, class.
The group of public buildings for education, upbringing and training includes the following: children's preschool institutions of a general type for children with normal physical and mental development (nurseries, kindergartens), specialized and health-improving types (for unhealthy or weakened children, as well as children's homes for children who have lost parental care).
The buildings of kindergartens and nurseries are located on separate sections of the territory of residential development. The normative radius of service for the population is 300 m. They must be at least 25 m from the red line. They are located on the best in natural and sanitary terms: well-ventilated and insulated, bordering landscaped territories .
Buildings of preschool institutions are built with a height of no more than two floors, and with a capacity of up to 90 places - one-story. In areas with complex relief, the construction of three-story buildings is allowed, but subject to the arrangement of exits from the first and second floors to the level of the planning elevation of the ground .
The space-planning layout of the building of children's institutions is divided into three types: linear (centralized), block, pavilion.

Chapter 2 Requirements to the territory of pre-school education
14. Pre-school education institutions shall be placed on a land plot allocated to them in accordance with the procedure established by law in accordance with the requirements of:
sanitary rules and regulations establishing requirements for the provision of solar insulation of residential and public buildings and residential buildings;
technical code of established practice "Urban planning. Settlements. Standards of Planning and Development "(TKP 453.01-116-2008 (02250), approved by Order of the Ministry of Architecture and Construction of the Republic of Belarus dated November 28, 2008 No. 439" On the Approval and Implementation of Technical Regulatory Legal Acts in Construction "(hereinafter - TKP 453.01-116-2008 (02250)));
15. The land plot on which the preschool education institution is located must be:
well ventilated and insulated;
have storm and flood water diversion in complex terrain;
Remote from highways, industry, utilities and other enterprises that may be sources of noise and air pollution;
have convenient access roads;
have a fence with a height of at least 1.6 m, safe in design, and a strip of trees or shrubs with a width of at least 5 m should be provided along the outer perimeter;
meet the requirements set in TKP 453.01-116-2008 (02250).
16. Transport and pedestrian transit through the territory of a pre-school educational institution is prohibited.
Engineering communications (water supply, sewerage, heat supply, electricity supply) that are not intended for sanitary and technical improvement of the institution should also not pass through the territory of the preschool educational institution.
17. On the territory of the institution of preschool education, group, general physical education, economic grounds, as well as other functional sites are provided in accordance with the design task.
The layout of the territory should provide the opportunity for pupils to ride a bicycle and ski.
18. Group sites of preschool education institutions shall:
have a convenient connection with the exits from the premises of the corresponding group cells, and for pupils of groups for children under 3 years of age - be located in the immediate vicinity of exits from the premises of these group cells;
have insulated and shaded parts;
be equipped with multifunctional sandboxes with closing covers;
for pupils under the age of 3 years, have a grass coating.
On group sites for pupils aged 3 to 7 years, in addition to the grass coating, tamped soil is also provided.
19. In preschool educational institutions located in areas contaminated with radionuclides, group sites for pupils are provided with irrigation systems with water diversion to storm sewers as much as possible.
20. Physical-sports and play equipment on the territory of the institution of preschool education, sports equipment in terms of design, size, materials used must meet the age and psychophysical characteristics of pupils, the requirements of technical regulatory legal acts containing mandatory requirements.
Physical-sports and play equipment, sports equipment must be water-resistant and can be cleaned well.
21. The economic site should be isolated, fenced with green spaces, located near the catering unit and laundry, have an independent entrance from the street.
On the economic site at a distance of at least 20 m from the building of the institution of preschool education, playgrounds and sports grounds, a waterproof platform (asphalt or concrete) is equipped, fenced from three sides to a height above garbage collectors for municipal solid waste.
Waste collectors and special containers for collecting food waste are installed on a waterproof site.
Trash collectors shall be metal or plastic, with tightly closed covers. Special containers with a lid are used to collect food waste.
Vegetable storage can be located on the economic site.
22. Footpaths on the territory of a preschool education institution should be even, without potholes, ensure the connection of all functional platforms and individual groups of premises of a preschool education institution with the corresponding functional platforms.
