2. Master Plan Solution

The designed object is located in the settlement zone of Novosibirsk. The house is located in the vicinity of the inter-quarter highway. Immediately in front of the territory of the designed object is a parking lot. The footpath from the roadway is separated by a strip of green spaces with a width of 1.5 m.

The location of enterprises in the city development system, their size and specialization should be determined by preliminary developed perspective plans (schemes) for the development and placement of enterprises (preferably in conjunction with cultural enterprises), taking into account both new construction and reconstruction of existing buildings and the possibility (if necessary) of their re-specialization.

Areas for the construction of bank branch buildings should be selected in areas of convenient transport accessibility for customers, employees and special vehicles.

The intensity of impacts on personnel of harmful environmental factors in areas for the construction of banking facilities should be within the limits permissible for residential areas, and on technological equipment (chemical aggressiveness, electromagnetic effects, vibration, dust content, etc.) - within the limits determined by the specifications of its operation.

Banking facilities should be located, as a rule, in fenced areas with limited access. In urban planning situations, when compliance with this condition is impossible, functionally necessary areas with limited access should be allocated within the boundaries of the site, the requirements for which are established by a private technical task to ensure the technical strengthening of the facility.

It is recommended to take the area of land for the construction of separate buildings of the Main Directorate (NB) and the RCC at least given in Table 1 of VNP 00101 "Design of bank buildings." For cash centers with the number of employees up to 15 people, the area should be at least 0.15 ha.

It is recommended to accept the number of seats for client cars of the designed branch of the bank at the rate of 5 seats per operating cash desk, and for car employees of the bank at the rate of 20 seats per 100 employees.

Total number of seats:

- for employees of the bank branch - 5 cars (15 employees);

- for clients of the bank branch - 15 cars (3 cash desks).

Parking spaces for staff and visitors should be located outside the restricted office areas. Installation of built-in parking lots of this purpose in office buildings is not allowed.

Composition of premises of bank branches

Premises of bank branch buildings are divided into the following functional groups:

- cash register unit and unit of premises for value transfer;

- cash desk;

- accounting and operating unit (accounting, operating room, group of technological support rooms, including for electronic computer equipment, communication and cryptoprotection equipment, etc.);

- office premises of the administration and other divisions;

- premises of the bank security service and private security;

- auxiliary and maintenance rooms;

- engineering and technical premises.

Functional and planning zoning should ensure the minimum length of technological routes for the movement of documents, valuables, employees and visitors, and strictly comply with the established procedure for the transfer, storage and processing of valuables, as well as zoning to limit access.

The mutual arrangement of the operating area of the operating room and operating desks should ensure their convenient relationship for the prompt exchange of documentation, as well as reducing the length of computer lines and pneumatic mail routes in cases of its use.

Cash unit and unit of premises for value transfer

The cash desk consists of the following functional and planning groups of rooms:

- store of valuables with preclade and observation corridors;

- operating cash desks (receipts, consumables, receipts, exchange, receipts and consumables at the collection box);

- a group of premises for the processing of valuables consisting of: banknote and coin conversion offices, premises for the examination of banknotes, premises for the processing of banknotes with radioactive contamination;

- a block of premises for the transfer of valuables delivered and sent by collection machines, with a box for collection machines, rooms for collectors for short-term recreation of collectors, a room for the transfer of valuables and a storeroom for their temporary storage;

- offices of the head of the cash desk and the head of the cash desk department;

- sanitary facilities consisting of: storage rooms for personal belongings of employees of the cash center, a rest room (and food reception in the absence of a buffet or a dining room), showers, toilets, a personal hygiene cabin;

Planning solutions of cash centers shall take into account the following functional relationships:

- the premises for transfer of reserve funds values and the operating cash desk at the box for collection machines should be located adjacent to the box and in convenient connection with the store stores;

- entrance to the store of valuables should be only from the pre-warehouse;

- the premises of the cash registers of the recalculation of banknotes and metal coins should have the shortest possible connections with the pre-invoice;

- the room for the examination of banknotes should be placed in the same unit with operating cash desks adjacent to the cash desk.

