1 General Information

1.1 This project is based on:

2 Purpose and purpose of UKUT implementation

Accounting and recording of thermal energy release and consumption shall be organized in order to:

- Mutual financial settlements between energy supply organizations and consumers of thermal energy;

- monitoring of thermal and hydraulic operation modes of heat supply and heat consumption systems;

- control over rational use of thermal energy and heat carrier;

- documentation of coolant parameters: mass (volume), and temperature.

4 Technical requirements

4.1 General requirements

4.1.1. Equipment, instruments and operation of the thermal energy metering unit shall comply with the following regulatory and technical documents in force in Russia:

1. Rules for accounting of thermal energy and coolant P683 Glavgosenergonadzor Moscow 1995;

2. SNIP 2.04.0786 "Thermal networks."

3. Rules for the use of electrical and thermal energy. Approved by order of the Ministry of Energy and Electrification of the USSR of December 6, 1981 No. 310;

4. Rules of operation of heat-consuming plants and heat networks of consumers. Approved by the Glavgosenergonador of the Russian Federation on May 7, 1992;

5. Law of the Russian Federation of April 27, 1993 No. 48711 "On Ensuring Uniformity of Measuring Instruments";

6. MI 216491 "GSI. Heat meters. Requirements for testing, metrological certification, verification. "

4.1.2. In accordance with paragraph 1.7. "Rules for accounting of thermal energy" when determining dimensions of physical quantities in accordance with GOST 8.417.81, this technical solution uses instruments having a graduation corresponding to the ICGSS system of units.

The following units are selected in the formulas and text of this draft:

- pressure, kgf/cm2;

- temperatures, deg. C;

- masses, t;

- volume, m3;

- thermal energy, Gcal;

- time, h.

4.2 Requirements to functions performed by VCSL

The metering unit shall carry out:

4.2.1 Cyclic measurements of coolant flow rate for each of the monitored heat supply pipelines.

4.2.2 Cyclic measurements of instantaneous values of coolant flow rate and heat quantity for each of the monitored heat supply pipelines.

4.2.3 Automatic measurement of coolant flow, pressure and temperature and calculation of heat consumed per hour, day, month.

4.2.4 Storage of results of calculations performed as per item 4.2.1.-4.2.3., for fixed periods of time:

- hours to a depth of 192 hours;

- daily allowance to a depth of 62 days;

- monthly to a depth of 12 months.

4.2.5 Time of recorded information storage, as well as time of built-in hours and calendar running after power supply voltage removal - not less than 1000 hours (service information storage time is not limited).

4.3. Requirements for metrological support.

The instruments of the metering unit include:

1 Heat calculator SPT943.1 - 1 pc.;

2 Electromagnetic flow converter PREM150 class D - 2 pcs.;

3 Set of technical difference thermometers KTPTR01 - 1 k-t.;

4 Pressure converter measuring HT1.6 - 2 pieces.

Metrological certification of the metering unit is carried out in accordance with the requirements of MI200289 and the requirements for testing for approval of the type of heat energy and coolant metering system with MI223494 digital computers.

Certification shall be carried out in accordance with the requirements of GOST 8.32689.

Metrological characteristics of metering devices shall be checked by Gosstandart authorities.

The interval between tests is determined by the State Standard for these measuring instruments.

Heat calculator SPT943.1 - 4 years.

Electromagnetic flow converter PREM150 class D - 4 years.

Set of technical difference thermometers KTPTR01 - 4 years.

Pressure converter measuring HT1.6 - 1 year.

The body of the Gosstandart of the Russian Federation conducting certification is the UCSM.

4.6 Requirements for installation of PREM150 class D.

PREM150 of class D is installed in the pipeline rupture, in which the liquid flow shall be controlled. Installation of PREM150 class D in the pipeline shall be carried out at the pipeline locations that are least susceptible to vibration and convenient for inspection and maintenance.

At PREM150 installation of class D in the pipeline it is necessary to provide direct sites without the hydraulic resistance distorting a stream (pumps, gates, latches, valves, knees, etc.).