23. Landscaping of the territory of the institution of preschool education should fulfill the functions of a sanitary and protective barrier, a hedge, a quiet recreation zone, borders between the functional sites of the territory.
The area of landscaping is provided for at least 50%.
The selection of types of green spaces should ensure the presence of greenery throughout the year. Shrubs are planted no closer than 5 m from the building of the institution of preschool education, trees - no closer than 10 m.
It is not allowed to use trees, shrubs and grasses with poisonous fruits and spines for landscaping of the territory.
24. On the territory of the institution of preschool education, the construction of structures (canopies, verandahs, terraces) is provided, with a specific area of 1.5 m2 per pupil.
Structures attached to the buildings of preschool educational institutions should not obscure the premises of group cells.
The canopies shall be enclosed on three sides and oriented on the windward side in accordance with the wind rose. Floors of canopies, terraces should be provided mainly with wooden or sand and gravel.
25. The territory of the preschool education institution shall have external electric lighting, based on the standard of illumination on the ground surface in the evening at least 20 lux (hereinafter - lux).
Chapter 3 Requirements for the building of a pre-school education institution
32. Separate buildings of preschool education institutions should be no more than two floors.
The height of the ground floors of preschool education institutions from floor to ceiling should be at least 3 m.
The orientation of the windows of the premises of preschool education institutions on the sides of the horizon shall comply with Appendix 2 to these Sanitary Norms and Rules.
33. In the building of a pre-school education institution, the principle of functional zoning must be observed.
Placement of functional groups of rooms provides for:
Group cell spaces
fitness and recreation facilities (halls for music and physical education classes, medical facilities);
premises for administrative and economic purposes (premises of the catering unit, laundry room, office and household premises).
Group cells must have a planning connection with physical education, administrative and economic premises.
35. The buildings of preschool education institutions provide:
separate entrances to the blocks of premises of group cells, rooms of physical education, health and administrative and economic purposes;
separate exits to the territory from the catering unit, from the medical isolator, from the laundry room.
General entry is allowed for no more than two group cells of groups for children under 3 years of age and no more than four group cells of groups for children between 3 and 7 years of age. At the common entrance, a distribution hall and a sanitary unit are provided (hereinafter - a bathroom).
Inputs to group cells shall be with two vestibules and shoe cleaning devices.
In pre-school educational institutions built in areas contaminated with radionuclides, shoe cleaning devices are equipped with cold water supply with drainage to the sewage system.
36. Group cells in the building of a pre-school education institution include the following premises:
reception rooms;
undress;
group groups with a recreation area (groups for children aged 3 to 7 years);
playing groups (groups for children under 3 years old, from 3 to 7 years old);
bedrooms (groups for children under 3 years old, from 3 to 7 years old);
toilet facilities;
buffers;
resource centers (premises for storing the fund of necessary benefits, materials, games).
The areas of the group cell premises shall comply with Annex 3 to these Sanitary Codes and Regulations.
All group cell rooms shall be located on the same floor.
It is allowed to unite and place on the ground floor undress for 2-3 groups for children aged 3 to 7 years, including those located on the second and third floors.
37. Rooms for medical purposes, a catering unit, a laundry, group cells for children under 3 years of age are located on the ground floor of a pre-school educational institution.
38. The toilet facilities include a washroom area and a restroom area.
Washbasins and shower tray are located in the washbasins area.
A shower tray in the toilet rooms of the group for children aged 3 to 7 years and of a different age group should be equipped with handrails for pupils.
The following are located in the latrine area:

adult toilet in a closing cabin.
The set of sanitary equipment in the premises of the group cells shall comply with Annex 4 to these Sanitary Codes and Regulations.
39. Pre-school education should provide separate halls for music and physical education classes with an area of 4 m2 per pupil, but not less than 30 m2 each.
With the capacity of the preschool educational institution not more than 100 pupils, the hall for music classes and the hall for physical education classes can be a combined area of 4.5 m2 per pupil, but not less than 50 m2.
40. Medical facilities include the following:
medical isolation (reception room, wards, sanitary unit);
reception and a procedural office or a combined universal medical office (hereinafter - a medical office).
The medical office should be located adjacent to one of the wards of the medical insulator with a device between them of glazed partitions at a height of 0.9-1.2 m from the floor level.