All rooms of the cash unit shall be compact. The ability of unauthorized persons to monitor the work with values and their transportation should be excluded.

The width of the corridors within the cash center should be determined taking into account the possibility of unhindered two-way movement of the used means for transporting valuables. The width of doorways on the transportation routes of valuables must be at least 1 m.

Thresholds and floor level differences should be avoided in the ways of moving valuables. In case of their forced arrangement (during reconstruction and overhaul) it is necessary to provide ramps with a slope of not more than 15%.

In justified cases, pneumatic mail can be used to transfer documents between the accounting and operating unit and operating cash desks.

Storefronts of valuables

The group of premises for storage of valuables should be designed in the form of a single structural and planning unit, which includes storage facilities, preclades, as well as inspection corridors arranged along the perimeter of the storerooms for the placement and maintenance of security alarm equipment and visual control of the integrity of enclosing structures. Windows are not allowed in rooms of this group. The width of the inspection corridors in the light should be 0.7-0.8 m.

Inspection corridors should go to the preclade.

Storefronts shall be protected by fracture resistant enclosing structures.

Waterproofing of pantry enclosing structures shall guarantee protection against moisture penetration for the entire design life of the building.

In the store of valuables should be provided one entrance, closed by a bank protective door. The dimensions of the door opening in the light are set by the design task, based on the used means of transporting valuables. The protective door shall be installed so that in the open position it does not reduce the width of the door opening.

The height of store valuables is set by a technological task depending on the accepted method of storing valuables and mechanization tools used, but should be at least 2.4 m up to protruding structures and, as a rule, no more than the height of two floors.

Storefronts should not be placed near external walls or next to premises that do not belong to the bank branch.

The area of store valuables is determined by the design task depending on the volume of valuables, as well as their storage and transportation technology, but should be at least 9 m2 per operating cash desk.

Prestorerooms

The precalibration area is determined by the technological task depending on the technology of receiving and issuing valuables, the type of packaging, methods and means of their transportation and should, as a rule, be at least 6 m2.

There must be one entrance to the preclade.

Operating cash desks

In this project, two operating cash desks have been designed.

Operating cash desks are located adjacent to the cash desk, on the area of which at each cash desk individual cabins are provided for customer service.

Cash desk operating desks shall be designed in a single unit. Entrance to the cash desks is provided from the zakass corridor, the width of which is determined by the conditions for transportation of valuables, but should be at least 1.4 m (1.2 m - during reconstruction). The entrance to the cascade corridor shall be closed by a lockable door.

In addition to operating cash desks, the premises of the head of the cash desk and the expert can go to the zakass corridor.

A cascade corridor may not be provided if the number of operating cash desks does not exceed two.

Through passage through the storage corridor, including for evacuation in emergency situations, as well as direct exit from it outside the cash center is not allowed.

Operating cash desks should be separated from the customer service area by a protective partition with an armored glass window and a valuables transfer device. Functional characteristics of value transfer devices are specified by process task.

The size and location of the window between the operating cash desk and the individual customer cabin should allow for visual control of the money conversion process by customers. The bottom of the window should be at the level of the working surface of the table, the top - 1.8 m from the floor. The required width is determined by the desired viewing angle of the customer's desk from the cashier's desk.

To communicate the cashier with the client, an intercom should be provided.

The area of operating cash registers is established by the technological task depending on the estimated daily turnover. The operating ticket office by area must be at least 8 m2. The doors of the booths of the operating booths must be at least 0.9 m wide.

Partitions between the booths of the operating booths should be glazed from the surface of the cashier's table (0.75 m from the floor) to a height of at least 1.8 m from the floor.

Premises for the processing of valuables

The recalculation area of banknotes and coins should be determined based on the requirements for the placement and operation of main and auxiliary equipment.