PREM150 of class D is installed in the pipeline with the length of the rectilinear section before at least 2D, after at least 2D; there shall be no liquid flow distorting devices or elements in these areas.

PREM150 class D can be installed in a vertical, horizontal or inclined pipeline and does not require the installation of a filter in the pipeline.

Accurate and reliable operation of flowmeters is ensured when the following conditions are met at the installation site of PREM150 class D:

- absence of air accumulations;

- liquid pressure prevents gasification in the pipeline;

- the internal channel of the flowmeter must be fully filled with liquid during the operation of the device;

- external magnetic field voltage shall not exceed 40 A/m.

4.7 Installation of KTPTR-01 resistance temperature transducers

Installation of resistance thermal transducers is performed by mounting head upwards, and by hermetic inlet downwards.

The thermoconverter shall be installed perpendicular to or at an angle of 60 °, 45 ° to the pipeline and the sensor shall enter the inside of the pipe at least up to its centerline towards the coolant flow.

4.8 Installation of converters of pressure measuring HT1.6

Pressure sensors shall be installed in accordance with the operating manual. In the connection line, it is recommended to install a valve or three-way valve from the pressure tap to the pressure sensor to disconnect the sensor from the line and connect it to the atmosphere. This will facilitate periodic monitoring of the setting of the output signal corresponding to the zero value of the measured pressure and the removal of the pressure sensor.

4.9Installation Requirements

4.9.1 Requirements to the room for arrangement of primary transducers.

- ambient temperature from + 1 to + 40 deg. C. (Climatic design of UHL, placement category 4 as per GOST 15150);

- relative air humidity 80% at + 25 deg. Page.

4.9.2 Requirements to the room for arrangement of secondary transducers.

- ambient temperature from + 5 to + 40 deg. C;

- relative air humidity from 30 to 80%;

- atmospheric pressure from 84 to 107 kPa.

4.10 Requirements for protection against unauthorized access

Instruments of the metering unit are protected from unauthorized interference in their operation, which violates reliable accounting of thermal energy, mass (volume) and recording of coolant parameters.

Electromagnetic flow converter PREM150 of class D, heat calculator SPT943.1 are sealed at the manufacturer.

The project reflects the fulfillment of the requirements of paragraph 5.1.5. "Rules"..... in the form of diagrams and descriptions.

5 Admission to operation of thermal energy metering unit

5.1 Admission to operation of consumer metering units is carried out by a representative of the power supply organization in the presence of a consumer representative, about which the corresponding Act is drawn up. The act is drawn up in 2 copies, one of which is received by a representative of the consumer, and the second - a representative of the energy supply organization.

The certificate of admission to operation of the heat energy metering unit at the consumer must be approved by the head of the power supply organization.

In order to allow thermal energy metering units into operation, the consumer representative shall present:

- schematic diagram of the heat station;

- project for metering unit agreed with power supply organization;

- certificate for metering unit devices;

- documents on verification of the metering unit devices with the current state trustee stamp;

- process diagrams of the metering unit agreed with the Gosstandart authority (this is

the requirement applies only to instruments measuring the mass or volume of the coolant by the method of alternating pressure drop);

- heat energy metering unit installed and checked for operability

and coolant, including instruments recording coolant parameters.

5.2 When the metering unit is allowed into operation, the following shall be checked:

- conformity of factory numbers for metering devices with those specified in their passports;

- compliance of measurement ranges of installed metering devices with values of measured parameters;

- quality of installation of measuring instruments and communication lines, as well as compliance of installation with requirements of passports and design documentation;

- availability of seals.

5.3 In case of detection of non-compliance with the requirements of these Rules, the metering unit is not allowed for operation and the Act contains a complete list of identified defects with indication of the paragraphs of the Rules, the provisions of which are violated.

5.4 When the consumer metering unit is allowed into operation after receiving the Certificate, the representative of the power supply organization seals the devices of the heat energy and coolant metering unit.