The rooms of the medical insulator must be impassable and have glazed partitions.
41. The laundry service of preschool education should consist of:
adjacent rooms in the course of laundry movement from dirty to clean:
disassembling with the place of storage of detergents and disinfectants;
a pantry of dirty linen;
flawed;
drying and ironing;
clean linen pantry;
castellanshi rooms.
Cross of dirty and clean linen is not allowed.
The entrances and exits (windows) for the delivery of dirty and clean laundry in the laundry must be separate and not located opposite the entrances to the rooms of the medical unit, the premises of group cells and the catering unit.
44. The floors of the premises of preschool education institutions should be smooth and have a finish that allows washing and disinfection.
Floors in the halls for musical and gymnastics classes are provided with low thermal conductivity (parquet, boards), non-slip.
Floors of playing, stripping, toilet groups for children under 3 years of age must have an insulated base or a controlled heating system.
The walls of the main rooms of group cells, halls for music and gymnastics classes are provided with a matte texture of light tones, stable for wet treatment and disinfection.
45. The use of polymer materials for finishing walls, ceilings in group rooms with recreation areas, in bedrooms, playing and for covering floors in playing institutions of preschool education is not allowed.
47. In preschool educational institutions, the proper sanitary condition of the building, premises, communications and sanitary equipment should be ensured.
It is prohibited to carry out ongoing and major repairs of the building, premises and communications of a pre-school educational institution in the conditions of stay of pupils.
Chapter 4 Requirements for natural and artificial lighting of premises of preschool education
49. The main premises of the building of the pre-school education institution should provide for natural lighting. The top (or top and side) natural lighting can be in recreations, halls, strip group cells, swimming pool halls, music and physical education halls.
The coefficient of natural illumination (hereinafter - KEO) in group rooms with recreation areas, playing areas, bedrooms, medical rooms, wards of a medical detention center, halls for music and physical education should be at least 1.5%.
Lighting with a second light can be in toilet group cells, washing kitchenware, resource centers, undress rooms at swimming pool halls, halls for music and physical education classes.
Without natural light, there can be buffet group cells, a medical detention center reception room, employee offices, a clean linen pantry (in institutions up to 60 places and with a castellated room), dressing rooms, toilets and a lobby for visitors.
51. The depth of a group with a recreation area played with one-sided lighting is provided no more than 6 m. At a greater depth of a group with a recreation area, a two-sided parallel or angular arrangement of windows should be provided.
52. The height of the window sills from the floor in group areas with recreation areas, playing, bedrooms, in the halls for music and physical education classes is provided no more than 0.6 m. On window sills should not be high (not higher than 15-20 cm from the window sill), broad-leaved flowers.
53. Solar protection of group rooms with a recreation area, playing rooms, bedrooms, halls for music and physical education classes, wards of a medical detention center should be provided when orienting windows facing azimuths of 275 °.
As solar protection, sliding blinds, curtains made of cotton and other fabrics with a sufficient degree of light transmission and good light scattering properties can be used. The use of decorative curtains on windows is prohibited.
54. Artificial lighting sources should ensure uniform and sufficient lighting of all premises of preschool education.
Chapter 5 Requirements for sanitary and technical improvement of preschool education
57. Buildings of preschool education institutions are equipped with centralized systems of domestic, hot water supply and drainage, heating and ventilation in accordance with the requirements of:
these Sanitary Rules and Regulations;
building design standards for internal centralized water supply and wastewater disposal systems of buildings, heating, ventilation and air conditioning of buildings; other legal acts.
59. The hot water supply system in preschool education institutions shall ensure the supply of hot running water year-round, regardless of the heating season, emergency situations, by means of equipment of standby hot water supply sources.
Hot running water should be carried out in a catering unit (production baths and washbasins), laundry, buffet and toilet group cells, a bathroom and showers for workers, medical facilities, a swimming pool, heat treatments with a heating chamber.
61. Heating devices (section radiators, convectors) in the premises of a pre-school education institution shall:
have a surface temperature of not more than + 60 ° C;
be equipped with temperature controllers;
be located near the external walls under the windows and protected (except for convectors with casings) with protective wooden screens, the design of which should ensure the availability of wet cleaning.
