Explanatory Note

The working project provides for the installation of instruments for the commercial accounting of thermal energy in the individual thermal point ITP of 107 storey sections of the DEZh residential building located at the address: Moscow Region, Mytishchi, mcr. 20, Trudovaya St., building 67 for calculations for thermal energy spent on heating and hot water supply.

The design of the metering unit is carried out in accordance with the calculation of maximum hourly loads.

The following normative and instructional materials are used in the execution of the project:

The project was completed in accordance with the current norms and regulations and meets the requirements of equipment and fire safety.

Source data, instrument selection

The object of thermal energy consumption is the 107th storey sections of the DEZ residential building.

Heat supply source - boiler house "VISKHAGI," Municipal Unitary Enterprise "Heating Network," Mytishchi.

Heat supply scheme - closed.

Coolant - superheated water with temperature schedule 150/70 0С.

The designed metering unit is located in the basement of the building under construction, equipped with lighting and ventilation, with a metal locked door.

Floors - tile tile. The room is dry. Design relative air humidity is not more than 70%.

The project was performed for a closed heat supply system. The coolant is introduced according to a two-tube scheme. Make-up of the heating system within the building is carried out using make-up pumps from the return pipeline of the heat supply system.

This project envisages installation of a functionally completed device for measuring thermal energy, with the possibility of remote transmission of information to a single dispatch and control system of TAS "Vista," which is single-flow and point-to-point in terms of the composition of components of primary converters.

Diameters of heat network inlet pipelines:

supply pipe (T1) - Dy 80 mm.

return pipe (T2) - Dy 80 mm.

The system regulation method is qualitative. Inlet ball valve, pressure gauges, thermometers and filter are installed on supply pipeline at the inlet.

On the return pipeline shut-off ball valve, pressure gauges, thermometers.

Connection diagram:

the building heating system is connected to the heating networks according to an independent scheme;

hot water system water heaters are connected according to a two-stage mixed scheme.

Instructions for installation of equipment

During installation works, the requirements of SNiP 3.05.0185 3.05 0385 3.05.0785, as well as SNiP SNiP III480 "Safety in construction" and fire safety standards shall be met.

During installation of pipelines and equipment, the following shall be ensured: density and strength of elements attachment, serviceability of shutoff and control valves.

Before installation make sure that there are seals on the equipment.

Ultraflow flowmeters, VST, VSHd, calculators "Multical III" are installed according to drawings of GPI of Glavmontazhavtomatika of Minmontazhspetsstroy (collection of TM and shopping mall), the recommendations of producers in the places specified on the wiring diagram.

Wires and cables from temperature sensors and meters shall be laid in steel pipes or metal pipes.

During piping installation perform 100% inspection of joints.

Perform anticorrosive coating of pipelines with bitumen varnish.

Perform stationary power supply of metering unit devices from power supply board located in thermal energy metering unit building. From the power panel to the instrument panel, lay the PVA cable 3 * 1.5 mm2 in the metal pipe Du 15 mm. Set the circuit breaker in the power board.

Complex adjustment of metering unit devices

Perform external inspection of units and assemblies included in thermal energy metering unit for absence of mechanical damages of housings, counting heads, inspection windows, protective casings and standard connecting cables.

Visually monitor the movement of the control arrow-indicator to make sure that the water meter (water meters) is functional - the arrow must move evenly, without jerks and jams., knocks.

Check serviceability of the output circuit of the flow sensor - connect the semiconductor Ohmmeter to the standard cable, make sure that there are output pulses (periodic contact closing-opening).

NOTE: In order to avoid failure of the reed coat, the use of switch testers is PROHIBITED.

Check the serviceability of temperature sensors - connect the semiconductor Ohmmeter to the standard cable, measure the resistance, determine the value of the measured parameter from the compliance table and compare it with the readings of the technical glass thermometer.

Connect the sensors to the secondary device.

Check system serviceability:

no error

compliance of data on coolant temperature in supply and return pipelines

availability of data on coolant flow rate

change of accumulated readings on quantity of consumed heat, quantity of passed coolant in supply pipeline (quantity of passed coolant in return pipeline and quantity of passed coolant in make-up pipeline)

Log initial system readings:

readings of secondary device Q, G, (G1, G2), h;

readings of primary flow sensors

After some time (hour, day, week) record readings of secondary and primary devices in the log.

Process the received data, analyze it:

compliance of measurement ranges with limits of measured parameters

device compatibility

Issue conclusion on serviceability of metering unit and reliability of its readings .

Admission of metering unit to operation

Thermal energy metering unit is allowed into operation at:

availability of passports and documents on state verification of devices

availability of seals at the appropriate places of the unit

availability of certificate of metering unit admission to operation.

Admission of the metering unit to operation is issued when the subscriber provides:

copies of the order on appointment of the responsible person from the Subscriber's personnel for maintenance of the thermal energy metering unit

Copies of the protocol of knowledge check of operating rules of heat-consuming plants and heat networks of consumers and safety rules during operation of heat-consuming plants and heat networks of consumers

If the Subscriber does not have qualified personnel, the Subscriber shall submit a copy of the contract for maintenance of the thermal energy metering unit with any specialized organization holding the relevant license (a copy of the license is attached)

Maintenance

Maintenance of the thermal energy metering unit during operation shall be performed in accordance with the data of the heat meter certificate .

During operation, metering unit instruments shall be inspected weekly.

If a malfunction is detected in the devices, they are sent for repair with subsequent state verification.

Heat meters and flowmeters shall be verified in the instrument verification service at least once every four years, as well as after each repair.

Specifying safety measures

During operation, it is necessary to comply with safety requirements according to the documents: "Rules for operation of electrical installations of consumers" and "Safety rules for operation of electrical installations of consumers."

Persons familiar with the technical description and operating instructions of all instruments included in the metering unit are allowed to operate the metering unit.

During preparation of metering unit devices for operation it is necessary to check the condition of connections, integrity of wires insulation, absence of mechanical damages by visual inspection .

During operation, do not:

connect and disconnect connectors, as well as eliminate various faults when power supply is on and if there is pressure in the pipeline;

eliminate defects in devices to persons who are not qualified;

operate a heat meter (counter) having mechanical damages of components or connecting cables.

In operation, the heat meter and meters do not need special care.