Recount offices should be designed taking into account noise protection measures, based on the requirements of SanPiN 2.2.4/2.1.8.56296. Sound-absorbing finishing shall use environmentally friendly materials that do not accumulate dust.

On the area of recalculation offices for each working complex according to technological requirements, an isolated box can be provided, allocated by light prefabricated partitions. The area of the required glazing shall be taken on the basis of a functionally sufficient minimum in order to maintain the required area for noise-absorbing finishing. The height of the partitions should be taken up to the ceiling.

To recalculate the coin, you should design a separate noise-insulated room with an area of at least 6 m2.

The area of the office of the head of the cash desk is recommended to be taken at least 12 m2.

Sanitary facilities of the cash center

The area of the premises for storing personal belongings of cashiers should be determined from the calculation of at least 1.5 m2 for each cashier of operating cash registers and cash registers, but at least 6 m2.

In the cash center for cashiers it is recommended to provide a room for rest and meals. Its area should be taken from the calculation of at least 3 m2 per place for eating or 1 m2 for each room using this room, but at least 12 m2. The room should be equipped with a kitchenette with cold and hot water supply and sewage.

Combining rooms for storing personal belongings with rooms for rest and eating is not recommended.

The cash desk includes its own sanitary units. With a number of employees of up to 10 people, one sanitary unit should be provided, equipped with a toilet, a washbasin and an electric towel.

The number of toilets is determined by calculating one for every 10 women or 20 men, urinals - 1 for every 20 men, and washbasins in the bathroom should be at least one for 3 toilets.

Cash desk

The cash room includes a waiting area equipped with seats and small tables for working with documents, and individual cabins adjacent to each operating cash desk for customer service.

An individual cabin for customer service should have an area of 4 m2, and in cramped conditions of reconstruction at least 3.4 m2.

In the cabin for customers should be located a table and a machine for recounting banknotes. The location of the table should take into account the need to maintain a visual connection between the cashier and the client to monitor the recount process.

Cockpit fencing shall provide visual isolation of the customer from unauthorized persons. The door to the cockpit must be locked without a lock, opened without a key from the inside, and with a key from the outside.

It is recommended to accept the area of the cash desk, without taking into account individual cabins for customer service, at the rate of 8 m2 per operating desk, and in cramped conditions of reconstruction - 6 m2.

To call customers in the cash desk, an information board is provided.

Accounting and Operating Node

The accounting and operating node includes an operating room as part of the zone for clients and the service zone of operators, premises for departments conducting settlement banking operations, as well as a group of premises for electronic computing, communications equipment and cryptoprotection.

The service area of the operating room, which houses the operators leading the customer service, is separated from the area for customers by a barrier.

The barrier is recommended to be made with a horizontal panel 0.4-0.5 m wide at a height of 1.15 m from the floor. A glass barrier with windows or slits for the transfer of documents can be installed above the barrier. In order to better protect customer banking information, it is recommended to separate places along the customer service barrier with 1.8 m high screens with sound-absorbing trim.

The area of the service area in the operating room should be accepted at a rate of at least 6 m2 for each employee located in this area.

The area of the waiting room, as well as the areas for customers in the operating room, is recommended to be accepted at the rate of 6 m2 for each employee conducting direct customer service.

Office space

Office premises for the work of the bank's employees include offices and reception rooms for managers and common working rooms for employees of departments.

The area of offices and reception managers and bank employees is accepted according to Table 5 of GNP 00101 "Design of bank buildings."

Office of the head of the bank branch - 30 m2;

Reception room - 12 m2;

Office of the deputy - 12 m2;

The office of the chief accountant is 16 m2.

Flexible layout should allow for the introduction of new equipment and take into account the corresponding width of the corridors, the width and height of the doorways, as well as the need to accommodate rooms designed to increase the area near the main halls, and technical rooms - outside the hall expansion area.