The use of particle and fiber boards, polymer materials for the fencing of heating devices is not allowed.
62. The air temperature in the premises of the preschool education institution shall comply with the norms according to Appendix 5 to these Sanitary Norms and Rules.
In playing and group areas with recreation areas located on the first floor, the temperature of the floor surface in winter should be at least + 22 ° C.
Control of the air temperature in the rooms is carried out using a domestic thermometer attached to the inside of the wall at a height of 0.8-1.2 m (depending on the growth of pupils).
63. Relative air humidity in the premises of the group cell and other rooms with the stay of pupils in them should be within 30% - 60%, in the catering unit and laundry - up to 60% - 70%.
Chapter 7 Requirements for equipment of premises of preschool education institution
91. The premises of the preschool educational institution are equipped with preschool children's furniture (tables, chairs, beds, wardrobes, wall boards), corresponding to the growth and age characteristics of pupils, the requirements of these Sanitary Norms and Rules, and made in accordance with technical regulations containing mandatory requirements.
The main dimensions of tables and chairs shall be in accordance with Annex 6 to these Sanitary Codes and Regulations.
92. Tables and chairs in playing and group with recreation areas are set according to the number of pupils in groups. Chairs shall be complete with a table of the same size (group) and marking.
When arranging tables for classes, the following requirements must be met:
tables are installed at the light-carrying wall with left-hand lighting;
four-seater tables are installed in no more than 2 rows, double tables - no more than 3 rows;
distance between rows of tables shall be not less than 0.5 m;
the distance of the first row of tables from the light-carrying wall is 1 m;
the distance from the first tables to the wall board should provide a viewing angle of 35 °, which is provided by a distance of 1.6-2.4 m (when using the board during classes);
the height of the suspension of the lower edge of the wall board (size 0.75 x 1.5 m2) must be at the level of 0.7 - 0.8 m from the floor.
94. Molberts and drawing tables in a preschool education institution are placed at the light-carrying wall with left-hand lighting. The tilt angle of the molbert must be adjusted from 60 ° to 75 °, the working plane of the drawing table - from 0 ° to 75 °.
If it is impossible to arrange tables for drawing, additional artificial lighting should be provided near the light-carrying wall.
96. When watching television broadcasts in a preschool education institution, the following requirements must be met:
the size of the TV screen diagonally must not be less than 51-61 cm;
TV installation height shall be 1-1.3 m from the floor;
distance from TV screen to pupils (spectators) shall be from 4 to 6 m;
chairs should be installed in 4-5 rows (based on one group of pupils) at a distance between rows of 0.5-0.6 m.
97. The following requirements shall be met when equipping the sleeping quarters of preschool education institutions:
bedrooms are equipped with individual beds for each pupil;
for pupils under 3 years of age, beds are provided with a variable height of the bed and a fence with a length of at least 120 cm and a width of 60 cm;
for pupils aged 3 to 7 years, the length of the bed should be at least 140 cm, width - 60 cm;
The arrangement of the beds should ensure the convenience of approach to them and the possibility of cleaning the bedroom;
the width of the passages between the beds should be at least 45 cm, the minimum distance between the beds is 30 cm.
In groups for pupils aged 3 years and older, bunk beds with a fence of the second tier bed at least 30 cm high can be used.
It is forbidden to equip bedrooms with layouts, and bedrooms for pupils under the age of 3 years and in groups with round-the-clock stay of pupils - and bunk beds.
98. Reception, undress group cells are equipped with cabinets for outerwear of pupils and employees of a preschool educational institution with a device for drying clothes and shoes.
The design of outerwear cabinets should provide individual cells with shelves for headgear, shoes, hangers for outerwear.
99. The height of installation of sanitary equipment in toilet and shower institutions of preschool education, counting from the floor to the side of sanitary equipment, shall be:
washbasins for pupils under the age of 3 years and pupils aged 3 to 4 years - 40 cm;
washbasins for pupils aged 4 to 6 years - 50 cm;
baths on pedestals - 60 cm;
deep shower tray (at the height of the shower mesh above the bottom of the tray 1.5 m) - 60 cm;
of a small shower tray (at the height of the shower mesh above the bottom of the tray 1.6 m) - 30 cm.