5.5 The consumer metering unit shall be deemed to be approved for keeping records of the received thermal energy and heat carrier after signing of the Certificate by the representative of the power supply organization and the representative of the consumer.

Heat energy and heat carrier are recorded on the basis of the consumer metering device readings from the moment of signing the Certificate of its acceptance for operation.

The decision to allow or refuse to allow the thermal energy metering unit into operation in case of disagreement between the consumer and the power supply organization is made

Gosenergonador.

5.6 The consumer shall call the representative of the power supply organization to issue the admission of the consumer metering unit not less than 5 days before the expected day of registration of the metering unit, and the decision on admission to operation shall be made not later than 10 days from the moment of submission of the application by the consumer.

5.7 Before each heating season, the readiness of thermal energy metering units for operation is checked, on which the corresponding Act is drawn up.

6 Operation of the consumer thermal energy metering unit

6.1 The consumer thermal energy metering unit shall be operated in accordance with the technical documentation.

6.2 The responsibility for the operation and maintenance of the consumer accounting unit shall be borne by the official appointed by the head of the organization in whose responsibility this accounting unit is maintained.

6.3 Maintenance of the metering unit related to dismantling, verification, installation and repair of equipment shall be carried out by personnel of specialized organizations licensed by the Glavgosenergonadzor of the Russian Federation for the right to perform such work.

6.4 The head of the organization, which is responsible for the consumer's thermal energy metering unit, shall provide unimpeded access to its thermal energy metering unit by representatives of the power supply organization and the State Energy Supervision Agency upon first request.

6.5 Readings of devices of consumer metering unit are recorded in logs every day at the same time. Time of beginning of readings records of devices of metering unit in the log is recorded by Certificate of admission of metering unit for operation. Records of readings of devices recording coolant parameters are attached to the log.

6.6 Within the period specified by the Contract, the consumer is obliged to submit to the power supply organization a heat energy and coolant accounting card, which reflects records of readings of devices that record coolant parameters.

6.7 Violation of the operating requirements set forth in the technical documentation listed in item 5.1 of this specification shall be equated to failure of the consumer thermal energy metering unit. The time of failure of the metering unit is recorded by the corresponding entry in the log with immediate (no more than a day) notification of this to the power supply organization and is drawn up by the Protocol.

The consumer's representative is obliged to inform the power supply organization about the readings of the metering unit devices at the time of their failure.

6.8 In case of failure of metering devices, with the help of which the amount of thermal energy and mass are determined (or volume) of coolant, as well as instruments recording parameters of coolant, keeping records of thermal energy and mass (or volume) of the coolant and recording of its parameters for a period of not more than 15 days during the year from the moment of acceptance of the metering unit for commercial calculation are carried out on the basis of the readings of these devices taken for 3 days prior to the failure with correction for the actual ambient air temperature for the recalculation period.

6.9 In case of untimely notification by the consumer about violation of the mode and conditions of operation of the metering unit and about its failure, the metering unit is considered to have failed since its last check by the power supply organization. In this case, the amount of thermal energy, the mass (or volume) of the coolant and its parameters are determined by the power supply organization based on the calculated thermal loads specified in the Contract and the readings of the devices of the heat source metering unit.

6.10 Thermal energy metering unit shall be considered as failed in the following cases:

- unauthorized interference in its operation;

- violations of seals on equipment of metering unit, electric communication lines;

- mechanical damage of instruments and components of metering unit;

- tie-ins to pipelines not provided for in the design of metering unit.

6.11 After the expiration of the State inspection of at least one of the devices of the heat energy and coolant metering unit, the readings of the devices of this metering unit are not taken into account in mutual calculations between the power supply organization and the consumer .

6.12 Upon restoration of serviceability of the consumer heat energy and coolant metering unit, its admission to operation is carried out in accordance with the provision of section 5 of these Rules, on which the Act is drawn up.

6.13 Periodic inspection of consumer metering units is carried out by representatives of organizations that have a license (permit) of the Glavgosenergonadzor of the Russian Federation.
