Introduction

The first attempts to begin gasification of the Altai Territory were made from the late 1960s. 1991 became a starting point, it was from this year that the detailed design and construction of gas distribution networks began, and the creation of a construction complex for gasification of the Altai Territory with natural gas. In the process of general work, business relations were strengthened and improved between various participants in the gasification program - customers, design institutes, contractors and subcontractors. In 1992, a working project for the construction of the first stage of the Novosibirsk-Barnaul gas pipeline was approved. And on December 14, 1995, in the presence of a representative delegation of RAO Gazprom, a blue torch was lit on the territory of a tire plant in Barnaul - natural gas came to the territory of the Altai Territory .

By 1996, there were already three gas distribution stations (GRS) in the city of Barnaul, in the Talmensky district, and in 1998 more 4 were added - in Pervomaisky, Talmensky, Pavlovsky districts, the city of Barnaul. This allowed the gasification of the new territories of the region to begin. In 1999, natural gas gasification received a new impetus - OJSC Vostokgazprom came to the region. In August of the same year, together with the regional administration, its subsidiary, OJSC Altaigazprom, was created.

Since September 1, 1999, the administration of the Altai Territory transferred to Altaigazprom OJSC the functions of a single customer for the design and construction of natural gas gasification facilities in the Altai Territory.

From 1999 to 2007, the Barnaul-Biysk-Gorno-Altaysk gas pipeline with a branch to Belokurikha was laid in the region, and in 20082012m distribution networks were actively built in the area of ​ ​ the existing gas pipe and final consumers were connected to natural gas. This allowed gasification of about a third of the region's territory, and the most populous: the large cities of Barnaul, Biysk, Novoaltaysk, Belokurikha and 65 settlements in thirteen districts, as well as the Turquoise Katun tourist recreation zone and the future Siberian Coin gambling zone.

The next stage is gasification of the southwestern regions of the region. A preliminary agreement has already been reached with Gazprom to begin the construction of a gas pipeline-diversion to the village of Rebrich.

- The withdrawal of Pavlovsk-Rebrich from the main pipe will make it possible to extend gas pipelines to Slavgorod and Rubtsovsk and further gasify the remaining two-thirds of the territory of the region. Now the project for the construction of a gas pipeline-outlet to Rebrich is being finalized and it is planned that in the fall it will be included in Gazprom's investment program for next year. According to preliminary estimates, its implementation in 20142015 will cost 1.5 billion rubles.

In parallel, further gasification of settlements in the zone of the existing main gas pipeline will continue - in the next three years it is planned to allocate almost 4.1 billion rubles from the regional and municipal budgets, as well as from federal programs and private investors for these purposes in the region. So, this year blue fuel will come to the villages of Glushinka, Koshikhinsky district and Aleksandrovka, Kalmansky district, to the village of Oktyabrsky, Troitsky district and the village of Berezovka.

Krasnogorsk district. In total, in 20132015, almost 1.2 thousand kilometers of intra-village pipelines should be laid in the region, more than 31 thousand apartments and almost 400 boiler houses should be gasified.

In addition, Gazprom promises to invest about 800 million rubles by 2015 in the construction of 122.4 kilometers of inter-settlement gas pipelines in the Kalman, Sovetsky, Troitsky, Smolensk districts and the city of Novoaltaysk. The first fifty million rubles will be allocated by gas companies this year for the design of six gas supply facilities. [ER1]

Construction Control

Construction control includes [ND2]:

incoming control of design working documentation and results of engineering surveys, materials, technical devices, process devices, gas-using equipment and availability of permit documents;

operational control of construction and installation works (earthworks, welding, insulation works, works on testing of gas pipelines, installation of building structures of buildings and structures, etc.);

acceptance inspection, during which quality check of performed works is carried out. The results of acceptance inspection shall be executed with records in the construction certificate, acts, test reports.

During the incoming control of the design documentation, all the submitted documentation, including PIC and working documentation, should be analyzed, while checking [ND8]:

its completeness;

conformity of design axial dimensions and geodetic basis;

availability of approvals and approvals ;

references to regulatory documents for materials and products;

compliance of the site boundaries on the construction plan with the established easements;

availability of requirements for actual accuracy of controlled parameters ;

Guidance on monitoring and measurement methods, including references to relevant regulations.

Input control shall check compliance of quality indicators of purchased (received) materials, products and equipment with the requirements of standards, technical specifications or technical certificates for them specified in design documentation and (or) contract. In this case, the presence and content of the accompanying documents of the supplier (manufacturer) confirming the quality of the specified materials, products and equipment [ND8] are checked.

The constructor verifies [ND8] with operational control:

conformity of the sequence and composition of the process operations performed with the process and regulatory documentation covering these process operations;

compliance with process modes established by job instructions and regulations;

compliance of quality indicators of operations performance and their results with the requirements of design and process documentation, as well as regulatory documentation covering these technological operations.

The results of the operational inspection shall be documented in the activity logs [ND8].

State construction supervision is carried out in cases stipulated by the legislation on urban planning activities in accordance with the legislation of the Russian Federation on urban planning activities and other regulatory legal acts. The state construction supervision bodies evaluate the conformity of the construction process of a specific object upon receipt of a notice from the developer (customer) about the start of construction work [ND8].

In order to limit the adverse impact of construction and installation work on the population and territory in the area of ​ ​ influence of ongoing construction by local authorities or their authorized organizations (administrative inspections, etc.), administrative control over construction is carried out in the manner established by the current legislation.

Administrative control consists in preliminary establishment of construction conditions (dimensions of the building site fencing, temporary mode of work, garbage removal, maintenance of order in the adjacent territory, etc.) and control of compliance with these conditions during construction. The developer is responsible to the local government body, unless otherwise established by agreements .

Construction conditions are established in the form of a warrant or other document issued by the local administration or its authorized organizations in accordance with the regulatory legal acts of the constituent entities of the Russian Federation [ND8].

Conclusion

As a result of the completed course project, the volumes of earthworks were calculated, earth-moving and earth-moving vehicles, installation devices and mechanisms were selected, the calculation of labor costs and the schedule for the work were developed, and a technological map was drawn up for the construction of a gas pipeline with a length of 5.3 km. The construction of the gas pipeline section was carried out in 25 days.