Shower nets are provided with flexible hose.
100. In the toilets, wall hangers with individual cells for storing towels and personal care items of pupils, closing household cabinets for storing harvesting equipment and household supplies are installed, and in the toilets for groups of pupils under the age of 3 years - additionally cabinets with separate cells for storing individual pots.
101. Stationary equipment in group cells shall be securely attached to the wall or floor. The use and storage in the premises with the stay of pupils of faulty equipment, furniture and equipment is not allowed.
Chapter 9 Requirements for the maintenance of the territory and premises of a pre-school education institution
105. The territory of the institution of preschool education should be kept clean.
Cleaning of the territory is carried out daily in the morning (before the arrival of pupils) and as it is contaminated during the day.
In dry and hot weather, at least twice a day before cleaning the territory, the land plot of the preschool education institution is irrigated.
In winter, playgrounds and paths should be cleared of snow and sprinkled with sand.
Gaming and physical education equipment installed on the territory should be rubbed daily.
106. The site for garbage collection of a preschool education institution should be kept clean.
The quantity of waste collectors should be provided in the calculation of filling not more than 2/3 of the volume per day, garbage collectors should be cleaned in a timely manner.
Food waste must be disposed of daily. After release, food waste containers are cleaned, washed with detergents, rinsed with water and dried.
107. Sand for filling sandboxes of a preschool education institution is imported from specially established places with supporting documents on its content of natural radionuclides and salts of heavy metals (lead, cadmium). Sand shall be clean, free of foreign impurities.
Every year in the spring, as well as according to epidemic indications and with visible pollution, sand in sandboxes should be changed.
Before playing, the sand must be slightly moistened and overblown.
For the night, the sandboxes must be closed with covers.
108. At the entrances to the pre-school educational institution, devices for cleaning shoes and urns for garbage collection are installed, which must be cleaned periodically;
109. Pre-school facilities shall be kept clean:
109.1. cleaning of premises is carried out daily in a humid way using detergents in accordance with the instruction for their use at open windows or frames;
109.2. in the rooms of the catering unit, floor washing, removal of dust and cobwebs, wiping of heating devices and at least once a week - washing of walls, lighting fixtures, cleaning of glass from dust and soot are carried out daily.
When cleaning places of bread storage in the rooms of the food unit, crumbs should be swept away with special brushes, the shelves should be carefully rubbed with 1% solution of table vinegar;
109.3. in the main rooms of the group cells:
floors are washed at least twice a day (once - with the obligatory movement of furniture) in the absence of pupils;
preschool furniture, radiators, windowsills are wiped with household napkins (wet rags);
children's clothing lockers are wiped daily and washed once a week;
109.4. In the toilet group cells, sanitary facilities of the medical insulator and sanitary facilities of the swimming pool:
floors, toilets and seats on them wash as they become contaminated (but at least three times a day in groups for children aged 3 to 7 years, after each landing of pupils on pots - in groups for children under 3 years);
individual pots are washed each time they are used by the scrubs under running water using detergents;
washes for washing toilets and pots after use are disinfected and stored in containers;
109.5. tables in the premises of the group cell and in the common dining room are washed before and after each meal with designated rags (napkins), chairs are rubbed as they become contaminated (but at least once a day);
109.6. carpets are cleaned daily with a vacuum cleaner or a wet brush, during general cleaning - they are pierced out in the territory of the economic zone;
109.7. window openings are washed with cleaning of glasses from the outside (at least 3-4 times a year) and from the inside (at least once a month) sides. Blinds should be washed at least once a month;
109.8. louver grilles of ventilation systems should be systematically cleaned from dust, be opened and covered only in case of a sharp difference in air temperatures in the premises of a pre-school educational institution and outside;
109.9. in the halls for music and physical education classes, in the rooms of children's creativity, wet cleaning is carried out after each lesson.
110. Harvesting equipment (containers, napkins, weeds, mops) is allocated for functional groups of rooms: for group cell rooms; toilets in group cells, other toilets; Music Classes Hall; Physical Education Classroom; swimming pool facilities; heat treatment rooms with heating chamber; medical facilities; rooms of the catering unit; laundry rooms; administrative premises and corridors.
Harvesting equipment (containers, napkins, weeds) must be provided separately for cleaning the floor and surfaces above the floor), must be appropriately marked and stored in household cabinets in toilet group cells and in designated places in a preschool education institution.
Harvesting equipment (containers, napkins, weeds, mops) for toilets in group cells, bathrooms in a preschool education institution must have clear bright color markings and be stored in household cabinets in toilet group cells with a corresponding distinction from other harvesting equipment and other toilets.
It is forbidden to transfer harvesting equipment intended for one group cell to another group cell.
111. Toys, with the exception of soft-stuffed ones, must be brushed under warm running water in dishwasher baths before use and as they become contaminated, but at least once a day, and then dried in buffets or on tables. Puppet clothes are washed as they become contaminated, but at least once a week.
Soft-padded toys must be disinfected daily at the end of the day for 30 minutes with bactericidal lamps installed at a distance of 25 cm from the toys. Cleaning of soft-stuffed toys is carried out in accordance with the instructions of the manufacturer.
The use of soft-stuffed toys for the play of pupils in groups for children under 3 years of age and in a medical detention center is prohibited.
Toys for playing on the street at the end of the day are washed directly on the territory of the preschool institution using irrigation hoses.
In a preschool educational institution, there should be containers for disinfecting toys in the event of a complication of an epidemic situation.
112. Washing of kitchen utensils in the catering unit, kitchen and dining utensils in group cells should be carried out after each meal manually (using brushes with a handle, sponges) or mechanically.
116. The cutlery in the group cells is stored upright with the knobs up in cassettes, which must be washed daily.
Storage of cutlery in bulk on trays and plates is prohibited.
Chapter 10 Requirements for the installation and equipment of the catering unit of a preschool institution for education, transportation and storage of longitudinal raw materials and food products
131. Production premises, placement of trade and technological equipment in the catering unit of the preschool education institution must ensure that the technological process of cooking is consistent.
Commercial and technological equipment in the catering unit should be provided for electric.
At least two electric drives (for raw and boiled food products) are provided for grinding food raw materials and food products (hereinafter - food products).
For the preparation of medicinal (dietary) meals, steam saucepans or special technological equipment are allocated.
In the catering unit, repair or replacement of faulty trade technology, refrigeration and other equipment should be carried out in a timely manner.
132. All-metal or stainless steel or duraluminium coated tables shall be installed for food processing.
Tables covered with galvanized iron and rounded corners are used to treat raw meat and fish.
For dough cutting, wooden tables are installed, smoothly strung out, without cracks.
134. For cooking, stainless steel cooking utensils are used, aluminum, enameled, cast iron (pans, pots), uncoupled iron (trays) and stored on special shelves or racks, small inventory - in cabinets.
To deliver food to the group cells, stainless steel cookware or enameled cookware is used and stored in buffets.
Tableware is used faience, stainless steel, tea room - faience, porcelain, glass, cutlery - stainless steel. Utensils shall be individual for each group and stored in buffet group cells in special dryers.
Kitchen, dining, tea utensils and cutlery can be used from other materials if they are resistant to disinfection.
Aluminum cookware can only be used for cooking and temporary (up to 1 hours) storage of food.
Plastic utensils can also be used for temporary storage of raw food products (including transportation), storage of dry food products, as a disposable tableware.
135. The use of kitchen, dining room, tea utensils and cutlery with cracks, chips, broken edges, deformed, with damaged enamel, as well as tableware and cutlery made of aluminum is prohibited.
It is forbidden to use broken kitchen equipment, as well as wooden with cracks and burrs.
The institution of preschool education should provide a supply of kitchen, dining room, tea utensils and cutlery, kitchen equipment for timely replacement.
136. In the catering unit, preschool education institutions should be:
digestive boilers for soups (first dishes), hot (second) dishes and drinks;
separate scales for weighing raw food products,
digestive boilers for soups (first dishes), hot (second) dishes and drinks (third dishes) with a mark in liters or kilograms are extinct;
extinct scoops and garnish spoons with a mark in milliliters and grams;
